Chair Knackstedt called the meeting to order at approximately 7:00 p.m. Roll was
confirmed as follows:

Commissioner Bielefeld MOVED to approve the agenda as presented and

MOTION:
Commissioner Zirul MOVED to approve the meeting summary of June 10, 2010 and
Commissioner Bielefeld SECONDED the motion. There were no objections. SO

6 -a. Discussion Proposed Change to Airport Reserve Boundary
Rick Koch, City Manager Koch reviewed his memorandum included in the packet,
noting the properties that were not conducive to aviation- related businesses and his
desire to change the boundary. Koch reported he would return to the Commission
with more information.
6 -b. Discussion Proposed Sale of Airport Properties
Rick Koch, City Manager /Christine Cunningham, Assistant to the City Manager
Koch reviewed the memorandum included in the packet and Cunningham gave a
review of lease history, noting the lease did not provide the right to purchase but a
former city employee told the lessee it could be purchased. Koch reported he would
report back to the Commission as the process continued and would have the
Commission review the draft sales agreement if the purchase moved forward.
6 -c. Discussion Five Year Airport Improvement Program
Airport Manager Bondurant reviewed the revised Airport Improvement Program list for
the next five years, noting FAA wanted the list soon and projects were proposed based
on the work session of May 14, 2010.
MOTION:
Commissioner Bielefeld MOVED to approve the Airport Improvement Program list and
Commissioner Zirul SECONDED the motion. There were no objections. SO
ORDERED.
ITEM 7: REPORT
7 -a. Commission Chair Chair Knackstedt noted it would be nice to receive
the packet by Saturday to give the commissioners more time to look it over.
7 -b. Airport Manager Bondurant noted 17 lessees along or inside the fence
would be receiving a notification of lease lot inspection.
7 -c. City Council Liaison Council Member Eldridge reviewed the action
agendas of the June 2 and 16, 2010 City Council meetings which were included in the
packet.

Bielefeld Reported he would like the fuel tank at the float plane basin checked after
every delivery.

Subject: Update AIP Program FY1O Grants

I am pleased to report that the FAA issued a grant for $531,608 on July 22, 2010
to "Conduct Master Plan" at the Kenai Airport. The overall project budget
estimate is $559,587. The Airport and the State of Alaska are each responsible
for 2.5% of this project. This project will kick off in September.
The FAA also sent notification of headquarters approval to issue the grant for
"Phase 1 of the Float Plane Basin Development'. The scope of this grant covers
the environmental assessment, design of taxiways "S" and "T lease lots, and
the realignment of 4th Avenue access road. The grant application was sent July
28 and the grant offer is being drafted. The overall project budget estimate is
$210,120.
The third FY10 project is the EA and Obstruction Clearing for Runway 1L. This
project is carried over to FY11. The airport is waiting for additional clarification
and documentation from the FAA.

Over the past few months, several discussions carne up about ways to improve
the fueling operation at the float plane basin. In addition to updating the pump
itself, a new configuration to the docks has been suggested.
Attached for your review and comment is the proposed configuration. It appears
there are many benefits to the configuration with very little cost to the airport.

Dear Lessee,
The purpose of this correspondence is to notify you that, in accordance with recommendations
from the Federal Aviation Administration (FAA), the City will be conducting an inventory and
inspection of lease lots along and inside the fence.
The FAA has requested and the Kenai Municipal Airport has received a 2010 Airport
Improvement Grant to complete a comprehensive update to the Airport Master Plan. The City
will be performing lease lot inspections of leased properties along and within the airport fence
line for compliance with lease requirements and FAA grant assurances. The inspection will
follow the attached Lease Lot Inspection Form and include`e'1 ase building inspection,
and condition of improvements. The project is expected t being ate summer 2010.
Notice of the Master Plan Update process will be mailed sep rately.

Municipal Airport
Airport Projects:
Taxiway F, G, Fir, H Lighting, Grading, 86 Drainage Improvement: Closeout document is
complete and at the FAA office.
Apron Rehabilitation: Work is progressing on the west side of the apron with paving almost
complete. Efforts will now turn to the east side of the apron and in front of the terminal.
Things are going well with the tenants and other airport users.
KMA Proposed Float Plane Basin Facility Improvement Project: The comment period for the
draft Supplemental Environmental Assessment ended. Two comment letters were received.
The letters were reviewed and responses mailed. The FAA concurred with the response
letters. The final EA document is being reviewed by the FAA.
Caring for the Kenai Airport Bird Dog: For the month of June, "Rose" was used 52 times and hazed
approximately 1100 seagulls The first week of July, Rose continued to haze seagulls plus 2 sand hill
cranes. She was very effective with the cranes which left airport property.
Fish Haul Permits: Snug Harbor in addition to Salamatof Seafood and Universal Air has been issued a
fish haul permit for this summer.
In -house Airport Projects Staff is very busy with grounds work around the terminal and mowing on
the field The airport has received many compliments about the new banners and suggestions that we
purchase more.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS BY $11,869.00 IN THE AIRPORT
FUND AND BY $474,760.00 IN THE RUNWAY IMPROVEMENT CAPITAL PROJECT
FUND FOR ADDITIONAL CHANGES TO THE AIRPORT APRON PAVEMENT
REHABILITATION PROJECT.
WHEREAS, Ordinance No. 2386 -2009, Ordinance No. 2394 -2009 and, Ordinance No.
2395 -2009 appropriated funds for Phase One and Two Airport Apron Rehabilitation
Project which is projected cost of $7,967,397; and,
WHEREAS, FAA 2008 -2009 Entitlement and Discretionary grant funds totaling
$474,761.00 are now available for Phase Three of the project and the City has been
awarded a grant totaling $462,892.00, comprised of 95% of FAA $451,023.00; 2.5%
State of Alaska $11,869.00; and, requiring a 2.5% local share of $11,869.00.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, estimated revenues and appropriations be increased as follows:

Ordinance 2500 -2009 increases the estimated revenues and appropriations in the Airport
Fund and in the Airport Improvements Capital Project Fund. These funds will be used for
additional changes to the Airport Apron Rehabilitation Project.
One change will include funding for the complete painting of Runway 1L -19R: Blast Pad
Chevrons, Threshold's, R/W Numerals, Touchdown Zone Markings, Centerline, Edge Lines,
Taxiway Centerline Edge Line lead -ins, Transverse Edge Markings, Enhanced Hold Lines
Surface Painted Holding Position Signs. This will also include all necessary pavement
preparation, paint removal Traffic Control.
The other change will provide funds for Grede and Dta riage iteiri ficatfons from Apron
Station 7 +60 to Station 9 +77.76. It will also extend Apron. Rehabilitation work along Taxiway F
back station to 7 +00 and installing a new cantilever gate on the Apron side of the
Tei urinal garbage dumpster for access from transient aircraft parking. This grade change will
improve drainage to the apron and neighboring lease lot facilities which will enhance future
development in the south side of the airport.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS IN THE AIRPORT AND AIRPORT
IMPROVEMENT CAPITAL PROJECT FUND FOR PREPARATION OF AN AIRPORT
MASTER PLAN.
WHEREAS, the City last completed an Airport Master Plan in 1997 with supplements
issued in 2005 and 2007; and,
WHEREAS, at the recommendation of the FAA the City will conduct a new master
plan; and,
WHEREAS, grant funds have been awarded to the City totaling $573,577 comprised of
95% FAA $559,587, 2.5% State of Alaska $13,990 and requiring a 2.5% local share of
$13,989; and,
WHEREAS, the master plan process is a requirement of the FAA for funding of airport
infrastructure improvements utilizing FAA Airport Improvement Funds (AIP).
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that estimated revenues and appropriations be increased as follows:
