ITEM 6: SECRETARY'S REPORT ITEM 7: ADJOURN MINUTES Kenai Advisory Planning Zoning Commission Regular Meeting June 10, 1970 ITEM 1: ROLL CALL Present; Nick Poppin, Jack Wiliford, Bob Norene and Loretta Knackstedt. Absent; Al Cruver, James Fisher and Ruby Coyle. Also Present; Howard Keiser and Bob Mills ITEM 2: Minutes of Regular Meeting of May 20, 1970 were approved as submitted. NOTES on report of Howard Keiser, on environmental pollution; Mr. Keiser advised he was here to help rather than to critize. Cannieries many years in existence have not come up with a solu- tion to their problem of disposing of waste. Fish waste is not really defined as pollution. The real health hazards are in human waste as in the Kodiak Harbor. The beaches used by the public in Kodiak are only a few feet from where sewage enters the water. At the present time the City does not have a health officer, but could possibly enforce the Ordinances of the City of Kenai. The Kenai Peninsula Borough depends on the State to enforce the laws regarding any health hazard matter. The City could put up signs on the beaches where there is a defi- nite health hazard. Mr. Keiser feels he has had excellent cooperation with past and present City Manager's of Kenai in Kenai's problems. Mr. Bob Wells of the Economic Development District discussed small boat harbors. He advised that there are funds available for small boat harbors if it can be economically justified. There should be matching funds available from the primary source such as municipal governments. Priorities are established on the basis of availabili- ty and desirability. It is possible that the people who would use the small boat harbor would put up some of the matching funds. The Kenai feasibility study, according to Mr. Wells, is the EDD's responsibility and at this time it is not very active. He suggested that the Planning Commission and EDD could serve the same purpose either approach people or local EDD Committee. The Committee should approach the Mayors and City Manager's of Kenai and Soldotna and not let the Corps of Engineers rest. Mr. Wells advised that EDA Grant money is in 60o range where the jobs created are justified. Mr. Norene suggested that meetings be set up with related industries which might use the facility. Clerk to extend invitations to the following for the purpose of set- ting up a meeting to discuss the small boat harbor. MINUTES CONT'D. June 10, 1970 Page two Planning Commissions of Kenai and Soldotna, Mayors, Managers, Bob Wells of EDD, Kenai Packers and Columbia Wards Fisheries, C.J. Sporting Goods, Northern Commercial, Peninsula Boat Sales, Derks, Peninsula Hardware, All lumber companies, R -Lee Seafoods, Waldo Coyle, Leo Oberts, Clem Tillion and Bob Palmer. Also do publicr'y for commercial fishermen and related oil interests such as oil and gas supplies who mi4ht be interested in a small boat harbor. Also set the date of the meeting as soon as possible and ask Mr. Wells to moderate the hearing. Mr. Quandt and Mr. Call were present regarding problems in Bush Lane subdivision. Clerk requested to write a letter to Public Works Department of the City of Kenai advising that Lots 12 through 24 and 27 through 30, Block 1, (noting that Lot 30 has no access) be considered as fronting on an alley way of Bush Lanes Subdivision and be subject to minimum front yard set-back as required by City of Kenai Zoning Ordinance. This will exclude Lots 25 and 26, Block 1, which fronts on either Illiamna or McGahan streets. Note- the Post Office Department designated the street as Illiamna Street and the street sign designates it as McGahan Street. ITEM 4: NEW BUSINESS a. Received Plat of Terra -B Subdivision; The plat was approved ;provided the recommendations of George Jaynes are complied too. These are: 1. Baker Street needs only a 30 right -of -way. 2. Kalgin Avenue needs 50' right -of -way, but should be renamed Lawton Drive as it is an extension of that street. 3. The 30' right -of -way is not sufficient to serve Odetta Sub- division. Suggest Salmon Street have at lease a 50' right -of -way. 4. Subdivider should contact the City for a permit to build roads. The roads must be inspected during construction in order to meet with the city standards. 5. Adjacent ownership must be .shown on the plat. Motion made by Poppin and seconded by Wiliford to approve the plat with the above conditions; Motion carried unanimously. b. Received Plat of Illiamna Subdivision. Motion by Poppin and seconded by Wiliford to approve the plat subject to the recommendations by Mr. Jaynes which are: 1. Make provisions for drainage of Cul- de- sacs. 2. Subdivider should get a permit from the City of Kenai for road construction. The roads must be inspected during construction. Minutes Cont'd. June 10, 1970 Page three 3. Residential access streets as shown on the plat Should be changed to 60' in width instead of 50'. Motion carried unanimously by those present. Meeting adjourned 10:45 P. M.
