MINUTES
ITEM 1: CALL TO ORDER
Chair Twait called the meeting to order at approximately 7:06 p.m.
1 -a. Pledge of Allegiance
Chair Twait led those assembled in the Pledge of Allegiance.

Memo from Administration
Commissioner Knackstedt MOVED to approve the agenda with the lay downs listed
above and Commissioner Navarre SECONDED the motion. There were no objections.

1 -d. Consent Agenda
MOTION:
Commissioner Bryson MOVED to approve the consent agenda and Commissioner
Navarre SECONDED the motion. There were no objections. SO ORDERED.

Approved by consent agenda.
*All items listed with an asterisk ( *) are considered to be routine and non-
controversial by the Commission and will be approved by one motion. There will be
no separate discussion of these items unless a Commission Member so requests, in
which case the item will be removed from the Consent Agenda and considered in
its normal sequence on the agenda as part of the General Orders.
ITEM 2: *APPROVAL OF MINUTES -- June 22, 2011
Approved by consent agenda.
ITEM 3: SCHEDULED PUBLIC COMMENT -- None
ITEM 4: CONSIDERATION OF PLATS
4 -a. PZ11 -28 - Preliminary Plat - Fidalgo Commercial Center, Elks Replat (A
resubdivision of Fidalgo Commercial Center, Lots 1 86 2, Block 3, KN-
1587). Plat submitted by McLane Consulting, Inc., P.O. Box 468,
Soldotna, Alaska.
MOTION:
Commissioner Knackstedt MOVED to approve Resolution No. PZ11 -28 and
Commissioner Rogers SECONDED the motion.
City Planner Kebschull reviewed the staff report included in the packet, noted this was
a resubdivision within the Central Mixed Use Zone and recommended approval.
Twait read the rules of public hearing and opened the floor to public comment. There
being no one wishing to speak, the public hearing was closed. There were no
Commissioner comments.
VOTE: MOTION PASSED UNANIMOUSLY.
ITEM 5: PUBLIC HEARINGS
5 -a. PZ11 -24 - A resolution of the Kenai Planning 86 Zoning Commission
recommending the Council of the City of Kenai name an unnamed street.
(Unnamed right -of -way located east of Kenai Airport proper.)

MOTION:
Commissioner Navarre MOVED to approve Resolution No. PZ11 -24 and Commissioner
Rogers SECONDED the motion.
Kebschull reviewed the staff report included in the packet, recommending the approval
of the name East Redoubt Avenue.
Twait opened the meeting to public hearing. There being no one wishing to speak, the
public hearing was closed.
Commissioner comments included:
•
Suggested postponing for more options to be considered.
Spoke in favor of naming the street after Fred Pearson.
Suggested adding WHEREAS paragraphs as follows:
WHEREAS, Redoubt Avenue would never connect to this portion of the section line;
WHEREAS, Fred Pearson became a resident of the State of Alaska in 1952 or 1953,
built the road in the late 1950's, and received a patent for homesteading in the area in
1965;
MOTION:
Commissioner Navarre MOVED to postpone Resolution No. PZ11 -24, requested
Administration return with a new resolution and requested UNANIMOUS CONSENT.
Commissioner Bryson SECONDED the motion. There were no objections. SO
ORDERED.
ITEM 6: UNFINISHED BUSINESS -- None
ITEM 7: NEW BUSINESS
7 -a. Discussion /Recommendation -- Ordinance No. 2560 -2011 - An
ordinance of the Council of the City of Kenai, Alaska, amending Kenai
Municipal Code Section 12.25.030, "Leaving of Junked or Illegally Parked
Vehicles," to amend the definition of what is a "Junk Vehicle."
Kebschull reviewed the lay down of the Substitute Ordinance No. 2560 -2011 --
Amending Kenai Municipal Code Section 12.25.010, Definitions to Add Definitions for
Operative Vehicle and Inoperative and Amending Kenai Municipal Code Section
12.25.030, "Leaving of Junked or Illegally Parked Vehicles," to Amend the Definition of
What is a "Junk Vehicle."
Commissioner comments included:
• Noted in Section 2(e) and (f) vehicle should be defined as the

manufacturer intended.
• Inquired as to how the code was enforced. Kebschull noted it varied from
case to case, including the owner paid to remove the vehicle, the City could help pay to
remove the vehicle, or an abandoned vehicle could be removed at City expense.
• Requested public comment.
Twait opened the meeting to public comment.
Alan Poynor, 4560 Wolfe Street, Kenai -- Noted that people who restore vintage cars
could store inoperative cars for a long period of time and the code should not apply to
them.
Administrative Assistant Carver noted the owners could purchase vintage plates.
There being no one else wishing to speak, the public hearing was closed.
MOTION:
Commissioner Navarre MOVED to amend Ordinance No. 2560 (Substitute) to delete
the first vehicle in Section 2(e), recommended Section 2(e) and (f) be forwarded to
Council, requested Administration prepare for Council a consideration for Section 2(b),
and requested UNANIMOUS CONSENT. Commissioner Bryson SECONDED the
motion. There were no objections. SO ORDERED.
ITEM 8: PENDING ITEMS -- None
ITEM 9: REPORTS
9 -a. City Council -- Council Member Bookey reviewed the July 6, 2011 City
Council Action Agenda included in the packet.
9 -b. Borough Planning -- Commissioner Bryson reported the next meeting
would be July 18, 2011.
9 -c. Administration -- Kebschull reviewed the Quarterly Reports included in
the packet; noted the Comprehensive Plan was on track with a meeting with local
Native Associations on July 14, 2011; an information item regarding the public
participation plan would be forthcoming; and, a meeting with the Senior class at Kenai
Central High School was planned for after school restarted in the fall.
ITEM 10: PERSONS PRESENT NOT SCHEDULED
Mark Schrag, 312 Princess, Kenai -- Spoke against "sprawl" within Kenai.
