Twait read the rules of public speaking and opened the meeting to public hearing.
Charles Winegarden, 309 Princess -- thanked the Commission for their work, noting
areas of agreement and disagreement.
Colleen Ward, 708 Magic -- spoke against the resolution, and in favor of the Council
ordinance.
Commissioner Navarre asked Ward if she believed part of the land use table should be
presented to the Council without the entire table. Ward answered yes.
There being no one else wishing to speak, the public hearing was closed.
Commissioner comments included:
Navarre reported he was in favor of working through all parts of the Land Use Table
rather than each area separately before forwarding it to Council.
Koester spoke against moving forward until all work was done.
Bryson noted 67% of the RR1 zone was more restrictive, with 40% changed to not
allowed. He suggested a public hearing at the Council level.
Knackstedt noted he would like to continue working on the Land Use Table as a whole.
MOTION:
Commissioner Knackstedt MOVED to postpone PZ11 -30 until the Planning and Zoning
Commission is prepared to make recommendations to Council with the understanding
that the Planning and Zoning Commission is dedicated to completing the Land Use
Table in its entirety. Commissioner Navarre SECONDED the motion.

5 -b. PZ06 -26 - A public hearing to consider revocation of Conditional Use
Permits for Cabin Rentals, Lodging 86 Guide Service, for the properties
known as Lots 4 85 5, Angler Acres Subdivision Part 3 (1035 86 1045
Angler Drive). At the August 11, 2010 meeting, the Commission
postponed revocation action for 1 year to provide an opportunity for the
permit holders to comply with conditions of the permits. Properties are
owned and operated by Rick 86 Steve Voth, Captain Bligh's Beaver Creek
Lodge, 1035 Angler Drive, Kenai, Alaska.
MOTION:
Commissioner Bryson MOVED to amend Resolution No. PZ06 -26 by substitution.
Commissioner Koester SECONDED the motion.
Administrative Assistant Carver reviewed the staff report included in the packet,
noting the addition of the lay down and noting the property was in full compliance at
present.
Kebschull recommended dismissal under Finding No. 18 in Resolution No. PZ06 -26:
• That the Commission dismisses the revocation and the permit will
continue to operate under the requirements of KMC 14.20.150(g), and the following
specific requirements: Lodging, Guiding, Use restricted to 3 guide boats, continue
enforcement of house rules for properties.
MOTION:
Commissioner Navarre MOVED to correct the typographical error on page 33 and
Commissioner Bryson SECONDED the motion. There were no objections. SO
ORDERED.

7 -a. Discussion -- Setting special meeting to hold a work session to continue
review of Land Use Table.

Commissioner Koester expressed concern with items falling off the table at the Council
level after the October election, and recommended holding a work session to continue
work on the Land Use Table.
Deputy Clerk Hall read Kenai Municipal Code 1.15.050(e) into the record.

After brief discussion, a work session was set for August 16, 2011 from 6:00 to 9:00
p.m. with a light meal provided.
7 -b. Discussion -- Outdoor Wood Burning Boilers
MOTION:
Commissioner Navarre MOVED to request City Council enacts a moratorium on the
construction and use of outdoor wood burning appliances and structures within the
residential zoning districts of the City of Kenai. The moratorium shall not include the
casual use of grills or outdoor ovens used for preparation of food. Commissioner
Knackstedt SECONDED the motion.
Navarre reported he wanted to protect the public and environment.
Kebschull reported on the time table of the draft ordinance.
Koester requested clarification of legality of a moratorium.
Kebschull reported they must be time specific and serve a public purpose.
Twait opened the hearing to public comment.
Kristine Schmidt, 513 Ash Avenue -- suggested a nuisance ordinance regarding
smoke rather than a moratorium on wood burners.
There being no one else wishing to speak, the public hearing was closed.
Bryson reported he believed a moratorium was premature.
Navarre withdrew his motion.
MOTION:
Commissioner Navarre MOVED to request City Council enacts a moratorium on the
construction and use of outdoor wood burning boilers.
MOTION FAILED FOR LACK OF SECOND.

9 -a. City Council -- Council Member Gabriel reviewed the action agenda
items from the August 3, 2011 Council meeting which were included in the packet,
and commended the Commission on their work on the Land Use Table.

ANALYSIS
General Information:
KMC 14.20.185 details the definition, intent, and permit application process
for Encroachment Permits. Code also lists the review criteria that should be
considered by the Planning and Zoning Commission when determining if a
permit should be granted. The Commission is to establish that the following
conditions exist before issuing an Encroachment Permit:
1. An encroachment as defined in KMC 14.20.185 (a) exists.
2. The encroachment does not encroach upon a Federal, State or
City right -of -way or utility easement.
3. The issuance of the encroachment permit will not authorize a
use which is a not a principal permitted use in the zoning district
in which the property is located.
4. The encroachment is not located across a platted lot line.
On June 20, 2011, the City received a call concerning a deck being
constructed on an adjacent property. The City's Building Official inspected

the property and verified from an as -built on file, the deck being construction
was in violation of Kenai Municipal Code 14.20.200 (a) (4) Accessory
Structures (the deck encroached into the side yard setback). The Building
Official contacted the property owner, Robert Myles, and advised him to
cease further construction. Mr. Myles was advised the setbacks required the
deck placement be at least 3' from the property line.
On June 27, 2011, the Building Official inspected the property and found the
property owner had continued and completed construction of the deck. A
letter was sent to Mr. Myles informing him that he had 14 -days to contact
the City to discuss compliance options. Mr. Myles notified the City that he
intended to have the property surveyed on July 11, 2011, to verify property
lines.
On July 19, 2011, the City verified the property corners had been marked but
having had no contact with the property owner, sent a final letter informing
Mr. Myles enforcement action against the property would begin August 4,
2011. Mr. Myles received that notice on July 22, 2011.
On July 25, 2011, the applicant met with the City Planner, Planning
Assistant, and the Building Official to discuss options for the deck. Mr.
Myles indicated the deck was constructed into the side -yard setback creating
an encroachment of 2'10" (2" from the side lot line).
Mr. Myles is applying for an encroachment permit for the deck. The
application states the encroachment is 2'10" into the required 3' setback.
With the information provided it is impossible to verify the actual
encroachment.
To issue the permit, the Commission must determine that the application
meets the following criteria:
r An encroachment as defined in KMC 14.20.185 (a) exists. KMC
14.20.185 (a) defines encroachment as, "means any object or
structure above or below ground and constructed or located in a
manner other than set forth in the Development Requirements
Table." The deck is constructed in the setback and meets the
definition of an encroachment.
The encroachment does not encroach upon a Federal, State or City
right -of -way or utility easement. There is no right -of -way or
easement along this lot line.
The issuance of the encroachment permit will not authorize a use
which is a not a principal permitted use in the zoning district in
which the property is located. Decks are permitted accessory
structures in this zone.
➢ The encroachment is not located across a platted lot line. The

applicant has indicated the deck does not cross the platted line.
However, without an as -built of the property the City is unsure of
the actual location.
Building Official:
The deck is exempt from building permit requirements, but not exempt from
zoning setbacks. There is no minimum building setback for a deck under 30"
high.
RECOMMENDATIONS
The deck was built after the City advised the property owner to cease
construction. If Mr. Myles had contacted the City, he would have been
advised of the setback requirements. Even though the deck does not seem
to have affected adjoining property owners, the encroachment appears
excessive. This property is located in the Suburban Residential Zone. The
intent of the zone is "to provide for medium density residential development
in areas which will be provided with common utility systems." The code
goes on to note, "The specific intent in establishing this zone is: (1) To
separate residential structures to an extent which will allow for adequate
light, air, and privacy; (2) to prohibit uses which would: (A) Violate the
residential character of the environment..." The setbacks in the zone are
intended to preserve the separation.
Building Official Floyd notified the property owner prior to the completion of
the deck that a violation existed. The property owner completed the deck
against the recommendation from the City Official. The Building Official
believes the deck may cross the property line. If the deck crosses the
property line, an encroachment permit cannot be issued. An as -built of the
property will be required to determine actual location of the deck.
Recommend the Encroachment permit be denied.
If the Commission grants the encroachment, recommend:
1. An as -built of the property must be provided to verify the deck
does not cross the property line. As -built must be provided prior
to issuance of the encroachment permit.

ENCROACHMENT DEFINITION (KMC 14.20.185(a))
"Encroachment" means any object or structure above or below ground and constructed or located in a
manner other than set forth in the Development Requirements Table.
ENCROACHMENT PERMIT (KMC 14.20.185)
Section 14.2"0.185 of the Kenai Municipal code outlines regulations for an encroachment permit. An
encroachment permit is the relaxation of the development requirements of this chapter to remedy
encroachments which do not fall under Section 14.20.050, nonconforming uses and which satisfy the
requirements of financial institutions.
YOU MUST SATISFY THE REQUIREMENTS FOR AN ENCORACHMENT PERMIT AS
OUTLINED IN KMC 14.20.185 BELOW.

The Planning and Zoning Commission shall establish a finding that all the conditions set forth in
subsections (d)(1) through (d)(4) of this section have been found to exist before issuing an encroachment

To whom it may concern;
I recently replaced an old deck with a new one and now I am being told I built to close to the property
line. This was not my intension to do this. Before I started this project I talked with my neighbor and
asked if he knew where the property line was. He stated that he had the property surveyed when he
bought the lot between us. From what he showed me I am app. 35" from this line.
After receiving your letter informing me that I am not in compliance with City Code I contacted Mr. Roy
Whitford ( Whitford Surveying) to have my lot Surveyed. This work is scheduled for the week of July 11tH
2011.

I would like to request reconsideration of PZ11 -30 (A resolution of the Kenai Planning
and Zoning Commission recommending Kenai City Council amend Kenai Municipal
Code 14.22.010, Land Use Table, to make comprehensive changes to the uses allowed
in the Rural Residential RR -1 Zoning District.) at the next meeting, August 24, 2011.
This request is in response to Council Member Molloy's statement that the effect of the
Commission's indefinite postponement is to kill the Commission's further consideration
of Commission Resolution PZ11 -30. It was not my intent to kill the resolution but to
provide for ad • 'tional time to complete the Commission's review of the Land Use Table
to be p -p. d to m. a complete recommendation to Council.

A RESOLUTION OF THE KENAI PLANNING AND ZONING COMMISSION
RECOMMENDING KENAI CITY COUNCIL AMEND KENAI MUNICIPAL CODE
14.22.010, LAND USE TABLE, TO MAKE COMPREHENSIVE CHANGES TO THE USES
ALLOWED IN THE RURAL RESIDENTIAL RR -1 ZONING DISTRICT.
WHEREAS, on April 6, 2011, Kenai City Council introduced Ordinance No. 2546 -2011
to amend KMC 14.22.010, Land Use Table, to make comprehensive changes to the
uses allowed in the Rural Residential 1 (RR -1) Zoning District; and,
WHEREAS, on April 6, 2011, Kenai City Council postponed action on Ordinance No.
2546 -2011 until May 18, 2011, to provide an opportunity to send the Ordinance to the
Planning & Zoning Commission to hold work sessions and a public hearing and to
send their recommendations to City Council for a public hearing on May 18, 2011;
and,
WHEREAS, the Planning & Zoning Commission held a work session on April 27, 2011
and during their regular meeting on April 27, 2011, voted against holding a public
hearing on the proposed Ordinance citing the need for additional time to conduct a
comprehensive review of the entire Land Use Table for all residential zones in the City
and that with the beginning of an update to the City's Comprehensive Plan, the time
may not be appropriate for an amendment; and,
WHEREAS, on May 18, 2011, Kenai City Council held a public hearing and postponed
action Ordinance No 2546 -2011 and requested the Planning & Zoning Commission
hold additional work sessions and a public hearing and to send a recommendation to
Council for Council's August 17, 2011 meeting; and,
WHEREAS, the Planning & Zoning Commission held work sessions on June 8, June
22, July 13, and July 27, 2011; and,
WHEREAS, during the work sessions, the Commission reviewed land use in the City of
Kenai considering lot size, density, city infrastructure including water and sewer and
street construction, and location of subdivisions so that this information could be
used to make informed recommendations when reviewing the proposed ordinance;
and,
WHEREAS, based on the review of land use and development in the City, the
Commission finds that the existing zoning for the two (2) areas in the City of Kenai
that are zoned as RR -1, which are the Three W's Subdivision and the area generally
known as the "MAPS Area may not accurately describe these two areas;" and,

WHEREAS, the Commission recommends that during the Comprehensive Plan update
that zoning in the City of Kenai be reviewed for possible changes and rezones based on
development; and,
WHEREAS, residents of these areas in the RR -1 Zoning District have expressed
significant concerns about the presently allowable types of land uses which are
permitted or are conditional uses in their neighborhoods under the Land Use Table for
the RR -1 Zoning District; and,
WHEREAS, residents of these areas in the RR -1 Zoning District have made
presentations to the Kenai City Council, Planning and Zoning Commission and
Administration regarding their concerns and their proposed solutions; and,
WHEREAS, residents of these areas in the RR -1 Zoning District desired to
collaboratively work with the City through the public process to amend the land use
table in order to promote the residential character of their neighborhoods, as follows:
Protect against incompatible land uses;
Preserve low density residential development;
Prevent land uses that generate heavy traffic; and
Support a stable and predictable setting for future investment; and,
WHEREAS, after listening to the concerns of the RR1 neighborhoods, the Commission
agreed neighborhoods should be protected from some commercial uses and that other
neighborhood zones in the City should also be protected; and,
WHEREAS, the ordinance proposes to amend the Land Use Table in KMC 14.22.010 to
make comprehensive changes to the uses allowed in the RR -1 Zoning District,
including changing many "conditional uses" to not permitted," and providing for
certain conditional uses for properties along the Kenai Spur Highway within the RR -1
Zoning District; and,
WHEREAS, the Commission believes that the proposed ordinance is too restrictive and
that the existing process required for conditional uses in the City provides the
protection necessary while allowing uses that can be operated without adversely
affecting neighborhoods; and,
WHEREAS, the Planning and Zoning Commission recommends several changes from
the changes proposed in Ordinance No. 2546 -2011 to KMC 14.22.010, Land Use
Table; and,
NOW, THEREFORE, BE IT RESOLVED THAT THE THAT THE PLANNING AND ZONING
COMMISSION RECOMMENDS THAT THE COUNCIL OF THE CITY OF KENAI,
ALASKA, AMEND KENAI MUNICIPAL CODE 14.22.010, LAND USE TABLE AS SHOWN
ON ATTACHMENT A:

Communications tower /antenna(s) allowed as a principal permitted (P) use if the applicable conditions set forth in KMC
14.20.255 are met or a conditional use (C) if the applicable conditions set forth in KMC 14.20.255 and 14.20.150 are met.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AMENDING
KMC 14.22.010, LAND USE TABLE, TO MAKE COMPREHENSIVE CHANGES TO THE

WHEREAS, there are two (2) areas in the City of Kenai that are zoned as Rural
Residential RR -1 Zoning Districts ( "RR -1 Zoning District "), which are the Three W's
Subdivision and the area generally known as the "MAPS Area;" and,
WHEREAS, in 1985, the residents of the MAPS Area desired to have the MAPS Area re-
zoned from Rural Residential (RR) and Suburban Residential (RS) Zoning Districts to
the RR -1 Zoning District, and the City of Kenai re -zoned the MAPS Area to the RR -1
Zoning District; and,
WHEREAS, in 1986, the residents of the Three W's Subdivision desired to have the
Three W's Subdivision re -zoned from Rural Residential (RR) Zoning District to the RR-
1 Zoning District, and the City of Kenai re -zoned the Three W's Subdivision to the RR-
1 Zoning District; and,
WHEREAS, historically, residents of these areas in the RR -1 Zoning District have been
actively engaged in zoning issues and processes affecting their neighborhoods,
expressing their desire to maintain the development of their neighborhoods as low
density residential development that creates a stable and attractive residential
environment; and,
WHEREAS, residents of these areas in the RR -1 Zoning District have expressed
significant concerns about the presently allowable types of land uses which are
permitted or are conditional uses in their neighborhoods under the Land Use Table for
the RR -1 Zoning District; and,
WHEREAS, residents of these areas in the RR -1 Zoning District have made
presentations to the Kenai City Council, Planning and Zoning Commission and

Zoning District, including changing many "conditional uses" to "not permitted," and

within the RR -1 Zoning District.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, as follows:
Section 1. Form: This is a Code ordinance.
Section 2. Amendment of the Kenai Municipal Code, KMC 14.22.010: The City of
Kenai Municipal Code 14.22.010, Land Use Table, is hereby amended as shown on
Attachment A to this ordinance.
Section 3. Severability: If any part or provision of this ordinance or application
thereof to any person or circumstances is adjudged invalid by any court of competent
jurisdiction, such judgment shall be confined in its operation to the part, provision, or
application directly involved in all controversy in which this judgment shall have been
rendered, and shall not affect or impair the validity of the remainder of this title or
application thereof to other persons or circumstances. The City Council hereby
declares that it would have enacted the remainder of this ordinance even without such
part, provision, or application.
Section 4. Effective Date: Pursuant to KMC 1.15.070(f), this ordinance shall take
effect one month after adoption.

Under KMC 14.05.010(x)(3), the Planning and Zoning Commission is required to,
"Review the City of Kenai Comprehensive Plan on an annual basis and conduct a
minimum of one (1) public hearing. Said recommendations shall be forwarded to the
Council for consideration."
Attached is my review of the implementation measures and actions taken to date.
Because we have started the update of the Comprehensive Plan, there has been very
little activity this year. This chart has been updated to show any updates in status from
last year.
There were two rezones since last year's update. I have listed the information on those
rezones. These rezones require an update to the maps in the Comprehensive Plan.
Attached are the updated land use and zoning maps showing changes as result these
rezones.
Unless the Commission provides other direction, a public hearing will be scheduled for
your September 14th meeting.

A RESOLUTION OF THE KENAI PLANNING AND ZONING COMMISSION
RECOMMENDING KENAI CITY COUNCIL ADOPT UPDATED ZONING AND LAND
USE MAPS FOR THE COMPREHENSIVE PLAN FOR THE CITY OF KENAI.
WHEREAS, The Kenai Peninsula Borough Ordinance 90 -31 delegated authority to the City of
Kenai to make Land Use Amendments to the Comprehensive Plan; and,
WHEREAS, Kenai Municipal Code requires the Commission to review the Comprehensive Plan
on an annual basis; and,
WHEREAS, The City of Kenai Comprehensive Plan was adopted in 2003; and,
WHEREAS, Amendments to the Official Zoning Map require updates to the Zoning and Land
Use Plan maps within the Comprehensive Plan; and,
WHEREAS, the last update to the Zoning and Land Use Plan maps in the Comprehensive Plan
occurred in August of 2010; and,
WHEREAS, Amendments to the Official Zoning Map have occurred since August 2010
requiring an update to the Zoning and Land Use Plan maps within the Comprehensive Plan; and,
NOW, THEREFORE, BE IT RESOLVED, that the Planning and Zoning Commission
recommends that the Kenai City Council update the City of Kenai Comprehensive Plan with
adoption of the updated City of Kenai Zoning, and Land Use Plan Maps as shown on Attachment
A (Map 6), Attachment B (Map 10), and Attachment C (Map 11).

Commissioner Romain's position with the Kenai Peninsula Borough has required him to
be working in Homer. Commissioner Romain has been absent from the last four (4)
Commission meetings: June 22nd (excused), July 13th, July 27th, and August 10th.
spoke with Mr. Romain and he would like to remain on the Commission and believes
that the work in Homer will require him to miss several additional meetings.
Kenai Municipal Code 1.90.050(b) states"
"If the commission, committee or board member shall be absent,
without the body excusing the absence for good cause, from more than
one -half of all the meetings of his or her committee, commission or board,
regular and special, held within any period of three (3) consecutive
calendar months, he or she shall thereupon cease to hold the seat. A
commission, committee or board member may not have more than three
(3) excused absences during a twelve (12) month calendar year."
The Commission has the authority under KMC 1.90.050(b) to find that Commissioner
Romain's absences are for good cause.

1.90.050 Proceedings.
(a) All boards, commissions and committees will have regularly scheduled meetings which shall be open to the
public. Exceptions to the meeting requirements shall be established by Council. Permanent records or minutes
shall be kept of all proceedings and such minutes shall record the vote of each member upon every question.
Every decision or finding shall immediately be filed in the office of the City Clerk and shall be a public record
open to inspection by any person. All acts of boards, commissions and committees are subject to the paramount
authority of the City Council.
(b) If the commission, committee or board member shall be absent, without the body excusing the absence for
good cause, from more than one -half of all the meetings of his or her committee, commission or board, regular
and special, held within any period of three (3) consecutive calendar months, he or she shall thereupon cease to
hold the seat. A commission, committee or board member may not have more than three (3) excused absences

through the wooded area until it nears the
edge of the Kenai River Bluff. End trail at
overlook / interpretive destination or
continue in a westerly direction to Peninsula
Avenue. Future bluff erosion project includes
plans for a trail; connect to this trail, as
appropriate.
Amenities - Overlook near edge of the
Kenai River Bluff with a bench facing south -
southwest and a protecting railing and
interpretive information on native history,
geological processes, Old Town history,
wildlife (salmon), mountains and volcanoes.
Existing Conditions - Ryan's Creek runs
southward through a ravine with steep
vegetated slopes until it's mouth, where it
widens and has steep sandy eroding banks just
before reaching the Kenai River. It has a level
wooded area on west side, adequate for trail
construction. There are informal trails and
evidence of recent camps and possible
archeological sites such as native storage pits
and /or barabaras. At the southern edge, there
are views of the Kenai River and Cook Inlet,
but no pedestrian access to the beach from
the steep and unstable bluff.

Short Term: Upgrade trail on east side of Ryan's
creek with a Level 5 trail, connecting Main Street Loop
to the existing bridge and the Safeway parking lot.
Construct new Level 5 trail on west side of creek
north of the bridge to Granite Point Street.
Mid Term: Construct a Level 4 trail on the west side
of the creek connecting Main Street Loop to the
bridge.
Amenities: Existing bridge to remain. Replace or
repair chain link fence and remove the fence section closest
to bridge. Add bollards to control motorized access. Plan
for open lawn area, benches and picnic tables in the large
wooded area south of the bridge.
Existing Conditions - This is a highly -used area with
existing gravel trails south of the bridge on both sides of
Ryan's creek, and additional informal routes throughout the
wooded areas. The pedestrian bridge is located midway
along the block, behind Safeway. An existing fence (chain -
link with slats) provides a
separation between Safeway and
the greenbelt.

Segment 4 - Granite Point Street to Airport Way

Recommended Trail Location &
Description - Construct a new trail on east, side of
Ryan's Creek connecting Granite Point Street to
Airport Way, meandering through woods in the
southern half of the corridor.
Amenities - Provide a vegetative screen between
new trail and adjacent commercial development in the
NE section of the corridor.
Issues - Pedestrian crossings, such as striping and
signage, are needed to provide safe crossing at both
streets.
Existing Conditions - Heavily wooded stretch of
Ryan's Creek with very few informal foot - paths. Either
side of the creek could support a trail. A small drainage
flows into the creek from the west requiring a bridge
crossing. There was evidence of recent camps in the SE
area and a possible native cache /storage pit on the
northwest side of the creek. The NE corner of this
corridor is the least pleasant and offers the least amount
of space for the trail.

Segment 5 - Airport Way to HEA Access Road

Recommended Trail Location &
Description - Construct a Level 4 trail along the
east side of Ryan's creek from Airport Way
northward to about midway along the HEA property
where the creek shifts to the east. Cross the creek
with a boardwalk and meander the trail inside the
edge of the trees to avoid the wetland area. Turn
eastward and cross the wetland using a boardwalk.
Continue with a Level 4 trail to HEA Access Road
ROW.
Issues - Wetland crossings may require boardwalk
construction. Obtain permission from the State of
Alaska to construct trail on state property between
the existing chain link fences, along the north border
of HEA property.
Existing Conditions - Southern section is
densely wooded narrow greenbelt with 2
drainages entering from the west and a bermed
creek bed. The northern portion of the trail is
very flat and wet. The trail section which
would connect municipal property to the HEA
Access Road ROW follows a narrow fenced
corridor on State owned property.

Recommended Trail Location & Description - Trail follows existing driveway along HEA
Access Road to Marathon Road. Construct a new trail entering Daubenspeck Park from Marathon Road,
north of the intersection and south of the future park parking lot. Connect to any existing trails within
the park and /or provide a through route to the east side of the park, generally along the southern edge of
the park, with spurs to destinations within the park, as appropriate.
Amenities - Provide pedestrian crossing with striping and signage on Marathon road for the trail
crossing.
Existing Conditions - HEA Access
Park currently has two new picnic
shelters. The southern portion of
the park site has very little
vegetation except near the lake.

Construct trail to connect the Princess Street
neighborhood to Daubenspeck Park. Beginning at
Daubenspeck Park„ follow the Magic Avenue ROW east,
travel through city property (fire training facility), then
construct boardwalk, as required, to cross the wetland and
creek. Meander through woods north of Magic Avenue
ROW and end at Princess Street intersection.
Amenities - A future trail head and parking lot on the
NW corner of the Magic Avenue and Princess Street
intersection.
Issues - Numerous wetlands may require permitting and
specialized trail construction techniques.
Existing Conditions - The creek is a small shallow
flowage through slightly wet terrain with gently side slopes.
There is an existing bermed water channel flowing
westward into #2 Creek from Princess Street and an
informal trail parallel to that drainage.

Construct trait along the west side of — ?_ Creek
keeping to the higher areas and meandering within the
woods where space allows. Provide a stub to adjacent
commercial development, as appropriate.
Provide boardwalk sections in wetlands and on south
end of trail to cross the creek and meet up with the
existing walkway along the highway. The
boardwalk / trail could split and branch to
meet up with the sidewalk along the Spur
Highway on both the west and east sides of
the existing bridge.
Existing Conditions - Creek is small
with low flow. Topography is gently sloped
with some wetland areas on the north half of
the segment.
Southern portion of the creek corridor
widens and becomes very wet. There is a
steep 6 -10 foot climb from the creek to the
highway elevation

access ROW at the end of Tern Avenue.
Construct a Level 3 Trail within the public
access ROW.
Issues: Narrow greenbelt property with
steep side slopes is limiting the ability to
construct a trail.
Existing Conditions: The greenbelt
parcel is narrow and the creek corridor is
steep along the northern half of this route,
making trail construction a challenge. The

construct trail within the Erwin Street ROW
to Bridge Access Road.
Amenities: Directional Signage at Bridge
Access Road entrance.
Issues: Obtain public access easement to

Existing Conditions - Heavily wooded

Boardwalk
Length:
Location & Description: Construct trail from the
parking lot on the north side of the existing ball fields,
following the western edge of the ball fields and
meandering within the wooded area at the top of the
ravine. After passing the ball fields the trail will traverse
the edge of the ravine and gradually descend to the creek
drainage area. Provide boardwalk to cross the drainage.
Follow the western edge of the drainage until the trail
connects to the existing trail near or at the parking lot.
Amenities: Benches and directional signage at trail
intersection. Provide a widened overlook space along the
boardwalk with educational and interpretive information.
Issues: Wetlands areas may require boardwalk
construction.
Existing Conditions: A very deep creek ravine with
steep wooded side slopes above a wide creek corridor
and wetland area. Topography flattens out toward the
mouth of the creek.

creek with a boardwalk and gradually meander up the west side of the ravine in a southwesterly direction
then turn westward to connect to North Forest Drive.
Spur: Construct a trail spur to the end of 2nd
Avenue on west side of the Creek
Amenities: Directional signage and benches
Existing Conditions - There is an existing
graded slope from Spruce Street to the creek. The
creek is very narrow at this point. The west side of
the creek is a gently sloped wooded area. A steep
informal sandy trail exists in the Kenai Spur Highway
ROW between Forest Drive and the creek.

Trail Width & Shoulders 6 - 16 foot wide grass corridor for a variety of low volume year —round recreational use. A
worn central tread area may occur naturally over time.
— 6 foot wide trail in areas with challenging terrain, more cross - slope, wet soils, or other restrictions.
— 8 -12 foot wide corridors are the standard - a mix of hiking, snowshoeing, biking, informal skiing, low volume equestrian.
— 16 foot wide corridor for ski routes that are groomed for both classic and skate ski.

design of 6 foot wide paved trail with 4 foot shoulders on each side or a trail with one 2 foot and one 6 foot wide
