Commissioner Peters MOVED to approve the October 6, 2009 meeting summary and
Commissioner Glidden SECONDED the motion. There were no objections. SO

OLD BUSINESS
Discussion Library Expansion Project
Director Joiner reviewed the most recent floor plan of the library expansion and noted
the following:
Changes in design since the Commission's last review.
Weekly teleconferences were being held with the architect and she met
with the design team in Anchorage last week for a full -day session.
City manager had been very supportive of the director and staff during
the last phase of design work.

Concern with the number of parking spaces.
It was hoped some of the trees on the south side of the building could be
kept.
Commissioner comments included:
Concern with the comparative size of the men /women restrooms.
Need to include changing tables in both restrooms.
Concern whether self- checkout was a good idea as it was not popular in
some retail establishments.
ITEM 6: NEW BUSINESS
6 a. Discussion Laptop Lending Policies
Joiner reviewed the draft lending policy which was included in the packet and noted
the following:
Rasmuson funded the Kenai library laptop purchase based on Kenai
using the Anchorage library's policy.
Because the Library charges a $10.00 administrative fee for books,
suggested a $25.00 administrative fee be charged for the laptop computers as it was
proportionate to the value of the laptops and could be a deterrent for abuse of the
equipment.
Suggested removing the phrase "code of conduct" throughout the policy.
MOTION:
Commissioner Brenckle MOVED to approve the laptop policy with the Director's
suggested amendments and Commissioner Glidden SECONDED the motion. There
were no objections. SO ORDERED.
Discussion followed related to the administrative fee with comments including.
Concern the $10.00 administrative fee for books was excessive.
Concern the charge above and beyond the cost of repair could be
excessive.
MOTION:
Commissioner Brenckle MOVED the Commission approve an administrative fee as
determined by the Director. Commissioner Glidden SECONDED the motion.

Commission requested Joiner to find out the Anchorage Library administrative fee.
6 b. Discussion Preview FY2011 Budget
Joiner discussed possible additions to the FY2011 budget including:
Self checkout which could be included in the expansion budget and
would entail a handheld inventory device to work with the automation system.
New staff computers (all six were out of warranty).
Software online to replace some current reference books.
Increase in the funds for operating supplies, rentals, and books.
Joiner noted the expansion may be completed by late FY2011 and she had already
begun discussions related to the budget.
6 c. Discussion Possible December Meeting Change
Joiner reported the architect would be unable to attend the December 1, 2009 Library
Commission meeting to present the updated design, but was scheduled to present the
plan to the City Council at its December 2, 2009 meeting. She suggested the
Commission request its December 1 meeting to be moved to December 2, 2009, prior
to the Council meeting in order for the Commission to see the presentation. Joiner
noted she had discussed the issue with both the City Clerk and City Manager and they
had no objections.
Commissioner comments included another suggested choice of not changing the date
of the meeting and attend the council meeting to see the presentation, however that
would not allow the Commission to discuss the design.
MOTION:
Commissioner Peters MOVED to request the City Clerk to change the regularly
scheduled meeting from December 1 to December 2, 2009 at 5:00 p.m. in order to
hear the architect's presentation on the library expansion. Commissioner Heus
SECONDED the motion. There were no objections. SO ORDERED.
ITEM 7: REPORTS
7 a. Director Joiner distributed a written report and summarized the
events involving the theft of the piggy bank from the Library.
7 b. City Council Liaison Council Member Boyle noted the following:
Split- the -pot winner B. Molloy had donated the funds back to the
Library.
Emphasized the library expansion would be built to accommodate a
second story.
Introduced Council Member Ryan Marquis.

Heus Thanked Joiner for her efforts, welcomed Commissioner Glidden, and
noted the Friends of the Library minutes indicated some funds would be going to the
library through their gaming account.
Glidden Stated she looked forward to her work on the Commission.
Bryson Thanked Joiner for involving the staff in the planning of the
expansion.

REMOVED FROM TABLE /FILE. Ordinance No. 2362 -2008 Amending the Official
Kenai Zoning Map by Rezoning Tract A, Papa Joe's Subdivision, Chumley Replat From
Rural Residential 1 (RR1) to Limited Commercial (LC).
Ordinance No. 2412 -2009 Amending KMC 13.40.040 to Provide for a Speed Limit
of Ten (10) Miles Per Hour While Driving Motorized Vehicles on a Portion of the North
Shore Public Beach Within the City of Kenai. (Clerk's Note: At the June 3, 2009, a
motion to adopt Ordinance No. 2412 -2009 was made and the ordinance was

Call to Order: Sal called the meeting to order at 5:45 PM.
Minutes: The minutes were approved after Tom's motion and Nedra's second.
Approval of the Agenda: Paul moved unanimous consent of agenda. There were no objections.
Librarian's Report: Mary Jo indicated the design of the library continues with changes weekly.
She met with architects in Anchorage one day recently. December 2 the architects will meet
with the Library Commission at 7 at the Council Chambers. The plan is to go to bid for
construction in March with completion by March 2011 followed by remodeling of the old section
of the library completed by July 2011. The funds for construction are about $1,000,000 short.
The library is number 2 on the city construction priority list.
Treasurers' Report: Brendyn gave the report. The cash balance in checking is $35,039.75, and
the building fund has $59,195.32. Tom made the transfer from the gaming account for $5800.
Paul moved that a formal presentation be made to the Council for a $60,000 donation for the
building fund. As part of this presentation the total amount of $230,000 towards the building
construction by the Friends should also be emphasized. The $5800 from the gaming account is
part of the $60,000 donation to the city for the library. Nedra seconded the motion. It passed
with no objection.
Old Business:
October Raffle Tom reviewed the results of the raffle. There were more people attending the
second night compared to last year, and the Friends made about $12,900. Ticket sales are
primarily made by other than board members. By Tuesday before the raffle 60 -70 tickets had
not been sold. Sandy, Kathy, and Nedra made the difference for last minute sales. Bob Malloy
contributed his split the pot winnings back to the Friends which was about $500. The balloon
sale resulted in $980. This is Tom's last year to run the raffle dinner. Tom said he will help in
the future. Tom, thank you for your hard work and successful efforts.
Holiday Newsletter Sal talked about a holiday newsletter for the Friends. Sandra volunteered
to put it together. Kathy had some ideas for the newsletter. The focus is a donation form, the

$60,000 donation to the library from the Friends and all those who have donated and participated
in the Raffle Dinner over these many years, the $230,000 the Friends have given to the city for
library construction, calendar sales, advertising the breakfast with Santa function at PJ's, and the
successful results of the recent Raffle Dinner under Tom's leadership.
Status of Credit Card Cancellation Fee —This was reviewed by Sal, Heather, and Brynden.
Web Site Update Heather requested new and old members who have not done so complete
their bios for the web site. The Raffle was on the web site, and the Ben wilt put the Santa
breakfast event and the calendar sales on the site as well.
New Business:
Emily Deforest Quilt Tops Emily had two quilt tops which have been donated to the library,
one completely hand stitched. Phyllis Halstead's quilting group will finish them as a donation.
The plan is to use these with other items for raising money at some upcoming event.
Breakfast with Santa PJ's Restaurant at the Kenai Airport will donate the space and staff on
December 12 for this fund raiser. Kelly Reilly is willing to do the photography and charge $6
per photo. There will be no photos allowed with your own camera. There are volunteers needed
for this event. Breakfast is 2 eggs, 2 pancakes, and 2 meats. It was moved that the charge be
$10 dollar for breakfast and $5 for a photo with Santa. It was seconded by Sandra. The motion
passed with no objection. Following the meeting, Sal polled the members at the suggestion of
PJ's Restaurant for approval to charge 10 for adults, $5 for children, and $10 for the photo. The
results of this poll are unknown at this time.
Visitor's Center Christmas Tree Auction The proposal from the Visitor's Center is the Friends
would buy and decorate a tree for auction with the Visitor's Center. Are there any volunteers
who are interesting in doing this? No motion was made for action on this item.
Budget: We need to draft a budget for the new fiscal year beginning January 2010. Brendyn will
be drafting one for the next meeting.
Gloves Dee is proposing putting a set of handmade woolen gloves of up for silent auction. She
is considering a display for somewhere in the library.
Fundraising Heather requested that a procedure be re- identified for processing memorials,
memberships, and donations. Brendyn outlined the new procedure for processing this. He will
do all receipting, document who donated how much for what, note the address, and send this to

Nedra for memorials and Paul for membership processing and thank you letters to donors. Kathy
has agreed she will maintain the membership list for the Friends.
Adjournment: The meeting was adjourned at 6:46 PM, and the next meeting is December 8.

Why I Love the Library!
I love the library because of its many wonderful resources. It allows me
to check out free DVDs like learning Sign Language for my kids. It gibes my
children opportunities they might not otherwise have. I love all the
programs for children of all ages. It not only promotes literacy, but a place
for children to learn to socialize. I love the wide variety of books, DVDs and
all for free! I love that there's always a quiet place available and I love the
availability of computers and Internet access. I've tracked down jobs here
as well as typed up resumes and homework. I feel blessed that I live in a
community with such wonderful resources and that my children love to
come to the library that I loved when I was a child. Thank you Kenai
Community Library!

It opens doors to the greater world of places, people, ideas with the
wonderful selection of books, DVDs and CDs. The building is comfortable
