SUBJECT: Special Meeting New /Expanded Playground (Site Selection Matrix)
The purpose of this correspondence is to provide you some justification why Municipal Park is
suitable for a playground expansion along with some cost estimates.
Attached you will find a Site Selection Matrix and Municipal Park Playground Expansion Cost
Estimates. Each park location was reviewed in detail and scored based on factors
administration felt important. These factors range from available space, recognizable hazards,
compatibility, access, visibility and parking. Each park location was scored accordingly. Please
note that some park locations were not scored simply because of space limitations.

Municipal Park Suggestions:
Prepared by Rebecca Lamboum, Parks and Recreation Commission Member
There has been a proposal made to the Parks and Recreation Commission that includes
expansion of playground areas and the purchase and installation of new playground
equipment. It also includes the construction of an additional parking lot in the park. The
preliminary cost estimate mentioned has been somewhere between $200,000 to $300,000.
The following is a "whole park" plan that is more encompassing of the needs and
expectations for the park based upon the input from the public at the work session on 9-
21 -2010 (see attachment 1). The current proposal before the commission addresses only
a small portion of the ideas expressed at the work session. This holistic proposal is
presented without a firm cost estimate but could be less expensive than the
aforementioned plan.
Unique Setting
Please note that the description of the park that is on the city's website
states, "this is a large neighborhood park." The park is heavily used by the relatively
densely populated neighborhoods of Redoubt Subdivision and Woodlands Subdivision.
What makes this park unique is that it encompasses the last few bluff acres within the
City of Kenai that is a natural ecosystem of flora and fauna typical of the Kenai Peninsula
Cook Inlet coast. In addition to the beautiful wildflowers, and spruce and birch forest,
there is also a long, gently sloping salmon rearing stream and an abandoned beaver pond
within the park with a dam and old beaver lodges. The natural habitat of the park is
currently used for educational opportunities for families and school outings. In addition,
there are cultural sites, including historic and prehistoric trails and byways, and the park
overlays the site of an ancient Dena'ina village. This area in the middle of the park, and
also on the edge of the park near the armory, includes archaeological sites that have been
carbon dated from over 400 600 years ago. There are currently beautiful winding trails
used for hiking and biking and a long sloping trail ends at the large parking lot at the end
of Spruce Street, providing access to the Kenai Beach and an entrance into the park from
the beach.
Before moving ahead on an expensive playground and parking lot expansion project we
should consider enhancing what makes this particular park very special and best covers
the needs of the people who are currently using the park or those visitors who would like
to visit a well planned and unique park with great natural beauty and heritage.
Specific Proposals:
1. Perform a safety audit on the current playground equipment and replace that which is
unsafe. Form a task force of parents who take their kids to the park and let them advise
on the replacement equipment most likely to be fun for their kids. Keep in mind a theme
of Nature /Heritage when selecting equipment, for example maybe natural colors of the
environment,, or a fish theme, or a wildflower theme, animals of the forest, historical, etc.
2. Improve safety along Forest Drive. Install immediately crosswalks across Forest
Drive in front of the apartments and also on the end of Forest near the bluff maybe near
Toyon Way. Also "children crossing" signs should be included.
3. Work with Kenaitze Indian Tribe and /or archaeologists to make
informational /interpretive signs for the site of the ancient Dena'ina village of Shgit.
4. Provide Nature Trail signs that describe the natural processes of how beaver engineer
their landscape near the pond. Improve the trail to the pond. One now follows the
"sledding snow boarding hill" down to the pond. If the budget allows, continue the trail
all the way around the pond. This portion could be finished later.
5. Provide signs that describe the life cycle of salmon and the role of the Shgit Tsatnu
(Dena'ina name for the long flat sloping creek) that is a tidal flats creek flowing through
the park and winds through the tidal flats and into the mouth of the Kenai River. Signs
and school field trips could help teach children to respect the delicate nature of the
salmon rearing stream where the salmon fry hang out, feed and grow before heading out
to salt water.
6. Connect existing trails to make continuous running and /or biking trails for park users,
and available for local schools' training for track and cross country teams. There are
several beautiful steep trails for those who want the challenge! Make maps of the trails
already there.
7. Connect trails in the park to the beach trail that crosses the bridge below Old Town
Kenai and the walking tour of Old Town Kenai. Provide maps to tourists at the Visitor
Center. (These trails already exist.)

8. The central section of the park was at one time a campground and the lovely remaining
"senior friendly" winding roads in the park are used on a daily basis by the "over 50"
crowd for walking /dog walking. It is also popular with the "capture the flag youngsters
The campsites should be removed but keep 4 to 6 of the BBQ grills for day use
picnickers in case the main pavilion areas are in use.
9. Install park benches along the winding trails for the more senior folks who have a hard
time sitting on the ground (and getting back up).
10. Move the handicap access picnic area to the main pavilion area but keep the current
handicapped access trails that overlook the beach. The handicapped access picnic area is
rarely used due to the windy bluff site.
11. Continue to maintain the large open grassy area that is popular with young teenagers
and parents with their children for informal games, soccer, Frisbee, etc.
12. Provide park benches around the outside of the grassy area. Older and younger folks
can socialize and enjoy the sunshine on this protected end of the park and watch the
children play.
13. Maintain the surface of the basketball court and the nets. This is a very popular spot,
especially on summer evenings.
14. Current usage of the park is served well by the two small parking lots at either end of
the park and the large parking lot at the Kenai Beach entrance to the park. Any overflow
that might develop occasionally due to large groups having picnics could be handled by
allowing parking on the park side of Forest Drive with "no parking" signs in the area
directly in front of the playground and to either side of the crosswalk. Parking could be
allowed from the north entrance along Forest Drive toward the southern entrance (see
map).
