PHASE 1 - Recruitment of New City Clerk. Contractor will provide the following services:
• Update the current job description to include statutory and loco code requirements for the
position along with other duties as set forth by the City Council,
• Provide ad copy and list of pubfications for posting the position to the City Manager.
• Review and rate applications received for Rnal review by the Mayor arid COLIFICii
e Supply a list of interview questions for use by the Mayor and Council in interviewing the top
applicants,

PHASE 2 - On-Site Assistance in Clerk's Office, Contractor viii provide the following seances as
reauested:
• Assist Acting City Clerk with day-to-day activities M the Clerk's Offk e. including:
o Preparation of Council Packets
o Drafting memoranda and resolutions
o Answering correspondence
o Attending Council Meetings
o Staffing Office if Acting Clerk is Unavailable
o Providing assistance with preparation of 2011 election materials if needed
o Other duties as requested

PHASE 2 COSTS: $50,[00/Hour for actual time worked.

CITY CLERK JOB DESCRIPTION (Proposed)
Service Type: Legislative
Definition: The City Clerk is appointed by and reports to the Mayor and City Council.
Appointee performs all duties and assumes all responsibilities required by Alaska
Statutes, the City Code and the Charter of the City of Kenai and works with the broadest
level of independence with only guidelines established for final results. Areas of
responsibility include provision of administrative support to the Mayor and Council,
elections, administration of certain permitting and licensing programs, and records
management.
Minimum Qualifications: Completion of a Bachelor's degree in public administration
or an equivalent combination of experience and training displaying at least five years of
high level administrative and /or management experience, requiring independent
judgment and initiative, preferably in the area of municipal government. Appointee must
be familiar with state and local legislative and election procedures. Certified Municipal
Clerk (CMC) certification must be attained within three years of appointment.
Essential Functions:
• Supervises all City Clerk Department personnel.
• Attends all meetings and work sessions of the Council and keeps the journal.
• Prepares agendas and packets for council meetings and gives notice of the time
and place of all public meetings (including those of boards and commissions) in
accordance with state and local public notice requirements.
• Supervises city elections, assures compliance with the Federal Voting Rights Act
of 1965 (as amended), assists with state elections and acts as voter registrar for
the State of Alaska.
® Acts as liaison between the City Council, administrative departments, state and
federal agencies and the general public.
• Provides for the codification of city ordinances.
® Has ultimate responsibility for the management of all city records including
development of retention schedules and procedures for inventory, storage and
destruction of records as necessary.
Other Functions:
• Maintains custody of the official city seal and attests
other legal documents of the city.
• Maintains and provides copies upon request of official
to all deeds, contracts and
records and documents.
• Prepares and administers the annual budget for the City Council, the City Clerk
and the Records Management Division.
• Administers oaths of office and acts as notary public.
• Provides necessary transcripts and certifications for bond issues.
• Composes proclamations and resolutions as requested.
® Acts as parliamentary advisor for the City Council.
• Administers the petition process for initiative, referendum and recall, including
preparation, issuance and certification of the petitions.
® Administers the Local Improvement District (LID) petition process and maintains
files of current LIDS.
• Serves as secretary to the Board of Adjustment.
® Administers permitting and licensing programs for the City..
® Other related duties as requested by the City Council or as required by law.
Physical Demands: While performing the duties of this job, the employee is regularly
required to communicate orally and to use hands dexterously to operate office
equipment. The employee frequently is required to site and occasionally required to
stand, walk and reach with hands and arms. The employee must occasionally transport
up to 30 pounds. Specific vision abilities required include close vision and ability to
adjust focus. Reasonable accommodations may be made to enable individuals with
disabilities to perform the essential functions.

session on Thursday, June 9, 2011 to discuss City Clerk recruitment.
The work session will be held in the Kenai City Council Chambers
located at 210 Fidalgo Avenue, Kenai, Alaska and will begin at 6:00
p.m. The work session is open to the public.
