ITEM 1: CALL TO ORDER
Chair Twait called the meeting to order at approxi

Commissioner Knackstedt MOVED to approve the agenda with the addition of the
unapproved minutes of the August 24, 2011 meeting and Commissioner Rogers
SECONDED the motion. There were no objections. SO ORDERED.

ITEM 5: PUBLIC HEARINGS
5 -a. PZ11 -30 -- A resolution of the Kenai Planning and Zoning Commission
recommending Kenai City Council amend Kenai Municipal Code
14.22.010, Land Use Table, to make comprehensive changes to the uses
allowed in the Rural Residential RR -1 Zoning District.
5 -a -1. PZ11 -30 Substitute -- A resolution of the Kenai Planning and Zoning
Commission postponed on August 10, 2011, recommending Kenai City
Council amend Kenai Municipal Code 14.22.010, Land Use Table, to
make comprehensive changes to the uses allowed in the Suburban
Residential (RS), Suburban Residential 1 (RS1), Suburban Residential 2
(RS2), Rural Residential (RR), Rural Residential RR -1, And The Urban
Residential (RU) Zoning Districts.
Twait read the rules of public hearing and opened the meeting to public comment.
Gary Hinkle, Box 322, Soldotna -- noted when land cannot be economically
developed, it can be rezoned for that development and spoke against the resolution.
Charles Winegarden, 309 Princess -- spoke in favor of the substitute resolution.
Navarre noted the land use table for the RR -1 zone included footnotes C29 and C30.
MOTION:
Commissioner Navarre MOVED to forward Resolution No. PZ11 -30 to the City Council
and Commissioner Rogers SECONDED the motion.
MOTION TO AMEND:
Commissioner Navarre MOVED to amend Resolution No. PZ11 -30 by removing the last
paragraph and replacing it with the following:
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING AND ZONING
COMMISSION REQUESTS ADMINISTRATION INTRODUCE A SUBSTITUTE TO
ORDINANCE NO. 2546 -2011 AT THE SEPTEMBER 7, 2011 COUNCIL MEETING
WHICH INCLUDES ALL PLANNING AND ZONING RECOMMENDATIONS AND
CHANGES TO THE RR -1 LAND USE TABLE. THIS WOULD AMEND KENAI MUNICIPAL
CODE 14.22.010 AS SHOWN ON A1'I'ACHMENT A.
Commissioner Knackstedt SECONDED the motion.

Commissioner Navarre MOVED to request Administration introduces a new ordinance
on behalf of the Planning and Zoning Commission at the November 2, 2011 City
Council meeting recommending Kenai City Council amend Kenai Municipal Code
14.22.010, Land Use Table, to make comprehensive changes to the uses allowed in the
Suburban Residential (RS), Suburban Residential 1 (RS1), Suburban Residential 2
(RS2), Rural Residential (RR), Rural Residential 1 (RR1), and the Urban Residential
(RU) zoning districts.
Commissioner Koester SECONDED the motion.
Knackstedt asked about the tables being included. Twait reported more changes may
come and a new attachment would be created.
