Change the burden of proof concept in habitat decision making 2. Make decisions based on watershed boundaries or bio- regions rather than on political boundaries 3. Educate staff on habitat related issues 4. Learn and adapt by evaluation of past practice 5. Take into account the long tenn time frames of salmon production. 6. Lowest priority on decision making matrix 13 Recommendations recommendations Take the lead and work with Soldotna and KPB on infrastructure planning Develop a plan to address Culverts and Stormwater (w /ADOT and ADF;C) Establish Watershed and Natural Resource advisory commission Solicit and or provide technical input Sustain economic and community benefits associated with natural resources Review city actions for environmental impacts Monitor track and report to the council when external activities may impact the city 14
