Coffman The work session was opened at approximately 6:00 p.m. with a brief statement from City Manager Koch, noting there was a mill rate reduction of .15 in the proposed budget; currently there was a General Fund surplus of approximately $200,000; the draft budget did not include three firefighter positions (and application for grant funding had been submitted that would pay for the positions for two years -- if grant funding was not awarded, the budget would need to be increased by approximately 5275,000- $300,000, leading to a S70,000 deficit); and, there was a 15% increase in health care included. OVERVIEW Finance Director Eubank presented an overview of the draft budget, provided a handout of his presentation and a memorandum indicating changes from the FY 2010 budget, etc. BREAK TAKEN: 7:14 p.m. BACK TO ORDER: 7:23 p.m. BUDGET REVIEW Council reviewed the City Manager's suggested changes in staffing which were included in his budget memo. Comments included waiting to see if the firefighter positions would be grant funded; support for including a project, but not site - specific; a project to debate; support, with data to support it; and, discuss further at next work session after receiving additional information. No changes (discussion to follow regarding wind turbine project inclusion) Street Lighting -- No changes. Library -- No changes. Recreation -- No changes. Parks -- • Request to include funding for a comprehensive study of city parks (requested by Parks & Recreation Commission), including pocket parks, neighborhood parks, retirement of parks, etc. Comments included: Funding was included to work with the public and Commission to develop a large playground, but was not site specific. A park comprehensive plan could be done by staff. • Suggestion to have an employee certified to install playground equipment -- better liability protection for the city. No changes. Beautification -- • Suggestion to move the $300 noted for brochure and put into purchase of flowers -- no objections. No changes. Boating -- No changes. Water /Sewer Water -- No changes. COUNCIL BUDGET WORK SESSION APRIL 19, 2010 PAGE 4 Terminal -- • Discussion took place related to request of Airport Commission to have the fuel dispensing system at the float plane basin upgraded at a cost of $25,000 -- no objections. • Concern there was not sufficient qualified personnel for snow removal in the winter months. It would require a permanent part -time seasonal position for winter months at a cost of $43,000 with benefits and would save $9,200 of overtime. Freas, City DATE: April 20, 2010 RE: DEPUTY CITY CLERK POSITION At the April 19, 2010 budget work session, Council briefly discussed the request to change the Deputy Clerks position to full -time in the Clerk's office. Additional information was requested related to the upgrade of the position. In the March 17, 2010 R. Koch budget memorandum, the request was referred to as a "new deputy clerk position." Currently, the position is a full time position, but divided between the Finance Department and the City Clerk's Office. The request, if approved, would upgrade the position to a Range 9F (currently a Range 7) and be a full -time Deputy Clerk position of the Office of the City Clerk. The position in the Finance Department was initially a part -time position without benefits. It gradually migrated to a permanent part -time position with benefits and then the current full -time split position. JUSTIFICATION FOR FULL -TIME DEPUTY CITY CLERK The City Clerk is a salaried position and hours worked over an eight hour day are not tracked. However, the following calculations are offered as an explanation of what the cost would be to the City for this request: 102 = Deputy Clerk overtime hours during 2009/2010 (overtime earned for attending Council meetings and Planning & Zoning Commission meetings instead of use of comp time). 180 = Approximate hours worked by the City Clerk over the "regular" work week (representing preparation for Council meetings, work sessions, Council meeting packets, Council work session packets, etc.) 9,000 = Wages to Clerk for overtime (if paid overtime) Memorandum Deputy Clerk Justification April 20, 2010 Page 2 $56,000 = Current Deputy Clerk's salary plus the $9,000 of City Clerk overtime pay. $49,000 = Current Range 9F (the range requested and step to which the current Deputy Clerk would migrate as a full -time Deputy Clerk position) $ 7,500 = Savings to the City with a full -time Deputy City Clerk position. $16,300 = Approximate Range 3 part -time salary (if the Finance position would be reclassified as a part -time, no benefits, position) $ 8,800 = Approximate added cost to the City budget with this scenario. The intention of the request is to serve the public, Council and City Departments in all functions of the office and to do the work efficiently and timely. Detailed Justification: 1. Training -- a. The Deputy City Clerk has completed three weeks of training at the Northwest Clerks Institute. This training, monitored through the International Institute of Municipal Clerks, provides training in the Role of the Clerk, Records Management, Parliamentary Procedure, Ethics, Financial Management and Budgeting, and Technology. The Deputy Clerk was notified last week of her designation of Certified Municipal Clerk (a copy of her certificate is attached -- received in today's mail). b. The Deputy City Clerk has attended three training conferences in Laserfiche Software. Laserfiche is the archiving software program into which documents are scanned, indexed, and stored. Each training is a total of 24 hours of intense hands -on workshops learning how to use the software. The Deputy Clerk has trained most of the City Hall staff in Laserfiche use and is a main administrator of the software. As a part of the archival program, Council meeting minutes, resolutions, ordinances and Planning & Zoning minutes, resolutions, etc. are also microfilmed and stored both at City Hall and the State Library in Juneau). c. With the addition of Laserfiche Weblink, allowing access to public records through the Internet, adds another layer of information in which the Deputy Clerk is actively involved. An additional four hours a day will allow the Deputy Clerk to learn all functions of the office. Presently, most of the 20 hours a week are used in fulfilling record management responsibilities. More time, more knowledge of the everyday functions of the office. Memorandum Deputy Clerk Justification April 20, 2010 Page 3 2. Records Management -- a. Within the years of the current Deputy Clerk's employment, the Clerk's Office has updated the Records Management Program city wide, and, while the City Clerk is ultimately responsible for all documents, the Deputy City Clerk has done a brilliant job in making the program work. b. Records Management includes the compilation, processing, storing and dissemination of all of the records of the city, including every department. This job in itself is a large portion of the current part -time position. A 30 year backlog of documents is being processed. During the last few months, a major records destruction took place all due to the updating of and use of the City's Records Management Program. c. Records Management is important to the entire City because all employees use records daily to perform their jobs consistently and completely. The ease with which employees can access these documents increases their efficiency and productivity. However, receiving, preparing, processing and scanning takes many hours. d. Records Management is an ongoing process, and while it may get easier over time, there will always be new documents to process /archive. With the possible addition of Laserfiche archival software components for Caselle and GIS records, additional time will be required for training and administering the program. e. The addition of Weblink to the City's webpage not only allows out - of- city -hall staff to access city records, but the public as well. The Clerks Department is now investigating costs involved to allow uploading of GIS records, including cemetery information, to the webpage. 3. Commissions /Committees -- The Deputy City Clerk is responsible for the preparation and distribution of packets for all commissions and committees except for Planning and Zoning Also, the Deputy City Clerk is responsible for the preparation of meeting summaries for all commissions and committees, including Planning and Zoning. The Deputy City Clerk attends all Planning and Zoning meetings, taking minutes and recording the meetings. Last year, with the addition of the new Advisory Cemetery Committee, there were a total of nine meetings per month to process information. The Advisory Cemetery has completed its mission, however it is anticipated the City Council will be adding a Natural Resource Commission or Committee in the near future which will require Clerk office involvement. 4. Cemetery -- With the Pioneer Section of the cemetery platting incorporated into GIS software, additional training with the system will be necessary. Expansion of the cemetery (and use of columbarium) will increase the recordkeeping and administration of cemetery records. 5. Continued Needs -- With only four hours a day for office support, there are some areas of the office operations the Deputy Clerk has had little training Memorandum Deputy Clerk Justification April 20, 2010 Page 4 in, including webpage administration, licensing, local improvement districts, and elections. With the possibility of the Clerks retirement in the next few years, it is extremely important the Deputy Clerk be knowledgeable and familiar with all aspects of the office. Having that familiarity and knowledge leads to consistency in what the department offers to other city departments and ultimately to the citizens and taxpayers of the City of Kenai. a. Elections -- Preparation of ballots, resolutions with regard to bond propositions, forms, proper noticing /advertising of city special and regular elections, distribution of absentee ballots, preparation and distribution of candidate information and packets, coordination with Kenai Peninsula Borough and State of Alaska, etc. b. Licensing /Permitting -- Preparation of yearly forms, updating new information, receipting payments, and checking of insurance and sales tax requirements for vehicles - for -hire, mobile food vendor, transient merchant, etc. licenses. c. Cemetery /Memori.al Park -- Sale of plots /spaces, coordination with funeral directors for burial, preparation of plaques, coordination with landscaper for purchase and planting of trees or shrubs, mapping and cataloging all infoiniation. d. Webpage Maintenance -- The Clerks Office is responsible for updating, uploading, etc. information to the city's webpage either through coordination with a contract webmaster or within the office. The updates /uploads are done for all departments, including preparation and uploading commission /committee agendas and packets, council meeting agendas, packets and minutes, meeting calendars, special notices, bid information, office contracts, employment notices, etc. e. Local Improvement Districts -- Coordination of notification to begin process, scheduling of all meetings, hearings, etc. pursuant to the requirements of the Kenai Municipal Code, preparation of resolutions, mailing information to property owners, preparation of required ads for publication in the newspaper, processing and storage of all files. f. Council Meetings -- With the webcasting of meetings and the current digital recording of meetings, the responsibilities of the Clerk during council meetings has increased, and it has become necessary for the Deputy Clerk to attend Council meetings to assist with these added responsibilities. g. Knowledge -- As a full -time Deputy Clerk, the employee will become much more knowledgeable of everyday functions of the Clerk's Office, which will allow for smooth transitions when the Clerk is out of the office and will enhance the confidence of the Deputy City Clerk. Additional Information: It is important to know that during the Dip Net Fishery, the Finance /Deputy City Clerk employee spends most, if not all of the days of July in the Memorandum Deputy Clerk Justification April 20, 2010 Page 5 Finance Department counting money taken in from the Fishery. This arrangement dictates that the City Clerk cannot take extended leave time during the duration of the Fishery. • Until recently, when the Clerk has been out of the office on vacation, the Deputy City Clerk continued with the split time arrangement. It is extremely difficult to tend to both offices during days when the City Clerk is out of the office, especially when preparing for development of a council meeting packet, or preparation and attendance at a council meeting. Because of a number of problems happening during the Clerk's last vacation, it is now arranged that when the Clerk is out of the office, the Deputy City Clerk spends all those days in the Clerks Office. • The Clerk has been asked previously if there are responsibilities of the office that could be transferred to the Deputy Clerk. There could be, however difficult. It would be insensitive and not serving the public well, for instance, if a person came to the office to purchase a cemetery plot and was told to come back in the afternoon when the Deputy Clerk would be available. This example is to identify that many of the items this office manages are immediate. Classification: Non- Exempt Job Summary: Under the general direction and supervision of the City Clerk, the Deputy City Clerk assists with all office functions; assists with city webpage preparation and updating; assists in supervision of the records management program; and assists in the coordination of local elections, and when necessary, assists with state elections. Ability to climb stairs, effectively lift and move up to 40 pounds of materials, and effectively utilize all drawers within a four - drawer file cabinet. Travel required mostly within city. Overtime hours worked immediately prior to, or after, normal working hours will not be consid- ered as a "call- out."
