MINUTES KENAI ADVISORY PLANNING ZONING COMMISSION REGULAR MEETING JULY 22, 1970 BOB NORENE CHAIRMAN ROLL CALL: PRESENT Ruby Coyle, Loretta Knackstedt, Nick Poppins, Al Cruver, James Fisher, and Bob Norene ALSO PRESENT J. W. Thompson and George Jaynes ABSENT: Jack W;dil iford MINUTES: Minutes of Regular meeting of June 10, 1970 were approved as corrected. OLD BUSINESS: Letter concerning Lester Ness from the Kenai Peninsula Borough was read and discussed. NEW BUSINESS: (b) Discussion ensued on what authority the City Planning and Zoning Commission has and will ?gave under the proposed Kenai Peninsula Zoning Ordinance. Ruby Coyle made a motion that Hordaday draft a Letter to the Attorney General as to the possibility of. the City _resuming authority of City Planning and Zoning. Seconded by Loretta Knackstedt. Passed Unanimously. Fisher asked "Where are the maps the Borough promised us No answer. J. W. Thompson was heard on Thompson Park S /D, Add. 2. He was advised the S/D was already approved, but the City may not accept the roads for maintenance as they are not up to specifications. This is not a P Z matter but administrative. The Borough comments were read on the Scaif S/D Discussion ensued on the Resurvey of BLM Lots 38 39. Knackstedt moved to accept the plat subject to approval of both parties, both lots have ingree and egress and to further define the v ei.ni..ty map a submitted on plat. Seconded by Ruby Coyle. Passed unanimously. (d) Red Jaynes was heard on Street Naming and Numbering. He brought maps showing the lay out of the City. Discussion ensued on the divisioning of the City for naming acid numbering. Fisher made a motion to use the Section line between. Section 32 and 33 extending North and South as a guide line for. the East 'Test Sections and the Kenai. River as a guide line for the South Section. Knackstedt seconded. Passed Unanimously. Minutes Kenai Advisory Planning Zoning Commission July 22, 1970 continued Fisher made a motion to try to use a co-ordinated system numerically North and South starting with 1st St. and alphabetically East and West starting with a name starting with A. The names to be agreed upon by the neighborhood concerned. Roads are to be 660 apart. There will be no name changes between East and West Airport boundaries. Poppins seconded. Motion passed with Knackstedt dissenting. Fisher made a motion that if a street 3s discontinuous for mi. or from a natural barrier, such as a river, swamp etc. it is not necessary that it keep the same name. Poppins seconded. Motion passed unanimously. Meeting Adjourned at 10:30 P.M.
