NOTES
Council present: Mayor P. Porter, B. Gabriel, R. Molloy, R. Marquis, T. Bookey,
J. Moore
Council absent: M. Boyle
Staff present: C. Hall, R. Koch, K. Stearns, M. Kebschull, N. Carver
Mayor Porter opened the work session at approximately 6:00 p.m. It was determined
the meeting would not last longer than 2 hours and the public would not have more
than 20 minutes to speak.
Council Member Moore reported the work session was premature as there had not
been a recommendation from the Planning and Zoning Commission.
Jeff Twait, Chair of the Planning and Zoning Commission, reported on their last
meeting on August 10, 2011, noting the motion to postpone was not intended to kill
the resolution and there would be a motion to reconsider at the next meeting so the
Commission could postpone to a time certain.
Council Member Molloy gave an overview of the ordinance, noting its intent was to
promote residential neighborhoods and support stable settings for future development.
Marcie Menefee, Deputy Director, Alaska Mental Health Trust gave a history of the
Mental Health Trust and spoke against the ordinance.
Jim Sawhill, Lounsbury Associates spoke against the ordinance and suggested
compromises in the Land Use Table.
Mayor Porter opened the meeting to public hearing.
Joe Montgomery, 535 Wortham, thanked everyone for their work and noted the
process was slow.
Mark Schrag spoke against the work session being "closed."
Janine Espy encouraged the Council to look at each use separately and not "give and
take."
Colleen Ward noted the Charter outlined the public process and suggested there were
two visions for Kenai
There being no one else wishing to speak, the public hearing was closed.

General discussion occurred. There being support for postponement, the meeting was
adjourned at approximately 7:25 p.m.
