Potter Mayor Porter opened the work session at approximately 5:30 p.m. Kurt Playstead of CH2M Hill reviewed the technical memorandum prepared by CH2M Hill as well as presented an electronic slideshow (lay down document). Also distributed as a lay down item was a memorandum from City manager Koch responding to questions submitted by Council Member Molloy in advance of the work session. Playstead's report encompassed the background for the study, rate study objectives, rate study process, water utility, sewer utility, rate comparison, and recommendations. Recommendations included: Implement the first five years of the proposed rate increases; Review the financial plan regularly to ensure actual revenues and expenditures are tracking with the projections developed in the analysis; Increase the rates as needed in future years t meet the financial the systems; and, Conduct the rate update in five to six years. needs of To implement the cost increases, comments included: The public needs to know how much water and sewer costs are in other communities. Public will be more receptive of an increase if the product (water) is clear. Emphasis should be put on the inflationary increases instead of athe monetary increase. Other comments included: The work session was an informational tool. Council should talk with constituents to alert and to ease into the rate increases to come. There was time for public comments as the increases would not take place until 2013 if Council decided to move forward at that time.
