CHAIR JIM BUTLER, PRESIDING MEETING SUMMARY INTRODUCTION OF MEMBERSHIP /PARTICIPANTS -- Mayor Porter welcomed those members attending and provided a brief overview of the objectives of the Task Force. ELECTION OF CHAIR PRO TEMPORE -- Members selected Jim Butler as its Chair Pro Tempore. ITEM 1: CALL TO ORDER & ROLL CALL Chair Pro Tempore Butler called the meeting to order at approximately 3:10 p.m. Roll was confirmed as follows: Members present: J. Butler, K. Tarbox, D. Kramer, R. Harding, R. Ruffner, B. Scott, J. Torgerson, and P. Micciche (arrived at approximately 3:45 p.m.) Others present: City Clerk C. Freas, Mayor Porter, Council Member Joe Moore, Task Force Liaison A quorum was present. ITEM 2: AGENDA APPROVAL The agenda was approved as presented. ITEM 3: ELECTION OF CHAIR AND VICE CHAIR Election of chair and vice chair was completed after the new business items were discussed. Jim Butler was chosen as Chair and John Torgerson as Vice Chair. ITEM 4: NEW BUSINESS 4 -a. Opening Remarks /Mayor Porter -- Made at beginning of the meeting. 4 -b. Ideas for Product /Process -- Member comments included: • Recommendation /long -term, city may want to consider a separate commission for habitat and resource. The city needs to be proactive instead of reactive. • Task Force providing recommendations to the local government body could be very helpful; likes standing commission idea, especially for habitat issues; will not participate if get into allocation of fish issues. • Task Force should define what resources are available for use and how the city could engage; not interested in discussing allocation of fish; give recommendations for policies, organization structures, and threats, how to interact with other governments; and do not discuss the Mat -Su issue unless directed by Kenai City Council. • Be a resource for the city through the Economic Development District /Kenai Peninsula Conference (previously known as Kenai Caucus), establishing priorities and assisting in lobby for Peninsula issues. • Need for a collective knowledge and understanding and provide education to the Kenai City Council; develop and provide to the Council a sufficient level of what is important for them to use if move forward on issues; and, Task Force findings can be a support document. 4 -c. Outreach -- • Provide outreach to other group in written form. • Provide information for uploading on City of Kenai webpage with information flowing through the Office of the Kenai City Clerk. • Discuss issues one at a time as listed. • Suggested end date for completion of the Task Force work would be mid March. • Provide a regular update to the Kenai City Council. Members agreed, consensus would be best in developing the end product. 4 -d. Tentative Schedule /Select Meeting Dates & Time -- The next meeting was scheduled for Tuesday, January 20, 2009 at 3:00 p.m. in the Kenai City Council Chambers. 4 -e. Other Issues Members were requested to do the following: • Identify five or six issues to discuss with an outline of how to meet the objectives (items 1 -4 of the Task Force Objectives) and forward to Clerk Freas. • Provide summaries of articles, documents, etc. for review and possible inclusion as bibliography /resources of interest. (Send documents to City Clerk Freas.) • Meeting packets to be mailed and made available on the City webpage. Ten years ago, three of the top ten 'taxpayers in the city were seafood processors. Today the processors are absent from that list. The[ city and fishing industry has changed over the past 30 years. There has been no effort to understand that change and determine how best the City of Kenai can participate in ensuring the long term health of fisheries so various sectors of local industry that depend on fish can continue their businesses or so that city residents and guests can enjoy local fisheries in the long tern. iSSUJE: The Kenai City Council seeks information and opinions from experienced leaders invations sectors of the local fishing industry in. order to guide l.he council in. determining the best direction to develop policy, positions and action. steps to ensure the long term health of the local fishing industry. METHOD: The Mayor will identify various representatives of the local fishing community and industry to serve on a commission to provide a written product to give guidance, direction and recommendations to the council to support the local fishing industry. The council will ratify the appointments to ensure the entire council can go on record to support the effort, Commission Objectives: Collect and distill information that provides a common history of the role of the fishing industry in the City of Kenai, (Economic activity, relative importance to Kenai, etc.) 2. Identify current trends in fishing in the City of Kenai (commercial harvest aid processing, sport, and other fisheries, environmental, regulatory) 3. Identify trends in state management that directly impact the fishing industry and, by extension, City of Kenai fish related industry (tax base, employment base, investment, etc.) 4. Identity current threats facing the fishing industry and how those threats might impact City of Kenai interests. 5. Recommend action steps the City of Kenai might consider to ensure the long term viability of the local fishing industry. Timeframe (short) Jan 09 to March 09- objective is to have information/recommendations prior to management /city decisions made for the upcoming season. State legislature could /should look to city for guidance or positions on task force rcconuncndations. The reason I contacted you is I was concerned that "interest groups" were either seeing the STF as an opportunity or threat for their particular interest. It is my understanding that the STF is not intended to advance or support a particular interest group or industry position on fishery issues. Rather, it is intended to summarize issues of importance in a manner that will provide utility to council members as they navigate the many issues that confront the long -team health of the Kenai River — and ultimately the quality of life in Kenai. These issues might include, but not be limited to, environmental, salmon run health, economic, quality of life issue, among others ... In consulting terms, I think they call it a SWOT analysis; in other words, the folks endorsed by the council have been requested to present Strengths, Weaknesses, Opportunities and Threats to the Kenai River that are critical to the long- term quality of life and economy of the City of Kenai. The folks selected to serve on the STF are not there to wrestle with long- standing agenda items but to summarize issues and policy environment so the council can be better informed on the importance of why they should be informed and how they can best participate for the benefit of city residents, neighbors and visitors. I am sure the group will be much more adept to articulate the overall effort. The reason I contacted you is because of my concern that the political /economic /media characterization of the local "fish wars' is not what the council is interested in or what they deserve to hear about. I sought clarification that the council wants to get a view of the current landscape and some ideas on how to become an informed participant. Oddly, it was the City of Kenai who stepped up to ignite a solution to the KR pollution issue. I am confident that the STF can help the city continue in its effort to change the debates and find a way to "de- tune" the arguments of the old and "think out of the box." Please let me know if I am on the right track. Frankly, I am not interested in attending more meetings debating who gets what (nor do I think that is what the council is interested in) ... I want to find a way to change the tone and substance of how we can move forward for your kids and grandchildren. I feel I owe that to my city and my family. I hope the other folks want to make sure we are not a forum to argue but to posit ideas and recommendations for a council committed to the long term health of the river. I would appreciate your thoughts. I would like to know if you agree that the goals of this effort should not be decided by the folks who want to sell papers or have an axe to grind. Rather, I want to make sure the city is seeking some insight and from there they can decide how best to move forward. I look forward to your thoughts and appreciate your commitment to help lead city policy makers in this very important endeavor. I have had the chance to talk with some of you about getting the Kenai Council Salmon Task Force moving. I thought I would try to get some dialogue going re a first get together meeting. Here are my thoughts 1. Let's try to get together before Jan 5th for about 1 to 1 '/z hour. Ideally the mayor and interested council members can attend so we can find out more about their objectives / expectations. We can also discuss schedule and process. I do not expect this to be an "open" meeting (recognizing all city related meetings are public) but more a organizational work session ... I would like to explore the best way to get public and other input but I think we need to get aligned on the what and how before we go there. 2. The asst. city clerk said council chambers are open most afternoons. I think that would work fine and I am open most afternoons except holidays when city hall is closed. Once we agree on a date that will work, we can lock it with the clerk. 3. I know scheduling to meet everyone's needs is difficult if not impossible. I do not see the first get together as being too substantive for that very reason. I would think a goal would be to come up with an agreed upon game plan so every one involved can have a fairly common understanding of what is to be expected. 4. Here is a rough option for dates, times are very flexible for me ... a. Next week: Dec. 29 (mon) thru 31(wed) or Jan 2 (Fri): afternoon between 1 and 4 ish? b. Following week: Jan 5 (mon) — I understand several other meeting are line up for that week. I am outside from 1 -6 to 1 -13. 5. Another option is to wait until almost mid - January If that is the will of the group that is fine. My concern there is I understand interest is brewing about just what the STF is up to and delaying coming up with a framework of process and product might lead to confusion or other avoidable problems. 6. Finally, there are probably some other folks that should be in on the initial get together once a time and date is confirmed. I know Joe M has invited some other folks. Joe, can you connect with those folks since you know them? The easiest thing might be to call them and add their email address to this distribution list. 7. Please, if anyone has any comments, concerns or input, please feel free to add it sooner rather than later. I am not interested in being "chair" but only wanted to get communication started — hopefully, the sooner we start this process moving the sooner we will have the desired product. That person will then lead the meeting until after the election of chair and vice chair. At that t time, the newly elected chair would take over leading the meeting. A sign -up sheet can be provided for people to sign in as they come in. Those persons previously approved by council would be the names called during Roll Call and may understanding is, they would be the voting members. If additional appointments are made after this meeting, the roil can be amended. It is also my understanding, Council Member Moore will be the council liaison to the group and not a voting member. Adjourn Jim, with so many people ( other than those appointed by council) coming to listen /or wanting their own vocal time, I think it is important to keep a simi - formal atmosphere. It is important the general public understands the Salmon Task Force is to help guide the council in the direction that is beneficial to all user groups. As far as what is needed for the meeting, I think the typical format for a council work session. Tables in square arrangement with places for folks to sit in the main area; if we could get a flip chart or two that would help. I suspect most folks will bring a note pad but might want to have a couple spare tables / writing sticks for those who forget.
