1. Change the burden of proof concept in habitat
decision making
2. Make decisions based on watershed boundaries or
bio- regions rather than on political boundaries
3. Educate staff on habitat related issues
4. Learn and adapt by evaluation of past practice
5. Take into account the long tenn time frames of
salmon production.

Review city actions for environmental impacts
Monitor track and report to the council when external
activities may impact the city
