Commissioner Mayer MOVED to approve the meeting summary of July 9, 2009 and
Commissioner Bielefeld SECONDED the motion. There were no objections. SO

ITEM 4: PERSONS SCHEDULED TO BE HEARD
4 -a. Casey Madden /Wince- Corthell- Bryson Airport Projects
Madden reported on all current airport projects as well as the meeting he attended
with FAA representatives and the Airport Manager. He reviewed comments of FAA
related to the Float Plane Basin development and what they expected from the City.
7 -a. Commission Chair Chair Knackstedt noted he attended the Planning
Zoning Commission meeting of August 12 related to wind turbine use in the City
and reviewed comments with the Commission.
7 -b. Airport Manager Airport Manager Bondurant reported on the following
items:
Airport project updates.
Moving of two parking lot lights.
Landscaping projects at the south entrance of the terminal.
Arrival of the parking meter was expected at the end of August.
Kenai Hangar started moving dirt with the project to be completed by
November.
She was research costs for a fresh water pump at the Float Plane Basin.
A new motor had been ordered for the Float Plane Basin fuel pumps.

Subject: Lease Lot Inspection Form
The purpose of this correspondence is to provide the attached Lease Lot
Inspection Form for review and recommendation by Commission.
After recent lease compliance issues with airport tenants, I have drafted a form to
assist Airport Administration in performing lease lot inspections to ensure that
Lessees are in compliance with the terms of the lease and provide
documentation to that fact. Inspections would be conducted by Airport
Management with the Lessee and take place once a year or upon notice of
noncompliance. Please review the proposed Lease Lot Inspection Form.
After review and Commission recommendation, notification will be sent to all
airport lessees introducing the form and the inspection process.

Ordinance No. 2396 -2009 Amending the Kenai Municipal Code
with the Addition of Chapter 10.40, Entitled, "Release of Public

21.05.085 Amending the Fuel Flowage Fee to Exclude Fuel Delivered to

Amending KMC 7.25.020 to: 1) Better Define How Budget Transfers in
Amounts of Less Than Five Thousand Dollars ($5,000) are Accomplished;
and, 2) Provide that Budgetary Control for a Capital Project is Done at
the Project Level Rather Than the Object Level; and, 3) that Object Level
Budget Transfers in Capital Projects in Excess of Five Thousand Dollars

August 8, 2009
Taxiway F, G, H Lighting Grading, and Drainage Improvement: The grading and
drainage is completed and the seeding crew is onsite. Electricians are pulling wire and
installing edge lights.
Runway Safety Improvement Proiect: All projects are complete and we are preparing
the 2007 closeout documents.
The relocation of 2 light poles in the 2 -hour parking has been completed.
Booth's Landscaping will start the terminal landscape project the week of August
10.
The Pay Parking Meter for vehicle parking is on order and the airport crew is
busy preparing for its installation.
