MOTION:

City Planner Kebschull reviewed the staff report included in the packet, noting the
Friendship Mission provided job training, education and housing for homeless men;
they were hoping to build a house on the property which was a permitted secondary
use within the General Commercial Zone; and, an ordinance would be prepared and
submitted to Council for their approval.
Twait opened the meeting to public hearing.
There being no one wishing to speak, the public hearing was closed.
VOTE: MOTION PASSED UNANIMOUSLY.
6. UNFINISHED BUSINESS

Kebschull reviewed the Kenai River Center permits included under Information
Items.

Robert Molloy, Council Member -- reviewed the actions of the commission during the
past year and wished everyone Happy Holidays.
Pat Porter, Mayor -- thanked the Commission for their work on behalf of the citizens

The purpose of this memo is to request that the attached request be scheduled for review
by the Planning & Zoning Commission at its next regularly scheduled meeting.
Snug Harbor Seafoods, Inc. currently leases the referenced property from the City. The
term of the lease is for 55 years, commencing February 1, 1989 and expiring June 30,
2043. The purpose of the lease is for a Commercial Fishing Dock Facility. The Lease
requires that building construction be neat and presentable and compatible with its uses
and surroundings and that , prior to placing of fill material and /or construction of buildings
on a leased area, the lessee must submit a plan of proposed development of property to
the Planning & Zoning Commission which shall be approved in writing for all permanent
improvements.
Please schedule the attached request for the next regularly scheduled meeting of the
Planning & Zoning Commission.

Dear Ms. Cunningham,
Snug Harbor Seafoods Inc, (SHSI) is planning to improve the existing mud surface boat launch located on
KPB Parcel # 04901132 and #04901127. The parcel in tidewater is owned by the City of Kenai and is
leased to SHSI. The uplands parcel belongs to the Estate of Donald Fredrickson and is leased to SHSI.
Paul Dale, as owner of SHSI has asked Nelson Engineering to act as a designated representative to notify
the city of the planned development.
The site is currently used as a commercial fishing dock facility. This use will not be affected by the
planned development. A deepwater dock extends out approx. 200 feet into the river and is used mainly for
the offloading of commercial fishing vessels. The improved boat ramp will be placed adjacent to the
existing dock and is intended to support the commercial fishing operation by providing means of
launching and retrieval of fishing boats and tenders. The ramp is intended to be utilized by a variety of
boat sizes varying from a small skiff to a 36' wide barge. Currently the 36' wide barge and other boats are
pulled up the mud ramp seasonally and as necessary for repairs. The improved ramp will allow smaller
vessels to be removed from the water by means of a trailer, and larger vessels are intended to be removed
with the assistance of cylindrical air bags. This improved surface will drastically reduce the amount of
sediment that is disturbed during each use of the ramp, and provide a safer work environment for those
individuals moving the boats.
Specifically, the improved ramp will include a 195' long x 16' wide concrete launch ramp and (9) 20'
long x 6' wide wood -framed dock floats supported in place by (5) 12" diameter galvanized steel piles
spaced approximately 40 feet apart. The dock floats will be placed adjacent to the new launch ramp as
shown in the attached plans. On each side of the concrete ramp, an improved gravel ramp will extend 12',
to give an overall improved ramp surface width of 40'.

SUBJECT: Angler Drive Zoning Status
Administration is asking the Commission to consider recommending an amendment to
the zoning map to rezone the Angler Drive area. This area is zoned Rural Residential.
However, through the Conditional Use Process, there are 17 businesses operated in the
area. Kenai Municipal Code 14.20.270 outlines the amendment procedure and the
Commission may initiate an amendment.
In 2007, the Commission reviewed Administration's request to consider recommending
an amendment and asked that a work session be scheduled to review zoning in the
area. It appears that due to other planning issues, a work session was never
scheduled.
Last month, the City was notified that an application had been received by the Kenai
River Center to expand a dock at a property located in the Angler Acres Subdivision.
That property operates a business under a Conditional Use Permit. When reviewing the
River Center application, it was discovered that an amendment to the Conditional Use
Permit would be required. The property owner has been notified and a public hearing
will be held before the Commission on the requested amendment.
This possible amendment has once again drawn attention to the Angler Drive area and
the numerous businesses being operated in the area. In effect, the area has been
zoned through the conditional use process.
Attached to this memo is an aerial map with active Conditional Use Permits outlined in
red, a report listing the permits, and a spreadsheet showing Borough assessment data
for each of the parcels. As was stated previously, there are 17 active Conditional Use
Permits operating on Angler Drive. There are 46 properties addressed off Angler Drive.
A query of the assessment data shows there are 10 parcels with improvements of Tess
than $10,000 and 6 parcels identified as vacant.
In the past when the Commission discussed the possibility of the rezone, the Recreation
zone was recommended. Conditional uses now operating in the area include: Guides,
Cabin Rentals, Hotels, Bed & Breakfasts, and Lodges. Within the Recreation zone, all
of these uses are permitted with the exception of Hotels and Motels. Bed & Breakfasts
also require a Conditional Use Permit, which is similar in all zones except the Central
Mixed Use zone where Bed & Breakfasts are permitted. Residential uses are permitted.
The Commission may want to review the Recreation Zone to determine if any
amendments to that zone should be considered prior to initiating a rezone.
I urge the Commission to consider initiating a rezone of the Angler Drive area. Any
additional information I can provide to assist the Commission will be provided.

(a) Intent: The Recreation Zone (R) is intended to contain both public and private lands to be utilized

The Commission held multiple work sessions in addition to the regular meetings in
2011. Work session topics included amendments to Title 3 (beekeeping) and Title 14
(Land Use Table), the update to the Comprehensive Plan (Proposed Land Use Map),
and the proposed amendments to Title 12 and 14 for the regulation of outdoor wood
burning stoves. In addition to meetings and work sessions, the Commission attended
the first public participation meeting for the update to the Comprehensive Plan held on
Saturday, April 23rd. And, in November Chairman Twait and Commissioner Knackstedt
attended the American Planning Association conference in Fairbanks requiring travel on
