HomeMy WebLinkAbout1985 Bicentennial ConstitutionBicentennial Constitution Committee 1985 BICENTENNIAL COMMUNITY APPLICATION The Commission on the Bicentennial of the United States Constitution takes great pleasure in extending to you and your community a cordial invitation to participate in the 200th anniversary of the writing of this historic document. The creation and development, of our representative government from Revolution through Independence and to the present is a remarkable story that is best commemorated through local observance. The Bicentennial Community Program enables citizens of large cities and small towns alike to participate in this recognition of American history. We sincerely urge you to join this program by completing the enclosed application. REGULATIONS ON DESIGNATING BICENTENNIAL COMMUNITIES The Commission encourages local governing bodies to establish Bicentennial Communities. The term "community~ includes all political subdivisions having an elected government, such as a city, county, town, village, municipality, township, borough, any Native American tribe or reservation, or any combination thereof. Unincorporated areas which have an established identity of their own also may apply for designation. A Designated Bicentennial Community is one which (1) has established a Bicentennial Committee broadly representative of the Community; (2) has developed and approved plans for a '~Commemorative program that will educate its residents about the meaning and significance of the Constitution; and, (3) has received an official designation from the federal Commission. To be considered a Designated Bicentennial Community, a community should submit a completed application form to its State Bicentennial Commission. Upon approval by the State Commission, the application with the State Commission's approval noted will be sent to the federal Commission for its review and decision. Notification of approval as a Designated Bicentennial Community then will be forwarded to the local Bicentennial group by the federal Commission. At the suggestion of Mr. Jay N. Price, Associate Director of State and Local Affairs for the commission I would like to see the City of Kenai with the concurrence of the City Council undertake the task of participating in the celebration. Because of my strong commitment to the education of our youth into the meaning of the Constitution and the Bill of Rights I have taken it upon my self to detail the tasks of the committee and to select members for that committee that I believe will do the best job possible in promoting the celebration. As a result of the committee's work, the City of Kenai will receive recognition in the National Bicentennial Register. The following represents the basic curl ine of the committees wOrk to be accomplished during their established period. Other tasks may also be accomplished and other projects may be undertaken as the committee sees fit in a effort to make this, the Bicentennial year of the Constitution of the United States one of great remembrance for all of the citizens of our city. I would now like to ask the City of Kenai, the Council and the Administration %o join me in promoting this Bicentennial as our way of furthering our knowledge understanding and belief in the greatest experiment that mankind has ever undertaken, the experiment of democracy. THE ELECTED STUDENT MEMBERS OF COUNCIL SHALL ATTEND A REGULAR COUNCIL SESSION AS THE SEATED ME~4BERS OF COUNCIL AND SHALL PARTICIPATE THROUGH A PREARRANGED AGENDA IN THE DISCUSSION AND VOTING OF MATTERS CONCERNING THE CITY. THE COUNCIL WILL MOVE THROUGH UNANIMOUS CONSENT TO CONCUR OR OBJECT IN ORDER TO MAKE THE VOTING LEGAL FOR THE RECORD.
