PRESENT: Bob Norene, Ruby Coyle, Loretta Knackstedt, Nick
Poppin Al Cruver and Jim Fisher
SUBJECT: ALASKA STATE HOUSING LAND USE STUDY
A letter from Mrs. Gene Torkilsen was read and made part of this
report.
The first poriton of the discussion was about the central business
district. The possibility of Urban Renewal for of part of the Ori-
ginal Townsite was considered.
MOtion by Mrs. Coyle that the Small Boat Harbor be moved up
River to a point in Section 9, T5N. R11W. S.M. South of the
area designated heavy industrial on the ASHA map. Seconded
by Cruver; Motion carried unanimously.
2. Fisher moved that. Blocks 3,4,5, 15, and 16 of the Original Town-
site be changed to show as Central Busines Commercial; Seconded
by Mr.s Knackstedt; Fisher amended the motion with the consent
of Mrs. Knackstedt to make the area to the South of the Kenai Spur
Road and on either side of Willow street Central Business Commer-
cial also. Motion carried with Fisher abstaining.
The discussion was next centered around the heavy industrial area.
3. Motion made by Mrs. Knackstedt that the industrial area be desig-
nated as all that land to the West of the Bridge Crossing route,
South of the industrial area as shown on the ASHA map and North of
Kalifonsky Road; Second by Poppin. Motion carried; Fisher opposed.
The next topic was Neighborhood Commercial. First considered was that
area near the Wildwood intersection.
4. Mrs. Knackstedt moved that the entire portion of the Ahlstrom Sub-
division South -West of the Kenai Spur Roa and South -East of the
Wildwood Road to the Beach line be shown as Neighborhood Commercial;
Seconded by Mrs. Coyle; Motion carried unanimously.
5.Note to ASHA that all existing uses within the City be shown on the
planning map.
6. Motion by Mrs. Knackstedt that the area to the West of Walker Lane
and between the Beaver Loop Road and Kenai Spur Highway and all that
area between Cook Inlet Industrial Airpark and the Kenai Spur Road
be designated light industrial; Seconded by Poppin; Motion carried
unanimously.

7. Motion by Mrs. Knackstedt that the Thompson Park4remain as it is
shown and that the Beaver Creek Alaska Subdivision from Tustamena
Street North, plus the two lots South -East of the Beaver Loop Kenai
Spur intersection, be designated light industrial.

Seconded by Mrs. Coyle; Motion passed with Fisher and Norene
opposed.
8 Fisher moved that the T m son Park, Wildwood Manor and Bush
Lane subdivisions.t e ed as medium denisity residential.
Norene Seconded; Motion carried unanimously;
9. Fisher moved that Block 17, Original Townsite be dedicated to
park use when the present use has expired. Seconded by Knackstedt:

10. Mrs. Coyle moved that the area shown on the ASHA plan as civic
centerwith the exception of Gusty Subdivision, be extended North
to the CAP lot; Seconded by Cruver; Motion carried.
MOtion by Mrs. Knackstedt that the Gusty Subdivision be designated
as Central Business Commercial; Seconded by Cruver; Motion passed
unanimously.
Note that the water reservoir be designated as community facilities.
13. Fisher moved that all the land within the South Airport Clear
Zone not presently being used otherwise, be designated as park land.
Mrs. Coyle seconded; Motion carried unanimously.
1 14. Fisher moved that all islands within the boundaries of the Kenai
River be designated as park land; seconded by Mrs. Coyle;
MOtion carried unanimously.
15. Note to ASHA that the road connection from Beaver Loop to Kenai Spur
be shown.
16. Commented by Jaynes, that FAA restrictions would probably conclude a
by -pass road through the South clear zone.

At the public hearing 3/11/70 on the ASHA Plan for the Bora,
Mrs. McCabe said ASHA would.apiire,o4te suggestions in writing. For
this reason, I am submitting a ,superati,pf my remarks at the hear-

2. The areas shown 'fora Ci ty He11 complex, i.0. south of tne
old run -way, or on Block 17, Original Townsite, are not suitable for
such a facility. The area south of the old runway is being subdivided
and leased for commercial purposes it is the windiest, dustiest site
in town, and would pose traffic problems if City Hall were located there.

is not large enough for City Hall services, parking lot, etc.
A site at the junction of Kenai Spur and the westerly end
of Beaver Loop Road, on the north side of the Spur was chosen at an
election 3/18/69 as being the site for a Civic Center. When the new
Bridge is constructed across tne Kenai River, the cross road of traffic
will be at this junction. If City Hall is built on a 20 or 30 acre site,
off the Highway several hundred feet, there's no ,limit to the room for
future growth, parking, landscaping, etc.

3. A road Would be shown linking Beaver Loop Road to the
Kenai Spur in that vicinity of the junction with Beaver Loop and
the access road to the new Bridge, proceeding North from there.
This would take the connecting road north through Sections 4 and 33,
West of the High school complex. this would allow trucks to avoid
the City business district if their destination is North Kenai. Even
if the trucks are coming into Kenai, alternate routes lessen traffic
hazards.
It aright be even better to have this connecting road east of the
School complex. That would be something the Planning Commissio s roust
determine.
I nave not had an opportunity to study the written report on
the ASHA plan. It would appear, from the Plat, the Plan has had a
great deal of research and thought. The City of Kenai has benefitted
greatly from the planning and zoning initiated by ASHA. I hope t+'e
Kenai borough fares likewise.
