Commissioner comments included: Review fee structure and justify any increases. Obtain legal opinion on differential fee structure for local residents. Potential for increasing dock fee for July only with the remaining months kept the same. ITEM 7: REPORTS 7 -a. Director Frates reported an ordinance would be going forward appropriating $62,000 for the South Beach fencing project and the City had received the dock condition survey completed by Nelson and Associates. 7 -b. City Council Liaison Council Member Smalley reviewed the action agenda items of the October 7, 2009 Council meeting. ITEM 8: COMMISSIONER COMMENTS /QUESTIONS Morin inquired about an update on the KRSMA boundary issue. Frates reported the discussions were ongoing between the City and the State. The approximate area is shown on the attached map and is within the boundary of Alaska Tidelands Survey 272 (ATS 272). The patent from the State of Alaska for ATS 272 deeded these tidelands to the City. Ms. Maccabee is working with a surveyor to provide a survey of the land. KMC 11 20 040, Classification prior to lease required provides: Before accepting applications to lease tidelands, the area Involved shall have first been classified for leasing by the City Council with the approval of the Planning and Harbor Commissions, and their availability advertised in a newspaper of general circulation In the area once each week for two (2) successive weeks not less than thirty (30) days prior to the time set for the closing of the acceptance of applications, and that all applications are available for public inspection at the City Hall offices. (Ords. 532, 1802 -98) At this time, approval of the availability of leasing these tidelands is requested, not approval of any specific application. Applications will be provided to the commissions at a later date for a review. KMC 11.20.070(c) states, 'The City Council shall make the final determination of the selection of the applicant based upon the Commission's recommendation and approve or reject the choice of application made." The Harbor Commission and the Planning and Zoning Commission will need to make a recommendation whether the described tidelands are to be made available for lease. STRUCTURAL CIVIL ENVIRONMENTAL KENAI, ALASKA 99611 FAX (907) 283 -4514 On September 18 I visited the City of Kenai Dock to perform a condition survey of the dock structure. The dock was built in 1987 and consists of driven steel pipe pilings that support a precast concrete superstructure. The pilings were furnished and installed with a hot dipped galvanized coating intended to minimize corrosion due to exposure to the elements. The purpose of the survey was to determine if the steel pilings have been significantly weakened due to corrosion since the dock was constructed. The survey was performed by walking under the dock at low tide and making visual observations of the piles and, where possible to take measurements of rust thickness and /or depth of pits formed by corrosion. A The survey was performed as the tide was approaching a published low water elevation of 2.5 feet below Mean Lower Low Water Datum, scheduled for 11:30 AM. Our field investigation began at 9:45 AM and was completed at 11:30 AM. The piles were observed systematically, beginning at the shore end of the dock approach trestle. Each bent of piles was checked and notes were dictated to a technician on the dock who took notes of verbal descriptions of each pile. Representative pictures were taken of varying pile conditions. The investigation proceed outward from the shore end, along each bent, with the distal end of the dock pilings checked last. Representative pile on Trestle. Estimated 1/32" thick rust all around at mud line. Scraped with wire brush, went to bare metal, appeared to be galvanize coating. No pitting visible. 712: 7I -2 after cleaning with wood lath and washing. Pile 76. 7G: Same comment as 7I1 7H1: Trenched down 1 foot below mud line. Minor scale, rust color. Once rust removed, revealed galvanized coating intact. Wash and scraped good. Y Found very small pits, probe not fitting in pits. Probe is 1/8" diameter. Course texture below mud line. Gusset plate between 7D1 and 7D2 has been deformed and wrinkled. Top plate that concrete beam rest on is at an angle. Luminaire base at grid 7A Rust stain on concrete beam. At oA. Conclusions /Recommendations Pile Corrosion From my review of the piling, it appears that the apparent rust is very superficial. Rust was easily removed with a wood lath and light brushing with a wire brush revealed a shiny surface beneath the rust. The pitting was very either not present or was very minimal on most piles. Pitting on one pile was measured and found to be 0.026" deep relative to surrounding surfaces. Similarly, rust scale buildup was very minimal. At one location, what appeared to be a rust stained mud mixture was measured to protrude approximately 0.103" from surrounding surfaces. Telephone discussions with the structural engineer that designed the facility confirmed that the original design drawings included up to 1/8" (0.125 wall thickness corrosion allowance was included in the design of the piles. Design drawings indicate that required pile thickness for the main dock support piles was 3/8 while the actual-wall thickness of installed piles was'' It appears to me that the piles are in very good condition with regards to corrosion. In order to maintain the galvanized coating it is recommended that rusty areas be cleaned with wire brush and washed, then coated with a brush applied, epoxy based cold galvanizing paint system such as Sprayon Zinc Rich Cold Galvanizing Compound, which contains 92% Zinc solids in an epoxy resin. Dented Bent Piles. Piles 7E has been dented and 7D -2 has been dented and bent about 10 feet below the dock surface. It is recommended that these two piles be repaired by patching /splicing. Dock Accessories The condition of handrails, light pole bases and piping supports appears to be in good condition. Some of the threaded joints in the fuel piping system exhibited rust. It is recommended that the rusty areas be cleaned and coated with spray applied zinc -rich galvanized coating. Concrete Beams and planks The general appearance of concrete beams and planks appeared to be good. No spelling, excessive cracking or other signs of deterioration were noted. Miscellaneous Clip Angles Some rust staining was present on the underside of the concrete deck planks. The welded angle connections do not appear to have been galvanize coated.
