ABSENT: None ITEM 1: Public Hearing on Kemph Subdivision vacation and re- plat; Mr. Kemph is requestion the vacation of 20 foot easement and Right -of -Way on the West side of Lot 56 and the vaca- tion of 3 foot easement on the North of Lot 56 and replat as Kemph Subdivision. No one opposed the vacation; Motion made by Mrs. Coyle to permit the request sub- ject to recordation of the plat; Seconded by Cruver; Motion carried unanimously. ITEM 2: Keith Subdivision vacation and replat. Mr. Keith and. Mr: Sichmidt are requesting the vacation of 20 foot easement and Right -of -way on the West side of Lot 57 and replat as Keith Subdivision. No one opposed the vacation; Motion made by Fisher to permit the request subject to recordation of the plat; Seconded by Knackstedt. Motion carried unanimously. ITEM 3: Ethen S. Cunningham Subdivision; Motion made by Fisher that the Cunningham Subdivision be approved subject to the following conditions: 1. That all party's affected by the subdivision shall sign the plan 2. That the plat show tract'8!:enlarged to include the Torkilsen Addition and original Tract 2 be enlarged to include the Knackstedt Addition. 3. That the subdivision show a 100 foot Right -of -Way along the existing Beaver Loop Road. 4. That the Coyle Tract be given a plot number. Motion carried Knackstedt abstaining. ITEM 4. Public Hearing ASHA Land Use Plan; After Mr. Norene made some preliminary remarks, Mr. Sam Best of the Borough Planning staff explained the planning map for the benefit of those not present at previous meet- ings. Then meeting was then open to the public. Mr. John Kuntz asked about the limits of the Neighborhood Commercial area in the Thompson Park area. He mentioned that there was an area not shown >on, the'ASHA map that was zoned Neighborhood Commercial. Mrs. Coyle mentioned that the Planning Commission recom- mended that the Beaver Loop Alaska Subdivision be replated to show a limited access frontage road to give access to MINUTES PLANNIN G ZONING MEETING MARCH 25, 1970 Page two the commercial zone to be designated in that area. Mr. Kuntz asked if any consideration had been given to the water- fowl resource on the Kenai River flats within the proposed Industrial area? Mr. Norene stated that he did not feel that this had been dis- cussed. Several comments from the public and the commissioners, con- cerning the desirability of the waterfowl as opposed to the indus- trial area. Mr. McDowell asked if the off shore tidal and shallow water area neat the mouth of the Kenai River had been considered as potential industrial land; Mr. Foute stated that he felt that the area on the South "side of the river should make good industrial sites; Mr. Sam Best proposed that a compromise might be made where a part of the river flats be used for industrial and the rest left for water- fowl. Mr. Bookey asked about a proposed Urban Renewal area; This question sparked many comments about Urban Renewal, some for and several vio- lently opposed. The Chairman, Bob Norene stated that he felt that the question of Urban Renewal should not have come up at this meeting. Those speaking on the subject were: Mrs. Barron Butler, Stan Thompson, John Hulien and Jim Bookey. Mr. Thompson stated that he felt the Community College should be in Kenai. Mr. Hornaday stated that he hoped the Planning Commission would take no action that would harm the residential area or the Forest Drive area. He also asked fora 25 MPH spped limit through the city to promote safety and give the walking public a chance to survive. In addition this would let the drivers enjoy the scenic attraction of our town. It was pointed out by the Commission that Urban Renewal was not a part of this meeting and is not one of the recommendations of the Plan- ning Commission at this time. Stan Thompson commented, that the ASHA plan was not a plan but an ex- isting use map. Mr. Thompson also pointed out that Kenai did not get much for our dollar. Comments from the public, that several items were not considered by ASHA and should be considered by the Commission. Included were; pipeline routes through the city, planning for area wide 50 Yeats or more, planning for airport facilities large jet port to serve Kenai, Soldotna, Homer, Kodiak, Anchorage, etc. Includeing the Andy Simons Wilderness Areq on the pain. There was general discussion of the road systems within the city and it was pointed out that air navigation facilities to the South of the Kenai Airport would prohibit the by -pass road near the present CAP hangar. Mr. Oberts talked about alternate truck routes around the city and the possibility of a connecting road from the Robinson Loop area to connect with Strawberry Road. At this point the public hearing was closed; A comment by the Secre- tary that the actions of the Study Session on March 22, had been num- bered to make this commission meeting easier. Correction:,of notes from study session; Meeting was held on March 23 rather than the 22nd. The following actions ratify some of the actions of the March 23, 1970 study session: The numbering system remains the same, and the notes from the study session are hereby included as a part of these minutes: 1. Motion Number 1; Made by Coyle; seconded by Cruver; Motion carried unanimously. 2. Motion Number 2; Made by Fisher; seconded by Knackstedt; Motion carried Fisher abstaining. 3. Motion Number 3; After some discussion, a new motion was made by Fisher; that the industrial area be as shown in the 1965 edition of the City of Kenai Comprehensive Development Plan; Motion seconded by Beauchamp; With consent of second, the motion was amended to read: "All the land shown on the ASHA Planning Map and that land to the South as far as a line described as the South 16th line in Sec tion's 8 and 9, between the Kenai River and the Proposed River Crossing Road. The amendment also included the following described land on the South side of the Kenai River from the center line of Sections 7 and 8, South to the South 16th line of Sections 17 18. Motion carried with Fisher and Norene voting No; 4. Motion Number 4; Made by Knackstedt; seconded by Coyle; Motion carried unanimously. 5. Delete Number 5: 6. Motion Number 6; Made by Knacksted; seconded by Poppin; Motion carried unanimously. 7. Motion Number 7; Made by Knackstedt; seconded by Coyle; Carried with Fisher and Norene voting no: 8. Motion Number 8; Made by Fisher; seconded by Norene; Note to add the words "Residential area" after the words "Bush Lane Subdivision" Motion carried unanimously. 9. Motion Number 9; Made by Fisher; seconded by Knackstedt; Motion carried unanimously. 10. Motion Number 10; Made by Coyle; seconded by Cruver; Motion carried unanimously. 11. Item 12; Motion by Fisher that the Water Reservoir be shown and designated as community facilities; seconded by Beauchamp; Motion carried unanimously. Note to ASHA; that a Floatplane Basin, pipeline routes through town, sewage disposal plants and a plan for the future develop- ment of aviation in the area. 13. Motion Number 13; Made by Fisher; seconded by Coyle; With concent of Second; Fisher amended the motion to include all clear zones shown on the ASHA plan. Motion carried unanimously. 14. Motion Number 14; Made by Fisher; Seconded by Coyle; Motion carried unanimously. 15. Motion Number 15; Made by Poppin; seconded by Beauchamp; to include all the roads shown on the map that is included as part of these minutes. Motion carried unanimously. 16. No Change remains as in attached notes of meeting of March 23. Motion made by Knackstedt; seconded by Beauchamp; that the Beaver Loop Light Industrial area be extended Southwest to the Common Section line between Sections 3 and 4 and including all the land in Section 9 East of the proposed Bridge Route; Motion passed unanimously. Fisher made a motion that a site be chosen within 5 miles East from the intersection of the Kenai River Route and the Ralifonsky Road and be- tween the Kalifonsky Road and the Kenai River fora Community College Site. Seconded by Poppin; Motion. carried unanimously. Motion by Fisher that a quarter section in Section 36, T6N, R11W, S.M. South -west of the Kenai Spur Road be chosen as a Cultural College Site. Seconded by Poppih Motion carried unanimously. Motion made by Fisher; seconded by Beauchamp; that the ASHA Plan show the Ansy Simons Wilderness area, the boundary of the canoe trails system and the Caribou Hills area. Motion carried unanimously. The next item was for a Variance from the building Set -Back restrictions in the Building Code. The request preeented;by -Mr. Poppins for Mr. Carl Thomas, was to allow Set -Backs of seven (7) feet and ten (10) feet rather than the Fifteen (15) feet and twenty (20) feet set by the Building Code for corner lots. Because of the shape of the lot it was noted that the intent of the Ordinance would be met with the shorter set backs. Motion by Ruby Coyle; seconded by Beauchamp to allow the variance; Motion carried unanimously. One motion says Thompson Park shall remain as shown on the map; a motion following says Thompson Park shall be re-zoned to medium density residential. Which notion has preference? 3. I don't think Planning Commission should sit still and let FAA dictate that there shall be no by -pass road through.: the South portion of the Airport Approach Zone. This is about Use only route we have for a by -pass road without building expensive bridges over the gullies, or going much farther North beyond the run -way. The highway now in use should be for through traffic, and some access should be provided for those living in the Birch Drive area and west of there. Page two 4. The evident intent to place "City Hall at the south end of the old run -way is short- sighted and not practical. Our offices at present ate in the Terminal Building, and when the planes are in, all conversation ceases whether on the telephone or talking to people present. The noise and the dust is irritating and does not make for pleasant sur- roundings. In fact, there isn't a dirtier, dustier or more windy place in town than your site for City Hall. A site known as Site "B chosen by the people in an election on I8 March, 1969, located North of the Kenai Spur and across from Walker L5abdivision, is much more suitable for an adequate acreage for a City Administration complex. It is better to landscape, furnishes more room, has the best foundation soils, and will be at the center of traffic when the new bridge is built. Yet there is enough room to set the buildings completely off the highway so access roads will not be a traffic hazard. There is enough room for public safety buildings, jati, post office, and whatever else is necessary for a Civic Center at this site, while there is not adequate and suitable space in the "(list bowl" south of the runway. Furthermore, Site "A" is located in the transitional approach zone, and if FAA is so particular about automobiles even crossing this, what will happen if a City Hall codex is located there with all the motors, machines, radios, heating plants, etc. necessary to such a fac- ility? Mr. Jaynes says these would lnterfer with whatever electronic equipment FAA might have in the area. 5. Lastly, and not too importantly, the Commission has referred fequently to a "Neighborhood Commercial Zone I cannot find this de- fined in the City or Boro ASHA plan so it's difficult to interprete what is meant by this. I'm sorry to point out so many things I consider i11- advised. The balance of the Commission's zoning concerning Ahlstrom S /D, Thomp- son Park, etc. seems logical. I don't think the Beaver Creek Alaska 5/O should be Commercial when you have the entire NW' of Section 35, T6IV, R11W, S.M. zoned for Commercial, Zoning Beaver Creek Alaska S/D in this manner certainly encourages strip zoning, and would make for another "Spenard" junk -yard Lane.
