KENAI CITY COUNCIL CHAMBERS ITEM 1: CALL TO ORDER NOTES Mayor Porter called the meeting to order at approximately 6:00 p.m. Present were: Mayor Pat Porter, Ryan Marquis, Brian Gabriel, Robert Molloy, Mile Boyle, Terry Bookey, City Manager Rick Koch, Police Chief Gus Sandahl, Finance Director Terry Eubank, Parks and Recreation Director Bob Frates, Fire Department Battalion Chief Tony Prior, Deputy City Clerk Corey Hall ITEM 2: CAPITAL IMPROVEMENT PROJECT LIST Koch reviewed the FY2013 Capital Improvement Project list and general discussion occurred. No changes were suggested. ITEM 3: 2011 DIP NET REPORT Koch reviewed the 2011 Dip Net Report, noting an increase in fights and non- compliance of permits. Courtney Stroh, ROC the Kenai coordinator noted the following: • Fish carcasses everywhere Trash in dunes, fire pits and parking lots Local people were appreciative of their efforts Non - locals were not as happy with the fishery Stroh suggested lowering the fine for littering and enforcing it more. Koch noted he would have an RFP in January for the handling of fish waste and noted Representative Wagoner would be suggesting a fee for the personal use fishery permit. Sandahl reported he was working with the City Attorney to create a draft memorandum of agreement with the Borough and State regarding the South Beach, which would give the City temporary jurisdiction of the streets and outhouses and allow the city to collect fees. Molloy noted citizen complaints along Toyon Way where they had hydro seeded the bluff. ITEM 4: BEAVER LOOP ROAD Koch reviewed the lay down presented to Council, noting there would be on increase in personnel or equipment for this project. COUNCIL WORK SESSION JUNE 6, 2011 PAGE 2 OF 2 Additional lighting was requested. Porter requested beautification money if available.
