CALL TO ORDER Chair Twait called the meeting to order at approximately 7:00 p.m, a. Pledge of Allegiance Chair Twait led those assembled in the Pledge of Allegiance. b. Roll Call Roll was confirmed as follows: Commissioners present: Commissioners absent: Staff/ Council Liaison present: A quorum was present. c. Agenda Approval MOTION: Chair J. Twait, K. Koester, K. Rogers, J. Rowell, C. Smith, H. Knackstedt P. Bryson (excused) City Planner M. Kebschull, Planning Assistant N. Carver, Council Member T. Navarre, Deputy City Clerk C. Hall Commissioner Knackstedt MOVED to approve the agenda and Commissioner Rogers SECONDED the motion. There were no objections. SO ORDERED. d. Consent Agenda MOTION: Commissioner Knackstedt MOVED to approve the consent agenda and Commissioner Rogers SECONDED the motion. There were no objections. SO ORDERED. e. *Excused Absences > Commissioner Bryson Approved by consent agenda. *All items listed with an asterisk ( *) are considered to be routine and non- controversial by the Commission and will be approved by one motion. There will be no separate discussion of these items unless a Commission Member so requests, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda as part of the General Orders. 2. *APPROVAL OF MINUTES -- November 9, 2011 Approved by consent agenda. 3. SCHEDULED PUBLIC COMMENT -- None. 4. CONSIDERATION OF PLATS -- None. 5. PUBLIC HEARINGS a. PZ11 -43- An application to rezone Lot 1 -Al, R. M. Thompson Subdivision 2011 Addition (14639 Kenai Spur Highway), from a split zone IL -Light Industrial and CG- Commercial to CG - General Commercial. Application submitted by Friendship Mission, PO Box 2634, Kenai, Alaska. MOTION: Commissioner Knackstedt MOVED to approve Resolution No. PZ11 -43 and Commissioner Rogers SECONDED the motion. City Planner Kebschull reviewed the staff report included in the packet, noting the Friendship Mission provided job training, education and housing for homeless men; they were hoping to build a house on the property which was a permitted secondary use within the General Commercial Zone; and, an ordinance would be prepared and submitted to Council for their approval. Twait opened the meeting to public hearing. There being no one wishing to speak, the public hearing was closed. VOTE: MOTION PASSED UNANIMOUSLY. 6. UNFINISHED BUSINESS a. Ordinance No. 2597 -2011 - Amending Kenai Municipal Code 14.22.010, Land Use Table, to Make Comprehensive Changes to the Uses Allowed in the Suburban Residential (RS), Suburban Residential 1 (RS1), Suburban Residential 2 (RS2), Rural Residential (RR), Rural Residential 1 (RR -1) and the Urban Residential (RU) Zoning Districts. (At its November 16, 2011 meeting, the council postponed Ordinance No. 2597 -2011 to the August 1, 2012 meeting and the ordinance was referred back to the Planning and Zoning Commission so the PLANNING AND ZONING COMMISSION MEETING DECEMBER 14, 2011 PAGE 2 Commission could continue to consider the changes proposed in this work product during the Comprehensive Plan Process.) Kebschull reviewed the clerk's note above. Knackstedt requested the changes to the RR 1 zone be made and a new table brought forward. 7. NEW BUSINESS -- None. 8. PENDING ITEMS -- None. 9. REPORTS a. City Council -- Council Member Navarre reviewed the action agenda of the November 16 and December 7 meetings. b. Borough Planning -- No report. c. Administration -- City Planner Kebschull reported a draft background report for the Comprehensive Plan had been forwarded to Department Heads today and a work session would be scheduled for January 25 to review the report. Kebschull reviewed the Kenai River Center permits included under Information Items. 10. PERSONS PRESENT NOT SCHEDULED Robert Molloy, Council Member -- reviewed the actions of the commission during the past year and wished everyone Happy Holidays. Pat Porter, Mayor -- thanked the Commission for their work on behalf of the citizens of Kenai, noting Council was very appreciative. Porter wished everyone Merry Christmas and Happy New Year. 11. INFORMATION ITEMS a. Ordinance No. 2603 -2011 - An Ordinance Of The Council Of The City Of Kenai, Alaska, Amending Kenai Municipal Code Chapter 7.05, "Taxation Of Real And Personal Property" By Adding A New Section "Property Tax Credit - Residential Sprinkler Systems," To Provide A Tax Credit To Owners Of Residential Structures Who Install Certain Qualifying Sprinkler Devices. b. Kenai Peninsula Borough Notice of Public Hearing - Conditional Use Permit submitted by City of Kenai for Parcel #047- 081 -05. c. Kenai River Center Permit Application - KRC #8956 - Johnson, 1125 Angler PLANNING AND ZONING COMMISSION MEETING DECEMBER 14, 2011 PAGE 3 Drive, Kenai, Alaska. d. Kenai River Center Permit Application - KRC #8952 - Snug Harbor Seafoods, Kenai Tidelands Survey No. 2, Tract B, Kenai, Alaska. e. Homer News Article, Junkyard' owner, city close in on resolution. 12. NEXT MEETING ATTENDANCE NOTIFICATION -- January 11, 2012 No commissioners requested an excused absence for the January 11, 2012 meeting. 13. COMMISSION COMMENTS & QUESTIONS 14.
