OLD BUSINESS
Discussion Airport Improvement Program Update
Airport Manager Bondurant updated the Commission on grant applications submitted; noted
two grants were received from the FAA; October 14, 2010 was scheduled as the kickoff date for
the Master Plan Update, which would take approximately 18 months to complete; the design
for the Float Plane Basin project would be completed during the winter; and, it was hoped the
construction grant for the Float Plane Basin Project would be received next year.
ITEM 6: NEW BUSINESS
6 -a. Discussion Float Plane Basin /Fuel Dock Design
A general discussion took place related to the configuration of the fueling dock. The
Commission recommended the docks be aligned in a "U" shape instead of a "T" configuration.
7 -a. Commission Chair No report.
7 -b. Airport Manager Bondurant reported the following items:
FAA and ARRA conducted inspections of the airport.
The Bird Hazing Program would close on August 17, 2010.
The fuel pump upgrade cost was $20,000 and she was waiting for an installation
quote.
Notified the Commission of a new Business Activity and Airport Access
Agreement with fees.
The crew Is working to harvest grass from the Float Plane Basin.
7 -c. City Council Liaison Council Member Moore reviewed the action agendas of
the July 21 and August 4, 2010 council meetings which were included in the packet.

Mayer Noted Arctic Barnabas would be holding an open house on Saturday, August 14,
2010 at 1:00 p.m.
Porter Reported he received a complaint about the grass strips coming into the airport and
suggested removing the strips and paving with asphalt or paver blocks.

1.90.010 Creation.
All boards, commissions and committees cre-
ated by the Council of the City of Kenai, shall con-
sist of seven (7) members who shall be nominated
by the Mayor and confirmed by the City Council
from applications submitted to the City Clerk. A
chairman and vice chairman shall be selected an-
nually and shall be elected from and by the ap-
pointed members. The Mayor and one Council
Member elected by the Council as ex- officio mem-
bers and as consultants of any board, commission
or committee, may attend all meetings, but shall
have no voting power on the board, commission or
committee. A member of Council or City adminis-
trative staff shall attend all meetings of boards,
commissions and committees and supply staff sup-
port.
1.90.020 Duties.
(a) Members of boards, commissions and com-
mittees shall be required to establish policies
relating to their respective organization. They
shall act in an advisory capacity to depart-
ment heads within the City Administration if
there are such depat bnents in the City organi-
zation that directly relate to the board, com-
mission or committee.
If the board, commission or committee has
income stated within the City of Kenai annual
budget, said board, commission or committee
shall work with the City Manager to establish

1.90.030 Qualifications.
(a) A member of a board, commission or com-
mittee must be a resident of the City of Kenai,
unless the board, commission or committee is
specifically exempted by Council from this
requirement. The member cannot be an offi-
cer or employee of the City of Kenai. If any
member should move his or her residence
from the corporate limits of the City of Kenai
(if applicable), is an officer or employee of
the City of Kenai, or shall be elected or ap-
pointed as an officer or employee of the City
of Kenai, the service of such member shall
terminate immediately. He or she should be
aware that he or she will serve without salary,
but will be reimbursed for all reasonable ex-
penses incurred in connection with this ser-
vice, only after approval by Council.
(b) The Beautification Committee, and Harbor,
Library, and Parks and Recreation Commis
sions may at the discretion of the Council
have (1) up to two (2) non resident members
each; or (2) have one (1) member who does
not reside in the City but works at least one-
half time within the City.

1.90.040 Terms.
(a) A member of a board, commission or com-
mittee shall serve for a term of three (3)
years, unless the board, commission or com-
mittee is specifically exempted by Council
from this requirement. At renewal date, the
Mayor, with consent of the Council, can re-
appoint the member or recommend a re-
placement.
(b) The terms of the initial board, commission or
committee member shall be staggered so that
three (3) members will be appointed for one
(1) year; two (2) members will be appointed
for two (2) years; and two (2) members will
be appointed for three (3) years. Terms shall
commence on January 1st of each year.
1.90.050 Proceedings.
(a) All boards, commissions and committees will
have regularly scheduled meetings which
shall be open to the public. Exceptions to the
meeting requirements shall be established by
Council. Permanent records or minutes shall
be kept of all proceedings and such minutes
shall record the vote of each member upon
every question. Every decision or finding
shall immediately be filed in the office of the
City Clerk and shall be a public record open
to inspection by any person. All acts of
boards, commissions and committees are sub-
ject to the paramount authority of the City
Council.
(b) If the commission, committee or board mem-
ber shall be absent, without the body excusing
the absence for good cause, from more than
one -half of all the meetings of his or her com-
mittee, commission or board, regular and spe-
cial, held within any period of three (3) con-
secutive calendar months, he or she shall
thereupon cease to hold the seat. A commis-
sion, committee or board member may not
have more than three (3) excused absences
during a twelve (12) month calendar year.
(c) In all matters of parliamentary procedure,
Robert's Rules of Order as revised shall be
applicable and govern all meetings, unless as
specified in KMC 1.15.060 motions; KMC
1.15.100, speaking; and KMC 1.15.110, vot-
ing.
(d) The responsibility of insuring that all mem-
bers of boards, commissions and committees
receive_a copy of the Standard Procedures of
Boards, Commissions and Committees lies
with the City Clerk.

Requirements of boards, commissions and
committees as set forth in KMC 1.90 are general
requirements and shall be followed to the extent
that they do not conflict with specific requirements
found in code sections specifically pertaining to
individual boards, commissions and committees.

21.20.010 Duties and powers.
The Commission shall:
(a) Develop, adopt, alter or revise, subject to
approval by the City Council, a master plan
for the airport development. This may in-
clude:
(1) Development of type, location and se-
quence of all airport terminal facilities;
(2) Development and use of all airport
aeronautical lands.
(b) Observe, oversee and guide in an advisory
capacity, any matters relating to use of air-
port runways, airport terminal, and airport
aeronautical lands.
(c) Act in an advisory capacity to the Council
and the Airport Manager.
(d) Make recommendations to the City Manager
on the airport budget.

21.20.020 Qualifications.
Members of the Airport Commission will
conform to the requirements of the City of Kenai
Boards, Commissions, and Committees Standard
Procedures as established by KMC 1.90, except
that members of the Airport Commission need not
be residents of the City of Kenai. (Ords. 1531 -93,

21.20.030 Membership.
The Commission shall comprise of seven (7)
members who shall be chosen so as to represent
broadly the following areas:
(a) One member, fixed base operator (FBO).
(b) One member, lessee of airport aeronautical
lands or terminal facility.

Aviation Administration functions.
(d) One member, representing the Civil Air Pa-
trol.
(e) Three members, at- large, representing the
business and professional community.
(i) One non- voting member, representing ad
hoc member of the Kenai City Council.

has received several calls asking for the 2011 date.
The 2011 Alaska Airmen's Trade Show is scheduled for April 30 and May 1, and the
Valdez Fly In is scheduled for May 7 The Palmer Hy In has not been scheduled.
Local events calendared for 2011 are the Relay for Life on June 4 and the Kenai River
Festival on June 1 1 `h

EXECUTIVE SESSION A matter, the immediate knowledge of which would clearly
have an adverse effect upon the finances of the City of Kenai /Cook Inlet Natural Gas
Storage Alaska, LLC (CINGSA) Project.
Report: The Council met in an executive session to discuss several issues and
gave direction to the City Manager and the City Attorney regarding pursuing
access to the KU13A well for the City's rights as a lessor of property leased to
Vince Goddard of Inlet Fisheries.

Subject: Open and Unattended Gates
Due to multiple moose sightings inside the perimeter fence and moose crossing
active runways, the Airport and City Administration are in the process of
establishing fines for open and unattended pates.
Section 139.337 of the Federal Aviation Rules requires that each certificate
holder take immediate action to alleviate wildlife hazards whenever they are
detected. Tenants are responsible for ensuring unauthorized persons, vehicles,
or wildlife do not access the airport operations area from tenant controlled
property. Tenants have a responsibility to see that gates remain completely
closed and secured.
It is the intent of Airport Management to provide a safe operating environment on
the Kenai Airport. Please take the appropriate steps to see that gates are
closed, secure or attended while open to prevent wildlife access.

In keeping with compliance of Federal Aviation Regulations Part 139.313,
Certification of Airports, a meeting will be held with airport, tower and facility
personnel, snow removal contractors, and tenants to discuss snow removal
operations on the Kenai Airport for the upcoming winter season.

Apron Rehabilitation: ARB has completed the north ARRA funded portion of the project
and the grant will be closed out by the end of September. At the end of August, the
ARRA construction project closed out under budget around $4200.
ARB is currently working in the last work area south of the terminal and is about 75%
complete balancing the crushed asphalt and D1 blended sub base. Crushed aggregate
base rock placement should start late the week of September 7 and paving is expected
the week of September 20 Final work items should be complete by the end of
September or early October. The FAA portion of this project, including all the change
orders, is now valued at $4,832,239. Runway painting will be completed next spring.
Float Plane Basin Facility Improvement Project: FAA grant offer has been received for
the Phase 1 Float Plane Basin Development. This grant will encompass the EA,
design of taxiways S T and the 4 street realignment and lease lots. Design will be
performed over the winter season.
Master Plan The professional services contract is being reviewed and a kickoff
meeting is presently scheduled for October 14 The project is estimated to conclude in
2012.
KMA Website Airport Virtual Tour The airport will be updating the website and the
virtual tour located on the home page. If you have any suggestions to make either site
a better resource for the airport please contact the office at 283 -7951.
Caring for the Kenai Airport Bird Dog: `Rose" the airport bird dog has returned home to
Sacramento, California. She was a very popular member of the airport staff and she is missed. The
project budget was $4,255 and went over $234 due to the air travel
costs of Rose's retum trip. The airport paid the overage Olivia was sad
to see her project come to an end. She enjoyed her job (eaming
approx. $2,200) learning the day to day operations of an airport and
hopes other airports will consider using a dog for bird hazing Attached
is a hazing report reflecting Rose's efforts on the job.

Update: Caring for the Kenai Airport Bird Dog: The airport has
received calls from Conoco Phillips and an inquiry from the Lodz Airport
in Poland inquiring about "Rose" the airport bird dog. The airport is
using acoustic and pyrotechnic methods and a falcon, but are finding
this is not enough.
