Janice Chumley, Cooperative Extension Service -- Alaska Weed Awareness Chumley applauded the City's efforts in taking a pro - active stance with respect to controlling problematic weeds and added, common tansy in the Kenai area was still of some concern. Chumley reported the Kenai Peninsula Weed Smackdown would be held Saturday, June 25, 2011 and invited the Committee to participate as a team. ITEM 5: OLD BUSINESS 5 -a. Discussion -- Volunteer Plant Day The Committee reviewed a suggested list of flowers for various beds throughout the City. General discussion occurred. Comments included: Member Gabriel would plant the Re -Max bed the week of June 6, 2011. Member Schloeman would finalize her suggested design for the Blue Star Memorial and forward it to Director Frates. Member Canady recommended alyssum for the Leif Hansen Memorial Park sign bed. Mayor Porter would plant at the Visitors Center. ITEM 6: NEW BUSINESS -- None ITEM 7: REPORTS 7 -a. Committee Chair -- None 7 -b. Parks & Recreation Director -- None 7 -c. GOAL: Continue to work toward protection, care, and enhancement of the City's urban forest, BACKGROUND: Department has been actively increasing canopy coverage in targeted areas throughout town these past live years. Since 2007, a total of seventy - eight trees have been planted along with approximately 200 shrubs, excluding memorial plantings at LH Memorial Park. This trend needs to continue into the future as does a need for a formalized tree maintenance, assessment, and inventory process. OBJECTIVE: To continue increasing the beauty and appeal of parks, right -of -ways, open space and recreation areas within the City of Kenai. ACTIONS /STRATEGIES: • Continue to introduce a diversity of trees and shrubbery that will provide for long -term coverage. • Provide moose protection (cage) for all newly planted trees. • Identify parks, right-of-way, open space and recreation areas for minimum ten new plantings. • Perform a tree assessment & inventory of all park, open space and recreation areas. • Formalize annual tree maintenance program. • Continue coordinating with State Forestry and local landscapers for meeting staff training needs. • Continue windshield surveys for identification of hazardous and dead trees. B. PARKS & STREET SCAPES 2. GOAL: Continue improvement of streetscape elements along prominent corridors and park areas. BACKGROUND: It is the desire of the Beautification Committee to add visual appeal to various street corners and park areas, i.e., concrete pad, bench, flowerboxes and trees, and landscape pavers. Other incorporated corners or locations may only include shrub /flowerbeds upgrades, banners, or winter decorations. A draft quality control inspection program was developed in Spring 2011 for implementation in summer 2012. OBJECTIVE: Increase functionality and aesthetics of targeted street corridors and parks. ACTION /STRATEGIES: • Formalize plan and associated costs. • Target Walker and Spur Hwy for first implementation. • Expand static winter displays to Leif Hansen Memorial Park. • Expand winter lights along Spur Hwy leading west to Forest Drive. • Complete staining of flower boxes. • Add sidewalk addition to Blue Star Memorial. • Implement LH Memorial Park flowerbed design work. • Provide landscaping for Soccer Complex sign. • Provide landscaping for Municipal Park sign. • Provide landscaping for All- American City sign. • Budget and implement continuation of Leif Hansen Memorial Park flowerbed makeover as needed. • Finalize & implement standardized quality control inspections. C. INVASIVE WEEDS 3. GOAL: Continue to control spreading of invasive weeds in Kenai park lands and right -of -way areas. BACKGROUND: The expanding presence of highly invasive weeds is on the incline statewide and in Kenai. Of particular concern is Tansy, Yellow Hawkweed, Orange Hawkweed, Dandelions and to a lesser degree,'Foadflax. The department assisted with a one -day weed pulling event with USFW & the local Cooperative Extension Service in 2011. The department should take the lead and provide a couple events throughout the summer. OBJECTIVE: Continue to control spreading of invasive weeds in Kenai park lands and right -of -way areas. ACTION /STRATEGIES: • Continue working with local Cooperative Extension Service. • Continue staff training on weed identification. • Coordinating a weed pulling day utilizing community volunteers. • Continue removal efforts either by chemical means or mechanical removal. • Obtain State of Alaska Pesticide Certification for select staff members. • Target areas to date include Spur Hwy corridor, cemetery, Community Gardens, Kenai City Shop, LH Memorial Park, South Forest Drive. D. UNDERGROUND SPRINKLER PROJECTS 4. GOAL: Install underground sprinkler system. BACKGROUND: Erik Hansen Scout Park is one of the most heavily utilized parks within the system during the summer months. Park was targeted in summer of 2011 for a redesign of its flowerbeds. Shrubs and flowers were incorporated along with drift wood, rocks, bark, wood border, and flower planters for visual appeal. A automated sprinkler system will save on staff watering time. OBJECTIVE: Install underground sprinkler system to increase health of turf, conserve water consumption, and save on staff watering time. ACTION /STRATEGIES: • Obtain cost estimates for electrical needs (Scout Park). • Perform design work to include psi test, lateral lines, placement of manifold, number of sprinkler heads (Scout Park). • Perform cost estimates and order material and supplies (Scout Park). • Explore costs for sprinkler project located at the Kenai Sports Complex. E. VOLUNTEERISM 5. GOAL: Effectively utilize volunteers for planting, maintenance and weed pulling activities. BACKGROUND: Each summer the department utilizes volunteers to plant certain areas. Additionally, volunteers from the court system are sometimes used to achieve maintenance needs. OBJECTIVE: Save staff time so resources may be spent performing other related work. Effective utilization fosters community pride, builds important relationships and provides a means of recreation and socialization. ACTION /STRATEGIES: • Determine needs for volunteer plant day. • Explore setting up weekly or bi- weekly volunteer bed maintenance schedule. • Continue promoting Adoption programs (Adopt -a- Garden, Adopt -a- Bench, Adopt -a -Park, Adopt -a- Trail). • Investigate adding an Adopt -a -Tree program. Most trails are proposed on publicly owned lands along the Shqui Tsatnu Creek, Kili Betnu Creek and Shl<'itulc'tnu Creek drainage corridors, including the Municipal Park area. This plan represents the city's vision for pedestrian connectivity and access to its recreation and natural assets. Within this plan, each of the four trail areas shown in the map below are divided into trail segments. Priority rankings in this plan are intended as recommendations; as Kenai grows and changes, trail construction priorities may also change. The criteria used to rank the trails included: Use - Current use of the area as indicated by the presence of informal footpaths Location - The proximity of the trail to recreation or commercial destinations, such as parks, viewing areas, stores, and public facilities. Trails that are located where there is the potential for high pedestrian activity including a wide mix of pedestrians, such as residents & tourists, and a mix of both recreational and transportation uses. Constructability - How easy and affordable is the construction is determined by the topography, soils, vegetation, hydrology and accessibility. Evaluation of this criteria was, at this stage, very preliminary. All trails will require in depth analysis of these elements prior to design and construction Trail Lengths - The trail segment lengths are estimates for early planning purposes only. Actual lengths will be determined by the design engineer or architect and will be based upon the conditions of the area. Boardwalk lengths are especially unpredictable and will be determined through the permitting process. Wetland regulations will dictate the need for boardwalk construction. Existing Conditions - Kili Betnu Creek runs southward through a ravine with steep vegetated slopes until it's mouth where it widens and has steep, sandy, eroding banks as it reaches the Kenai River. It has a level wooded area on the west side, adequate for trail construction. There are informal trails and evidence of recent camps and possible archeological sites. There are views of the Kenai River and Cook Inlet from the bluff, but no pedestrian access to the beach due to the steep and unstable bluff. KILI BETNU CREEK TRAIL Segment 2 - Spur Highway to Main Street Loop Road Rank High Trail Type Level 3: Semi Improved Trail Len h Cost Estimate 1,000 ft. Recommended Trail Location & Description - Meander trail as allowable within property boundaries. Connect to sidewalks along Spur Highway opposite Spur View Drive and along Main Street Loop Road. Provide a trail spur to the NW corner of hotel parking lot. Amenities - Benches and trail signage. Existing Conditions - Pleasant wooded corridor with some berming along the narrow, shallow, seasonally wet creek bed. No existing informal footpaths. Issues - A signaled crossing is not available for pedestrians to cross the Spur Highway to Leif Hansen Memorial Park at this location. A pedestrian crossing, such as striping and signage, is needed for safe crossing at Main Street Loop Road. Existing topography precludes construction of a tunnel. Construct new Level 4 trail on west side of creek north of the bridge to Granite Point Street. Medium Priority: Construct a Level 4 trail on the west side of the creek connecting Main Street Loop to the bridge. Recommended Trail Location & Description - Construct a new trail on the east side of Kili Betnu Creel< connecting Granite Point Street to Airport Way, meandering through woods as space allows. Amenities - Provide a vegetative screen between new trail and adjacent commercial development in the NE section of the corridor. Issues - Pedestrian crossings, such as striping and signage, are needed to provide safe crossing at both streets. Existing Conditions - This is a heavily wooded stretch of Kili Betnu Creek with very few informal foot-paths. Either side of the creelc could support a trail. A small drainage flows into the creek from the west requiring a bridge crossing. There is evidence of recent camps in the SE area and a possible native cache /storage pit on the northwest side of the creek. The NE corner of this corridor is the least pleasant and offers the least amount of space for the trail. All of the areas proposed for planting and seeding are outside the facility and well pads. No landscape beds are proposed near buildings or the parking areas. The north side of the access road to the facility site, south of the pipeline route, will be planted with a combination of evergreen and deciduous trees. A typical planting detail will be developed and submitted for subsequent approval. Existing Vegetation, Snow Storage, Dumpster, Drainage Patterns, Unusual Features The following features are included in the Preliminary Conceptual Landscape Plans for the Facility Site (Figure 1) and Well Pad (Figure 2): Locations where existing vegetation has been, and will continue to be retained; Snow storage areas; Security fencing; Access and egress routes; Routes for utilities (water, sewer, gas, electricity, telephone); Dumpster (Facility Site only); and Buildings. Drainage patterns on the Well Pad are included in Figure 2. A bald eagle nest was considered in the design and configuration of the well pad; the development provided for a 330 -foot nest protection buffer zone around the eagle nest. The drainage patterns for the Facility Site are shown in Figure 3, and site features restricting and affecting development and drainage on this site are identified in Figure 4. The facility layout and design was developed to avoid wetlands to the greatest extent practicable. Wetland impacts on the facility site were reduced to less than 0.34 acre. Building Descriptions and Dimensions Only one building will be constructed on the Well Pad; a 1,600 - square foot Motor Control and Telemetry Building (Figure 2). Figure 2 also includes the location of a containment structure that will be constructed on this site. Figure 1 (inset) identifies the locations of the buildings on the Facility Site and the separation distances. Type of Planting Materials to be Used in the Project Many of the following trees and shrubs will be planted, depending on availability, near the facility entrance, along the north side of the access road, and the berm in the southeast corner of the facility. All of the areas proposed for planting and seeding are outside the facility and well pads. No landscape beds are proposed near buildings or the parking areas. The north side of the access road to the facility site, south of the pipeline route, will be planted with a combination of evergreen and deciduous trees. A typical planting detail will be developed and submitted for subsequent approval. Existing Vegetation, Snow Storage, Dumpster, Drainage Patterns, Unusual Features The following features are included in the Preliminary Conceptual Landscape Plans for the Facility Site (Figure 1) and Well Pad (Figure 2): Locations where existing vegetation has been, and will continue to be retained; Snow storage areas; Security fencing; Access and egress routes; Routes for utilities (water, sewer, gas, electricity, telephone); Dumpster (Facility Site only); and Buildings. Drainage patterns on the Well Pad are included in Figure 2. A bald eagle nest was considered in the design and configuration of the well pad; the development provided for a 330 -foot nest protection buffer zone around the eagle nest. The drainage patterns for the Facility Site are shown in Figure 3, and site features restricting and affecting development and drainage on this site are identified in Figure 4. The facility layout and design was developed to avoid wetlands to the greatest extent practicable. Wetland impacts on the facility site were reduced to less than 0.34 acre. Building Descriptions and Dimensions Only one building will be constructed on the Well Pad; a 1,600- square foot Motor Control and Telemetry Building (Figure 2). Figure 2 also includes the location of a containment structure that will be constructed on this site. Figure 1 (inset) identifies the locations of the buildings on the Facility Site and the separation distances.
