ITEM 3: APPROVAL OF MEETING SUMMARY -- August 4, 2011 The Commission did not approve the August 4, 2011 meeting summary. ITEM 4: PERSONS SCHEDULED TO BE HEARD -- None. ITEM 5: OLD BUSINESS -- None. ITEM 6: NEW BUSINESS 6 -a. Discussion -- Capital Improvement Projects Frates reviewed the Capital Improvement Project list for FY13 - FY15. Commission recommended prioritizing FY13 as follows: 1. Bleachers for Kenai Little League complex 2. Veteran Wall makeover 3. Soccer Field Irrigation 4. Signage for existing trails 5. Trails 6. Wood Chipper 7. Skate Park equipment Frates noted items one and six under FY14 were re- prioritized and items stayed the same for FY 15. MOTION: Commissioner Lambourn MOVED to approve the CIP list with signage for existing trails being kept separate from trails for FY13 and Commissioner Wilson SECONDED the motion. There were no objections. SO ORDERED. 6 -b. Discussion -- Goals & Objectives Frates reviewed the goals and objectives included in the packet and general discussion occurred. MOTION: Commissioner Lambourn MOVED to review the Goals and Objectives at the next meeting (December 1, 2011) and Commissioner Wilson SECONDED the motion. There were no objections. SO ORDERED. 6 -c. Discussion -- Trail Signage Discussion Commissioner Lambourn reported she had been working on possible signage for existing trails, including Meeks Trail, Municipal Park and Scout Park, rioting cost was approximately $10,000 and the purpose of the signs would be for cultural education, particularly for school aged children and tourists. Frates thanked Lambourn for her hard work and suggested representatives from various tribes be invited to the December meeting. ITEM 7: REPORTS 7 -a. Commission Chair -- No report. 7 -b. Director -- Frates reported on several updates and projects including the Conoco Phillips Multipurpose Facility, Boys and Girls Club grant award, position openings, and Bernie Huss Trail Disc Golf Baskets. 7 -c. Discussion -- Dip Net Report Director Frates reviewed the portion of the 2010 Dip Net Report (included in the packet) related to the Parks & Recreation Department and noted proposed changes for the upcoming season. Gus Sandahl, Police Chief -- Reviewed improvements affecting his Department, including vehicular and shared use of another Ranger, as well as other significant matters related to the Report. Commissioner comments included: • Appreciation of the report and efforts made by the City crews and staff. • Suggestion other school groups and non - profits could become involved with the fishery as potential fundraisers to support other school - related groups. ITEM 5: OLD BUSINESS 5 -a. Discussion -- Municipal Park Design Alternatives Frates provided a brief introduction of the project. Nancy Casey, Casey Planning and Design -- Casey reviewed Alternative No. 7 (a design based on public comments and Commission feedback provided at the February 28, 2011 Commission meeting) in detail and provided justification for each change. Commission comments included: • Design No. 7 would solve the safety issues and concerns expressed from various Commission members and public. MOTION: Commissioner Beeson MOVED to present Alternative No. 7 to the City Council as a plan for the Municipal Park Playground Expansion Project. Commissioner Stephens SECONDED the motion. VOTE: There were no objections. SO ORDERED. ITEM 6: NEW BUSINESS 6 -a. Discussion -- Dip Net Report Heard prior to Item 5 -a. 6 -b. Discussion -- Draft Park Study PARKS & RECREATION COMMISSION MEETING APRIL 7, 2011 PAGE 2 Director Frates presented and reviewed a draft park and open space study prepared by the Parks & Recreation Department staff and included park and open space acreage, associated amenities and park areas, maps, and history of the City's parks. Commissioner comments included: • Add a fourth column to highlight undevelopable acreage to the table on Page 9 of the study. • Appreciation for the work and effort involved in preparation of the study. • Request the study, with changes discussed, be returned for further review of the Commission at its August meeting. Director -- Frates reviewed the commission /committee information included in packet and reminded the membership of the April 21, 2011 joint work session and April 23, 2011 collaborative planning session, both related to the update of the City's Comprehensive Plan. 7 -c. Frates, Parks & Recreation Director DATE: November 23, 2011 SUBJECT: Proposed City of Kenai Sign Locations and Text Attached is a letter from Commissioner Lambourn (4/16/2011) regarding some proposed City of Kenai sign locations along with some proposed text. As mentioned at our last regular meeting, I have invited both Michael Bernard (Kenaitze Indian Tribe) and Penny Carty (President /Chief Executive, Salamatof Native Association) in order to review and discuss signage matters at our December 151 meeting. Also attached is some miscellaneous information from Fossil Industries, Incorporated. There are other companies available but this should at least help generate some ideas about design, construction and type of signage. Depending on the type of sign desired, we may be able to have them locally produced. Proposed City of Kenai Sign Locations and Text (4/16/2011) By Rebecca Lambourn To: Michael Bernard and Alan Boraas, I am proposing four signs for the purpose of cultural education for school children /field trips and tourists. Please feel free to add or delete information, verify accuracy, and give opinions. This is meant to be a starting point. By the way, there are large signs already at the Scout Park in Old Town that describe the volcano views and some ecological information about the Kenai River. Proposed sign locations and text: 1. Sign at top or bottom of Meeks trail in Old Town. (The one that starts on bluff next to the red apartments and has a bridge over the creek (Shqit Tsatnu) and ends at the beach. Proposed Text: "Site of the Russian Fort, St. Nicholas Redoubt, built in 1791 and the site of a subsequent siege of Kenai by the indigenous Dena'ina in 1797. The Cook Inlet was the focus of European colonialism with Captain's Cook (1778), Artega (1779), Fidalgo (1790), and Vancouver (1794) exploring, looking for a Northwest Passage and keeping track of each other's activities. The Russian fur traders were the first to establish forts with three fur trading posts in the Cook Inlet at Kasilof (St, George Redoubt, 1787), Nanwalek (Alexandrovsk Redoubt, 1786) and Kenai St. Nicholas Redoubt (1791). The Russians arrived at Kenai in 1791 and sailed their boat up the tidal creek seen below in the late fall, beached it and used one side for their first building. They built a permanent fort on top of the bluff a few years later. The trail you see was used in historic times for hauling supplies by horse and wagon up the bluff from barges. 2. Sign at bottom of trail starting at big dip setter parking lot at the beach next to treatment plant. The trail slopes slowly up the hill into the Municipal Park and is currently lined with a post and chain fence. Proposed Text: "You are entering the Kenai City Municipal Park which lies along the creek called Shqit Tsatnu (meaning "sloping flat cliff river" in Dena'ina). It was once the site of a Dena'ina village of j - , f houses stretching along the creek. A semi - sedentary lifescy,e was made possible here for the Dena'ina by social groups of matrilineal clan based kin and the harvesting of salmon. Found along this trail and in the park are birch bark lined cold storage pits, in which salmon could be stored in the fall for the winter and spring. Please respect the integrity of the archaeological sites and one of the ancient villages of the indigenous Dena'ina." 3. Sign at the top of the trail from the beach and in the center of the Municpal Park. Here there are two Nichil, or house pits (nichils or barabaras). Charcoal from what is presumed to be the last fire built in the house was carbon dated to approximately 1500 A.D. A rectangular outline is visible with an elevated 'tire place in the middle, a steam bath room towards the back and a smaller room off to one side. The entrance faces the freshwater creek and the morning sun. The Dena'ina were guided by the spirit and awareness of nature. COLOR SAMPLES Color Samples help insure that your finished project matches your expectations. STEP 1. You create a file, and we will use it to produce the Color Sample. Your file must be 8" x 10" and can be either a section of your panel or a collage of elements from one or multiple panels. Depending on the scope of the project, more than one Color Sample may be helpful. The sample must be set up the same way as your original file and graphics and text should be kept at 100% of their final size. STEP 2. Fossil produces Color Sample(s) from your file and sends it by FedEx for your approval. Color Samples are manufactured exactly as your finished panel but are 8" x 10" x 1/16" thick. InDesign - Convert all text to outlines. - Documents must be set -up as final panel size. - Half scale documents must be set -up at half the panel size. - Panels that are the same size should be supplied as a multipage document. - All solid black vector elements, including text, muss be Rich Black (R =0 G =0 B =0). - Use the same version and program tor all panels. Freehand - Convert all text to path. - Remove all unused colors from color palette. - Include a Macintosh EPS tile with each tile. - Do not use masks. - Only use gradient fills in small areas. Corel Draw - Convert all text to curves. - Export file from Corel as an RGB photoshop file at 240dpi. - Do not merge photos on the same layer. - Provide the native CDR and a PDF reference file. Quark Express - Use "Collect tor Output" command to include linked images. - Panel over 48" must be built at 1/2 or IA size. - Panels that are the same size can be sent as multipage document. - Use the same version and program for all panels. - Supply all fonts when using Quark.
