Airport Manager Bondurant reviewed the fouu included in the packet, noting the
checklist was based on lease items.
The following changes were made:
Remove "totally" from the first checklist.
Delete line five from the checklist.
Correct "on" to "non" in line 12.
Delete "ATVs; snow machines" from line 14.
MOTION:
Commissioner Mayer MOVED to recommend approval of the draft lease lot inspection
form with the recommended changes. Commissioner Porter SECONDED the motion.

7 -a. Commission Chair None
7 -b. Airport Manager Bondurant reported an update on the parking pay
station; she would be out of state September 25 through October 3; the Office of
Inspector General would be at the airport on September 24, 2009 to look at the
American Reinvestment and Recovery Act Project; and, a State of Alaska
representative had been at the airport related to the pavement study and a report
would be available in 30 days.
7 -c. City Council Liaison Council Member Moore reviewed the action
agenda items from the September 2, 2009 City Council meeting and added, the new
City Attorney was on board.

Bielefeld noted the hose reel was broken at the Float Plane Basin and he had received
a request by a tenant to store licensed vehicles and trailers on their lease lot.
Bondurant stated she would relay the request to City Hall.
Porter stated he would like to see more grounds maintenance at the Basin.
Mayer noted he had started the hangar project and hoped to be enclosed by October.

RE: Kenai Municipal Airport Proposed Float Plane Basin Facility Improvement Projects
Environmental Scoping
The City of Kenai, in cooperation with the Federal Aviation Administration (FAA), is proposing
to improve the Kenai Municipal Airport by the construction of a series of float plane basin
facility improvements. We are conducting scoping to support preparation of an environmental
document for the proposed project in accordance with the National Environmental Policy Act
(NEPA) guidelines and current FAA guidelines. Depending upon the comments we receive our
preliminary review indicates that a Supplemental Environmental Assessment will be prepared.
This is a request for agency scoping comments. We are requesting that comments be returned
not later than November 23, 2009.
The individual projects are described in the following discussion and Figure 1, in Attachment A,
illustrates the proposed improvements. The projects are located in Section 32 of Township 6
North, Range 11 West, Seward Meridian The airport reference point is Latitude 60° 34' 05.2"
North and Longitude 151° 15' 01.7" West. Figure 2, in Attachment A, identifies the Airport on
an USGS topographic map.
Continuing demand for use of the float plane facilities at the Kenai Municipal Airport is
generating the need for improvements to float plane movement on the airfield and the creation of
new lease lots supporting float plane storage and operators. The City of Kenai has determined
that improvements to the float plane basin facilities will be accomplished in phases. All of the
proposed projects are consistent with current FAA design standards and are identified on the

Airport Layout Plan (ALP), approved by the FAA on July 9, 2009, and shown on Figure 3 in
Attachment A.
PROPOSED ACTION AND ALTERNATIVES
The individual projects in the "Proposed Action" are identified below:

Construct paved Taxiways S, U and V from Runway 1L to serve Revetments 1 and 2 on
west side of float plane water taxiway (the revetments are numbered from south to north).
Realign Fourth Avenue into the Airport and construct service/maintenance roads adjacent
to Taxiways U and V.
Realign and construct perimeter /security fencing and gates.
Develop access taxilanes and roads into lease lots.
Project Three 2013
Extend water, sewer, electric, phone and natural gas utilities from Fifth Avenue along
Float Plane Road and alongside Taxiway V to serve Revetments 1 and 2.
Project Four 2014
Construct Float Plane Facility Building (40 feet by 24 feet to house restrooms, taxiway
lighting electrical controls and storage) and outside vehicular parking area.
Project Five 2015
Construct Taxiway T and develop lease lots on east side of float plane water taxiway.
Project Six 2016
Extend Taxiway V, service /maintenance road and utilities to serve Revetments 3 and 4.
Construct Revetments 3 and 4.
Due to the current airport configuration and location of water Runway 1W-19W the only
alternative to the proposed action is the "No Action" altemative.
SCHEDULE SUMMARY
All of the above projects are currently proposed to take place during the nom al May through
October construction periods. Pending necessary approvals and permits, all projects should be
completed over the multi year FAA Airport Improvement Program (2011- 2016).

ENVIRONMENTAL DOCUMENTATION
In 2006, the City of Kenai completed a NEPA Environmental Assessment for the 2006 -2008
Kenai Municipal Airport Improvement Program (FAA AIP Project 03 -02- 0142 3002). Among
the improvements included in that Environmental Assessment were several that pertained to
water Runway iW -19W and areas near the proposed float plane basin lease lots. This
Supplemental Environmental Assessment is intended to address the environmental effects of
additional float plane facility basin improvements utilizing the environmental documentation
previously completed together with additional research.
We have conducted preliminary research of Federal, State, Borough and City documents to
evaluate resources in the project area. We have also assembled a list of questions relative to the
different agencies /organizations with potential interest in these projects. The questions are
presented in Attachment B and the preliminary environmental findings are summarized in
Attachment C. To ensure that all factors are considered in the development of the environmental
assessment document, in addition to identifying any concerns or issues your agency might have
with the proposed projects, your comments are requested.

NOTICE OF AGENCY SCOPING MEETING
SUPPLEMENTAL ENVIRONMENTAL ASSESSMENT
The City is applying for Federal Aviation Administration (FAA) grant funds for development projects at
the Kenai Municipal Airport included on the Airport Layout Plan. A Supplemental Environmental
Assessment is being prepared for implementation of the proposed projects listed below. Wince
Corthell- Bryson and Aries Consultants Ltd. are preparing the Supplemental Environmental Assessment
for the City and the FAA.
An Agency Scoping Meeting has been scheduled on November 12, 2009 to provide the opportunity for
agencies to comment on issues and concerns to be addressed in the Supplemental Environmental
Assessment. The meeting will he held at the City Council Chambers, City, Hall, 210 Fidalgo Street,
Kenai, from 1 p.m. to 3 p.m. Representatives of the City of Kenai, the FAA and Consultants will
present an overview of the proposed projects and respond to comments. The individual projects are

square feet of office space available in the airport terminal building. The office space
has excellent access, is highly visible and is in a desirable location.

KMC 21.050.40 gives the City Manager authority to regulate the manner in which
the airport is operated with reference to safety, accommodation, users, and
service to the public.
Attached is my memo to the City Manager recommending the vehicle parking fee
be inereabed and the reasons why. The City Manager approves of this increase.
Does Commission recommend the City Manager increase the daily vehicle

Subject: Proposal to Increase Daily Vehicle Parking Fee
In efforts to reduce costs, increase revenues, and improve control over the
vehicle parking lots, the airport installed a LUKE Pay Station. The LUKE offers
more payment options, better revenue opportunities and reduced collection
costs. The airport also has access to reports that allows better management of
unattended parking lots.
1. Prior to the LUKE installation, the parking fee was posted as "$4 per
calendar day" Customers are very confused as to the definition of
calendar day, basically thinking it was 24 hours. This confusion has led to
unhappy customers receiving parking violations after leaving their vehicle
"over night"in the lot; thinking they had 24 hours.
2. The LUKE does not dive change. The airport is collecting dollars from
customers who do not have the correct currency.
I am proposing two simple solutions effective January 1, 2010; (1) configure the
date and time to 24 hours and (2) increase the daily parking fee to $5. The $1
increase would allow for a full calendar day and eliminate the overpayments.

It is once again time to prepare the airport's FY11 budget. I have attached the
final FY10 budget for your review.
Discussion is the initial stage of the budget process. We are not anticipating any
significant changes at this time. I welcome any comments and suggestions.

DEPARTMENT NARRATIVE
AIRPORT FUND TERMINAL
The Airport Manager manages the airport terminal under the direction of the City Manager with
assistance from the Administrative Assistant II whose duties include primary public contact in
the terminal, responsibility for the City's Disadvantaged Business Enterprise Program (DBE),
terminal janitorial contract and the terminal parking lot enforcement. One -half of this
Administrative Assistant II position is charged to Airport Administration and one -half to Airport
terminal to properly account for the duties and responsibilities.
The Kenai Airport Terminal is a two -story building, which was constructed in 1968, expanded in
1983, and renovated in 1989 and 2001. The terminal has three enplanement gates and one
deplanement gate to accommodate approximately 90,000 enplanements per year.
The ground floor of the terminal has ticket counter, office, and baggage handling space for four
commuter airlines. Currently, two airlines lease space from the Airport and provide
approximately 30 flights per day to and from Anchorage. Charter flights are provided by other
carriers, primarily Kenai Aviation, Penn Air and Frontier. Baggage check -in is handled at the
ticket counters and there is a separate baggage claim area with a continuous conveyor belt.
Additional lease spaces include Transportation Security Administration, four rental car agencies,
a restaurant, travel agency, real estate office and an industrial display area at the south end of
the terminal. The second floor is leased as a small but well- appointed bar /lounge.
The terminal automobile parking area provides 529 parking spaces and is divided into three
distinct areas by a looping one -way terminal access road, which provides passenger loading
and unloading areas in front of the terminal. The northern section is designated for long -term,
permit and employee parking. The southern section provides spaces for rental cars, additional
employee parking, and restaurant /lounge patrons.
An emergency generator building located to the south of the terminal building provides full
emergency power to both the terminal and the airfield lighting systems. The City's Police and
Fire Departments supply all the necessary emergency services for the terminal.
The City's General Fund is reimbursed from Airport funds for services provided by general fund
departments performing airport duties. In some instances the Airport funds are charged directly
for salary and benefits of personnel reporting to other departments but working on airport
related tasks. Airport tasks are ensured priority when necessary to meet FAA mandated
requirements for safety and security.
A contract security company is employed to provide supplemental patrol capability. Custodial
services are also provided by contract.

AIRPORT FUND AIRFIELD
The Kenai Municipal Airport is the primary commercial service airport on the Kenai Peninsula
and is owned and operated by the City of Kenai. It has a grooved 7,830 ft, x 150 -ft. CAT III
runway, a 4,500 -ft. x 150 -ft. floatplane facility, and a 2,000 -ft. x 60 -ft. gravel runway. A full
length parallel taxiway was completed in 2006 and major renovations to the runway were com-
pleted in 2007. Itinerant aircraft parking is provided at the southern end of the apron. The
apron north of the terminal is designated for helicopter and large aircraft operations.
A gravel runway is located in the north east corner of the airport and has access to the primary
taxiways and apron by a taxiway along its west side. A gravel tiedown area and vehicle parking
area parallels the gravel runway along the east side. The gravel tiedown area has 17 tiedowns
and parking areas are accessible by road through a secure gate at the north end of Willow
Street.
Secondary taxiways provide access to the general aviation area on the southeast corner of the
airport. The general aviation area offers aircraft parking and aviation related leases to individu-
als and fixed base operators. The airport owns and operates a long -term aircraft- parking apron
providing tiedown spaces for forty (40) aircraft; fifteen (15) of which were recently upgraded to
provide electrical plug -ins.
The Airport Manager's position is directed toward overall management of the airport. The Air-
port Operation's Supervisor's position is responsible for the day -to -day maintenance and opera-
tions of the airport. This includes daily inspections, planning and allocation of resources, over-
seeing contractors, addressing complaints, interfacing with airport tenants and users. The Op-
erations Supervisor participates in snow removal and maintenance activities as well as super-
vising and assisting other City crews working on airport maintenance. There is also a Grounds
and Field Maintenance position that is split evenly between the Airfield and Terminal accounts.

AIRPORT FUND— ADMINISTRATION
The Airport Manager works under the direction of the City Manager and is responsible for FAA
compliance, grant eligibility, airport development, general management and operation of the
Kenai Airport. The Airport Manager receives secretarial support, assistance with public contact,
terminal lease agreements, and FAA compliance from one Administrative Assistant II. The
Administrative Assistant has the responsibility for the City's Disadvantaged Business Enterprise
Program (DBE), terminal janitorial contract and the terminal parking lot enforcement. One -half
of this Administrative Assistant II position is charged to Airport Administration and one -half to
Airport terminal to properly account for the duties and responsibilities.
Support for legal, finance, engineering, planning, and public works is funded through transfers to
the City's Central Administration budget. The City Manager's Assistant supports the City
Manager's oversight of airport lands and an additional one -half of that position is charged
directly to the Airport Lands budget.
Airport capital improvement projects are primarily funded through airport entitlement monies and
AIP discretionary funds received from the Federal Aviation Administration. Funding for these
projects are not a part of the annual budget process and are accounted for separately in capital
projects funds.

AIRPORT FUND OTHER BUILDINGS AND AREAS
Airport Land is the real estate that lies within the boundary of the lands deeded to the City of
Kenai by the Federal Aviation Administration (FAA) in 1963. The acquisition gave the City title
to nearly 2,000 acres. Most of the land is located in the business district surrounding the airport.
The FAA requires that revenues from airport land sales be deposited in the Airport Land Trust
Fund. The principal of the fund cannot be spent; however, interest generated by investing the
principal is available to support the Kenai Municipal Airport.
The Administrative Assistant III position that is physically located at City Hall is responsible for
the administration of Airport Lands under the direction of the City Manager. One -half of this
position is charged to the Airport Land and Float Plane Basin budget. This reflects the duties of
the position as an Assistant to the City Manager as well as supporting the administration of
Airport Lands.
The City is currently in the process of evaluating and implementing the recommendations of the
Supplemental Planning Assessment. These changes will primarily affect the management of
airport property closest to the runways, taxiways and ramps.
The Float Plane Basin encompasses a 4,500 foot water way for landing and take -off operations
and a separate area for taxi and parking slips. Separate tie -down areas are available for private
and commercial users and a self fueling station is maintained by the airport on the Basin.
Transient parking and a camping area is provided. Current KMC code prohibits the collection
of landing fees for float planes; therefore, the only income from this area is from tie -down fees.
A major expansion of the landing channel was started in 2006 and competed in fall of 2007.
The basin is closed to all operations during winter months.

Airport Projects:

Vehicle Parking Pay Station: The new Pay Station to pay for
vehicle parking will be installed on September 11. It is located
under the canopy at the terminal entrance. The Airport is
finalizing software upgrades and training while waiting for
signage before it is fully installed and completed. Patrons will be
able to pay with VISA, MC, and Discover credit cards and debit
cards if they can be swiped without using a PIN. The machine
will take bills but no coin.

Taxiway F, G, H Lighting Grading, and Drainage Improvement: Electrical contractor
is awaiting 3 signs which should be here around September 15 Then closeout
process will begin.
Apron Rehabilitation: Alaska Road Builders is well under way with the widening and
rehab of the north portion of the apron. A paving meeting is scheduled for Thursday,
September 10.
Summer Projects: Booths Landscaping has completed the terminal landscaping
project. Tenants and the public have commented on the great job.
Other Information: The airport continues to be busy with the usual maintenance jobs
of mowing, crack sealing, and painting; while preparing for the winter season.
Out of Town: The Airport Manager will be attending the NWAAAE Conference in
Spokane, Washington from September 25 -30.

Taxiway F, G, H Lighting, Grading, Drainage Improvement: The signs have been
received and installed. The prefinal pay estimate has been submitted to City Hall,
waiting for notices of work completion, and then closeout documents will be prepared
within the next couple weeks.
Apron Rehabilitation: Alaska Road Builders has nearly completed the paving on the
ARRA project. The remaining light can installation and shoulder paving should be
completed next week and the contractor will shut down for the winter.
Vehicle Parking Pay Station: The new Luke Pay Station is up and operational. The
Airport has received many favorable comments "it's so fast and simple "great to use
a credit /debit card to "its great to get a receipt The pay station opened on October 7
and on Oct. 14 the pay station summary report showed $1976 collected with $1772 in
real -time card processing.
Terminal Space Available: Ribelin Real Estate has asked to terminate their lease for
space 21 in the terminal. The space consists of approximately 150 square feet. A
Letter of Interest advertising the availability of this space will be published in the Clarion.
This has been an attractive office in the terminal and the vacancy already has drawn
interest.
Hangar Projects: Both the Kenai Hangar and Arctic Barnabas hangar projects are
going well. Both tenants are on schedule to be weather tight in November.

4 Why Does FAA Need AGIS?
In 2003, FAA chartered the Airport Obstructions
Standards Committee (AOSC) to work along and
across all FAA lines of business to transform outdated,
inconsistent obstruction standards and practices. Two
years later, the AOSC approved AGIS as the agency's
standard for the collection of survey data.
In March 2006, FAA issued the initial versions of
three Advisory Circulars (ACs) developed to support
AGIS. These ACs fundamentally changed the existing
standards for airport data collection and rnanagement.
As of Sept. 30, 2007, FAA no longer accepts survey
data collected under FAA Order 405 standards. ACs
150/5300 -1.6A, -17B, and. -18B are mandatory for all
corresponding survey projects receiving funds under
approved FAA AIP grants and scopes of work.

FAA sot a goal (the Flight Plan Target) to define and
publish airport data collection standards to support
instrument flight procedure development and construct
and develop a federal GIS airports database. Today,
having completed the initial Plight Plan Target, FAA's
next step primarily is targeted at the implementation of
an electronic Airport Layout Plan (eALP) based on that
database. eALP will satisfy the second Flight Plan Target:
to develop capabilities within the AGIS application to
generate prototype eALPs by Sept. 15, 2009,
What Is eALP, And Why
Is FAA Developing It?
In the past, paper copies of Airport Layout Plans (ALPs)
and Obstruction Charts (OCs) typically were housed in
multiple locations rit_h the "latest approved version(s)
often varying in detail from one location to another.
eALP will provide the user an interactive Web -based
system for the production of electronically generated
airport layout diagrams addressing the needs of
airports, states, regional planning agencies and FAA
lines of business collectively rather than individually.
eALP and OC drawings will be more cost- effective
than the current paper ALPs and will help to
standardize the process of performing airport and
aeronautical surveys.
4 What Is AGIS Going r rorn Hcrc?
WFAA is developing a comprehensive Web -based
Graining system for AGIS ACs. The training system will
allow FAA program managers, airport personnel and
survey contractors to complete AC training online using
free Web support software plug -ins. Focused training
modules will provide users with the maximum amount of
job targeted knowledge within a minimum amount of time.
Users will be able to query the system on specific subjects
and view all of the associated audio, video and text related to
that topic. FAA expects to deploy the system by Jan, 1,
2010.
