KENAI LIBRARY ITEM 1: ROLL CALL Present: Ruby Coyle, Loretta Knackstedt, Bob Norene, Al Cruver, and Jim Fisher; Also present Jack Wiliford Absent: Nick Poppin and Marcus Beauchamp Mrs. Coyle Acting Chairman Items 3a, 3b, 3c and 3d added to the agenda ITEM 2: APPROVAL OF MINUTES OF REGULAR MEETING OF MARCH 25, 1970 Minutes approved as presented ITEM 3: OLD BUSINESS a. Fisher presented a resolution regardipq "Clean -up. After discussion and amendment, Fisher moved that the resolution be sent to all Legislators, to the Borough, to the City of Soldotna and to the Governor. Seconded by Norene; Motion carried unanimusly. Discussion continued; Norene asked if the City could pick up several dead dogs noticed in the ditches along the high- way. Secretary will refer this to City Manager for action. Mrs. Coyle requested that Chief Heffner be at the next regu- lar meeting to explain the City's ordinances on garbage and littering of the highways and streets and what .he eity' is doing to enforce the ordinances. Mrs. Coyle asked if the city was budgeting for a full time Secretary for the Planning Commission as it is very important that their function be handled as efficiently as the Councils;. Secretary reported that this budget had been gimen-to Mr. Norene for consideration. Mr. Norene advised he had not had a chance to review the budget material. A special meeting will be held in Mr. Norene's office Tuesday April 28 at 5100+ Pi-M, to' discuss the budget. b. The location of the National Guard Armory was discussed and letters from the City Manager read. Motion by Knackstedt to leave the armory site status quo and request the City Manager see that the building schedule is kept. Norene seconded; Motion carried by roll call vote; voting yes; Knackstedt, Norene Cruver :Coyle. Voting no; Fisher. Motion by Norene to table for further study; After much dis- cussion, Norene withdrew the Motion to table. MINUTES APRIL 22, 1970 PAGE TWO Motion made by Fisher and seconded by Norene to make the extract from the Study Session and the Minutes of the regular meeting of March 25, 1970, the official recommendations of the Planning Com- mission. Motion carried unanimously; d. Secretary requested to put a notice in the newspaper and on the radio regarding the formation of a Recreation, Advisory Planning Board. This board would plan parks, sports and other recreation facilities. This will be an agenda item for the next regular meeting. ITEM 4: NEW BUSINESS a. Martini Subdivision preliminary Plat was presented. Norene moved that the preliminary plat be approved as presented; Seconded by Fisher. Carried unanimously. b. Mrs. Coyle advised that the City owned property and property owned by the Coyles wasbeing used as a dump for old car bodies and other debris. Also equipment has been parked for storage or abandoned on this site. This is the property bwned_by the city that is the proposed small boat harbor. This will be referred to the City Council for ac- tion. Mr. Fisher suggested this be reported to the Corp of Engineers for investigation since it could possibly be polluting the river. After much discussion, it was deci- ded to let the Council take action on the matter. The Commission would like to review the city's fire emergency plan. Chief Wisecarver will be asked to attend the next regular meeting and explain this plan. Be it resolved by CITY OF KENAI PLANNING COMMISSION That our members and supporters work with Federal,-State:, and local agencies and service organizations to initiate litter prevention and clean -up programs for Alaska's highways and' public places. 2) That systematic litter prevention and clean -up programs be funded, initiated and coordinated by municipal, State, and.Federal agencies as a realistic approach for remedying and preventing.Alaska',a desecration. 3) That litter and refuse prevention and clean -up programs be planned and staffed so as to provide the u tmost suamer, or other part tiaN, •mglayeent for Alaska's high school age citizens. 4) That funding for governmental clean -up programs be obtained as much as possible from the sources most nearly responsible for such fouling of Alaska, and the Legislature be urged to appro- priate *250,000 for a State pilot program. Legislation assigning responsibility to a state agency Department of Highways as one example in an agency which might hate the most experience with the problem, b. The program could be established so boroughs and cities could participate on a matching basis such as:state slid 90$ te3a c.; Definite provision should be made for preference in ersploy ment to the high school age young person (without discrimination as to sex) since this is one group of citizens that has a difficult time aequttdgemployment. That Blocks 3,4,5,15, and 16 of the Original Townsite lad the area to the South of the Kenai Spur Road and on either side of Willow Street be changed to Central Commercial 3. That all the land on ASHA Planning Map ahowhg:as industrial area and that land to the South as far as line described as the South 16th line in Sections 8 and 9, between the Kenai River and the proposed River Crossing and the land on the South side of the Kenai River from the Center line of Sections 7 and 8, South to the South 16th line of Sections 17 and 18, all be shown as Industrial area. 4. That the entire portion of the Ahlstrom Subdivision, South -west of the Kenai Spur Road and South -East of the Wildwood Road to the Beach line be shown as Neighborhood Commercial. 5. That the Road and Air Park area to the West of Walker Lane and between the Beaver Loop Kenai Spur Highway and all area between Cook Inlet Industrial and the Kenai Spur Road be designated light industrial. 6. That the Thompson Park,Neighborhood Commercial remain as it is shown and that the Beaver Creek Alaska Subdivision from Tustamena Street North, plus the two lots South -East of the Beaver Loop Kenai Spur intersection, be designated light industrial. 7. That the Thompson Park, Wildwood Residential areas, be designated Manor and Bush Lane subdivisions, as medium denisity.re+idential. be dedicated to park use when the 8. That all islands within the boundaries of the Kenai River be desig- nated as park land. 14. That all roads shown on the map that is part of the official minutes of meeting be shown as road connections. 15. That FAA restrictions would probably conclude a by -pass road through the South Clear Zone. Note to ASHA that the water reservoir be designated as bommunity facilities and that all existing uses within the City beshown on the planning map
