Boyle Council absent: R. Marquis, T. Bookey, B. Gabriel, T. Navarre Others present: Representative Mike Chenault, Senator Tom Wagoner and Chief of Staff Mary Jackson, Representative Kurt Olson's Chief of Staff Konrad Jackson, City Manager Rick Koch, City Clerk Sandra Modigh, City Attorney Krista Sterns, City Planner Marilyn Kebschull. Mayor Porter opened the work session at approximately 3:00 p.m. City Manager Koch thanked legislators for attending and participating in the city's work session scheduled to discuss its FY2013 Capital Improvement Program (CIP). An overview was provided by City Manager Koch of Resolution No. 2011 -74 adopted on November 2, 2011, outlining the city's prioritized CIP for FY2013: 1. Paving and Improvements to City Streets 2. New Water Transmission Mains (Phase IV) 3. Construct New City Light /Heavy Equipment Maintenance Shop 4. Kenai Central High School Football/ Soccer Field Synthetic Turf 5. Kenai Industrial Park Conservation Phase II 6. Capital Improvements to Support State Personal Use Fishery 7. City of Kenai Wastewater Treatment Plant Upgrades &, Renovations City Manager Koch additionally noted capital improvement projects which were introduced by the city's commissions & committees but not prioritized by council. Discussion ensued related to Governor Parnell's proposed FY2013 Capital Budget which included 3 million for the city's Road Improvements Project and 1.9 million for Phase 4 of the city's Water Transmission Mains Project. Mayor Porter and council members expressed their gratitude for the proposed funds allocated to the city by the Governor and for the continued support of the legislators advocating on the city's behalf.
