REGULAR FETING SEPTEMBER 9, 1970

ROLL CALL: PRESENT: Bob Norene, Loretta Knackstedt, James Fisher, and Nick Poppin.
ALSO PRESENT Sam Best, Red Jaynes, Edward Ambarian, Leon Quesnel,
Carl Glick, Darby Howell, and Scott Hammon.
ABSENT: Jack Wiliford, Al Cruver
MINUTES: The minutes of August 26, 1970 were approved as -read.
OLD BUSINESS:
(a) There were four people on hand for the public hearing on street
naming. Sam Best from the Peninsula Borough Planning Zoning
Commision was here to aid in the discussion. Many; questions arose
from the floor. There were no objection to the plan,oniy questions
on the procedures. It was agreed that we should have the engineer
make maps to place in public places, showing the drives, avenues,
lanes, streets, etc., where they start, with what letter, number etc.
A discussion followed on what divisions of the city would actually
be best in aiding of naming and numbering of streets. Fisher made
a motion to rescend Item (d) under New Business from the minutes
of July 22, 1970, using the section line between Section 32 33 extending
North and South as a guide line for the East -West Sections and the
Kenai River as a guideline for the South section. Coyle seconded
Passed Unanimously.
Coyle moved to have the section line between Section 28 29 and
32 33, T6N, R11W and Sections !t 5 and 8 9, T5N, R11W as the division
between East West. The section corner located at the intersection
of Walker Lane and the proposed First Ave has bee n selected as the
initial point. Fisher seconded Passed Unanimously.
Fisher made a motion, that starting with the West Airport boundary
and going West or the NW Quadrant, all drives running North and
South should have names of treets starting with the Letter "A° etc.
The avenues running East and West to be numbered 1st, 2nd, 3rd, etc.
And in the NE Quadrant all drives running North and South should
have Alaskan historical names starting with the letter "A" etc.
That the avenues running East and West be numbered lst, 2nd 3rd, etc.
The avenues running East and West in the SE Quadrant be designated
as A.ave, B.ave, etc. Some drives and avenues should retain names
that are of historical value, changing only the suffixes as necessary.
Coyle Seconded Passed unanimously.
Fisher made a motion that the regular constituting S /D's remain
named substantially as such, except where the names are duplicated,
changing the suffixes as needed, reserving the right to change as
necessary to fit the overall plan. Coyle seconded Passed
Unanimously.

;Old Business continued.
It was agreed upon that members of the commission bring in a list
of names for streets, in different catagories Fisher,having birds;
Coyle, animals; Norene, Alaskan names; Knackstedt, flowers; Poppin,
trees. It was also suggested maybe having a contest in the schools
for the selection of names. This to be discussed later.
(b) It was agreed upon to forestall until the next meeting, the City's
P Z's comments and recommendations of Ord. 70 -1 so each member
could have more time to review it. Sam Best gave a brief discussion
on how the Ord 70 -1 ties in the the Master plan.
ITEM 4: NEW BUSINESS
(a) Deferred until the meeting of September 23, 1970
(b) Chairman Norene advised Scott Hammon that his request as described
to the Commission conforms with Section 14 -15 of the Kenai Code 1963.
(c) Red Jaynes was heard on park improvement. We are due to get $8,000
$9 from the state on the park that is near completion. He asked
do we want to use that money, with matching money from the state,
for more parks? It was suggested we use it for a regulation hockey
rink, for competitive hockey, warm up shacks, bleachers, etc., also
a smaller rink for younger children. Also discussed was a place
to launch small boats. He wants the commission to come up with
ideas as he is going to apply for the matching fu nds.
