KENAI LIBRARY BOB NORENE CHAIRMAN ROLL CALL: PRESENT: Bob Norene, Ruby Coyle, James Fisher, Nick Poppin and Loretta Knackstedt. ALSO PRESENT: Red Jaynes, Hugh Malone, and Virginia Gibbs ABSENT: Al Cruver and Jack Wiliford. MINUTES: The Minutes of November 11, 1970 were approved as read. OLD BUSINESS: (a) Deferred until the Study Session, Monday, December 14, 1970 at 7:00 P.M. in Bob Norene's Office. (b) Red Jaynes asked for the Commission's opinion on the Projects Priority List. After much discussion, Fisher moved that on the improvements to gravel streets 1 priority should be the 1st Ave. extension from Birch to Willow St. #2 priority, 4th Ave. between Cottonwood and Forest Drive. 3, Willow street, widen and improve, and add sidewalks. #4 Lawton Drive and pipeline route, and all others on the list priority #5. Knackstedt seconded. The motion passed unanimously. On the paving priority list, Fisher moved and Coyle seconded to have priority #1 Willow St., #2 Airport Parking Lot Road, and #3 Airport Parking Lot. After some discussion Fisher amended his motion, with consent of second, to read: #1 priority Airport Parking Lot Road. #2 Airport Parking Lot, and #3 Willow St. The motion passed unanimously. On general improvement priorities it was the consensus of the Commission to add the sidewalks, Terminal Building, to the paving priority of the Airport Parking Lot Road, priority #1, and to add as #1 priority to General improvements, the painting of the Library Building. On Airport Improvement priorities, Knackstedt moved and Poppin seconded to have #1 priority the Ski Taxiway, and #2 Taxiway Improvements and Ramp Improvements. Knackstedt recalled the motion with consent of second. Knackstedt moved and Coyle seconded to have #1 priority the Small Aircraft Apron Taxiway and #2 Taxiway improvements, and #3 Ramp Improvements and #4 Ski Taxiway. The motion passed unanimously. MINUTES KENAI ADVISORY PLANNING ZONING COMh11 DECEMBER 9, 1970 Page two Old Business continued. (c) Deferred to the next Planning and Zoning Meeting. NEW BUSINESS: (a) After much discussion on the plat on Kenai Industrial Park S /D, Fisher moved and Knackstedt seconded that (1) the provision that a 60 ft. building setback line does not conform with the Zoning Ordinance. The City does not require this much. (2) Would approve of the 33 ft. vacation along section line.. (3) Approve the exception of alleys and (4) approve that Union Oil sign a dedication certificate on final plat to cover the dedication of Beluga Street. Voting Yes; Knackstedt, Fisher, and Poppin. Voting no; Norene. Ruby Coyle abstained. (b) Fisher moved and Poppin seconded to accept the plat on Simpson S/D with these provisions. (1) Maintenance will not be accepted until standard roads are constructed. (2) Lots 1 thru 4 and lots 5 7 or 6 8 can only be constructed on until utilities are avai labile. The motion passed with Fisher abstaining. (c) Fisher moved to approve the plat on Swires S /D. Poppin.. seconded. The motion passed unanimously. MEETING ADJOURNED 11:15. Page two National Bank of Alaska Kenai Branch Kenai, Alaska Attention: Jim O'Connell ZJN/gc December 17, X970 Re: Title Order K -4007 Dr. Chas.Bailie loan Dear Mr. O'Connell: Regarding your inquiry as to the Zoning Regulations and what possible affect it may have on the proposed building loan to Dr. Chas. Bailie, I submit the following: Lot 4, Block 5 of the Original Townsite of Kenai,Alaska, is presently within an area that is zoned as Urban Residen- tial and uses permitted in said zone includes professional offices and therefore would be appropriate for the planned use by Dr. Bailie. Eventually, within the next month -or two, it is our intention and plan to enlarge our downtown Commercial zone which will include the subject property and of course, this would only enhance the position and potential cf, the business. Also, it is note: that there are no private covenants and restrictions of record affecting this property such as are normally found in developed subdivisions. Sincerely, Robert J.
