Parks and Recreation Director Frates reviewed the information in the packet, noting
he had spoken with representatives of Kenaitze Indian Tribe and Salamatof Native
Association.
General discussion occurred.
Frates noted commission recommended continuation of design work and obtaining
cost estimates to be presented at the February meeting.

7 -a. Commission Chair -- No report.
7 -b. Director -- Frates introduced Chris Konig as the new Parks and
Recreation Operator, noted approval of purchasing a ranger for use during the
personal use fishery, noted flowers were being ordered, and gave a status report on the
draft trail plan.
7 -c. City Council Liaison -- Council Member Bookey noted an appropriation
for parks equipment and reviewed recent commission and committee appointees.

Commissioners Hull and Beeson requested excused absences for the February 2, 2011
meeting.
ITEM 9: COMMISSION QUESTIONS & COMMENTS
Beeson noted he met with Frates, Police Chief Sandahl, City Manager Koch, Mayor
Porter and several Kenai Central High School students to discuss the skate park.
Beeson gave a status report on the condition of the running tracks at the high school
and noted efforts being made through the State.

Improvement Project list.

PROFESSIONAL LANDSCAPE ARCHITECTURAL SERVICES
for
MUNICIPAL PARK: PLAYGROUND, PARKING AND SAFETY
IMPROVEMENTS PROJECT
The City of Kenai is looking for professional design services to provide bid ready design
documentation for improvements to the existing playground, picnic and parking area on the north end
of Municipal Park with the goal of providing a unique outdoor play opportunity for the larger
Kenai /Soldotna area, additional parking and picnic areas, and improved pedestrian safety.
This proposal includes time and materials necessary to complete the project based on the following
scope, schedule and project assumptions. Casey Planning & Design welcomes further discussion
about any elements of the project or this proposal.
General Project Assumptions
1. The City of Kenai (Client) is seeking design development for Municipal Park based on the
approved Conceptual Design (Attachment A), which includes:
• De- commission the existing vehicular entrance to create a pedestrian entrance, a paved
surface play area and a vehicle -free area between the playground and other park
amenities to the south, such as the restrooms;
• Convert the east half of the existing parking lot to a small dead -end parking area for the
Pavilion with access from the east only. Provide separation between Pavilion parking
area and the newly delineated paved surface play area:
• Construct a new parking lot with one -way traffic and 18 diagonal parking spaces along the
west edge of the park, with entrance near existing fire hydrant;
• Add a playground area north of the existing playground using catalog play equipment as
discussed and agreed upon during the Conceptual Design phase (boulder features....,
etc);
• Incorporate areas for artistic and locally relevant decorations and imagery into the design
of entrance gates, fencing, or other site elements;
• Provide ADA access to parking lot, playground, picnic area and restroom.
• Other site elements include: fence separation between vehicular zones and pedestrian
only areas, landscaping for visual enhancement and special definition, picnic tables,
benches, garbage cans, dog bag dispenser, signage, safety surfacing in all playground
areas, a ball wall near the restrooms, on -site grading and drainage.
• Existing vegetation may be removed or relocated as necessary to implement the design.

2. This proposal does not include a certified playground safety inspection. The City of Kenai is fully
responsible for the condition and safety of existing equipment that is to remain in the park.
3. This proposal does not include bid ready design documentation for artistic cultural components —
only schematic design level information is included. The City of Kenai is responsible for
contracting the design and construction of these elements.
4. This proposal includes engineering review of soil tests, but does not include site survey or soil
testing. The City of Kenai (Client) will provide all necessary site background information including
utility as -built information, soil survey, and a recent as -built survey.
5. This proposal does not include storm sewer or gas in the design.
6. This proposal includes assistance for the bid phase.
7. ELECTRICAL ENGINEERING: This proposal does not include electrical engineering services.
The City of Kenai (Client) is responsible for contracting separately for the design, construction
documents, and construction administration of electrical elements on this project. This proposal
does include coordination with electrical engineer as necessary to incorporate electrical design
elements appropriately and efficiently into the design and construction process.
8. This proposal includes site and civil submittal reviews and on -site construction administration
services up to 5 site visits by project Landscape Architect and 3 site visits by the Civil Engineer.
Additional site visits are available at the following rates: Civil Engineer, per site visit: $390.
Landscape Architect, per site visit: $300.
9. This proposal is valid until December 20, 2011.
Communication and Collaboration
Project Landscape Architect, Nancy Casey, and City of Kenai Parks and Recreation Director, Bob
Frates, will be responsible for the primary day -to -day interaction between Client and Consultant.
Additional collaboration and decision - making regarding design content to be conducted as needed
between the Consultant design team, the Client, and Electrical Engineer.
Consultant will provide up to two (2) public presentations, as needed for project approval, such as to
City Council and /or Parks & Recreation Commission.
Consultant Team includes:
Casey Planning & Design, Nancy J. Casey, Landscape Architect and Project Manager
Wince - Corthell- Bryson, Mark Blanning, Civil Engineer
Project Scope & Schedule
Based on the approved Conceptual Design, the Consultant team will develop bid ready design
documentation using the following steps.
Step 1; Start -Up
The design process begins with a start -up meeting between the design team (project manager and
civil engineer) and the Consultant to review background information and for clarification of the
schedule, products, communication, and project issues, such as playground size and equipment
options, approach to design and construction of custom cultural components. Consultant prepares an
updated, more refined Conceptual Plan, for review prior to design development.
December 28th — Consultant submits Final Conceptual Design (35 %) drawings for Client review.

Step 2: Schematic Design Development
January 20 �1 - Consultant team prepares and submits 65% complete design documents for Client
review. This step includes the preparation of a preliminary report and cost estimate. It does not
include rendered site plans or details.
Client provides project review and any council or commission approvals that are necessary prior to
completion of the bid documents.
January 2511 - Review meeting between Client and Consultant to discuss issues and provide
direction for Step 3.
Step 3: Final Design Development
February 24 - Consultant prepares and submits 95% complete design documents for Client review.
This step includes the preparation of site details, planting plans and specifications.
February 29 - Review meeting between Client and Consultant to discuss relevant issues.
Step 4: Bid Documents & Bid Phase
March 16 - Consultant submits 100% complete bid ready design documentation. Assist Client during
bid phase.

Introduction and Trail Overview
This Trails Plan is the City of Kenai's framework for developing a system of pedestrian trails in the core
area of the city, for transportation and recreational uses. Most trails are proposed on publicly owned
lands along the Shqui Tsatnu Creek, Ryan's (Kili Betnu) Creek and Shk'ituk'tnu Creek drainage corridors,
including the Municipal Park area. This plan represents the city's vision for pedestrian connectivity and
access to its recreation and natural assets.
Within this plan, each of the four trail areas shown in the map below are divided into trail segments. A
trail map, area photographs, existing conditions, and proposed improvements are provided for each trail
segment, along with typical sections, implementation ranking and rough cost estimates for their
construction.

Trail Ranking Criteria - All proposed trails are assigned one of three implementation rankings, to
guide the city of Kenai in prioritizing trail construction. Priority rankings in this plan are intended as
recommendations; as Kenai grows and changes, trail construction priorities may also change.

Criteria includes:
• Use - Current use of the area as indicated by the presence of informal footpaths
Location - The proximity of the trail to recreation or commercial destinations, such as
parks, viewing areas, stores, and public facilities. Trails that are located where there is the
potential for high pedestrian activity including a wide mix of pedestrians, such as residents &
tourists, and a mix of both recreational and transportation uses.
Constructability - How easy and affordable is the construction is determined by the
topography, soils, vegetation, hydrology and accessibility. Evaluation of this criteria was, at
this stage, very preliminary. All trails will require in depth analysis of these elements prior
to design and construction.
Trail Design & Construction - The City of Kenai intends to construct new sections of trail each
year, beginning with High Priority trails and implementing the trails plan over several years. The City's
goal is to establish pedestrian connectivity and recreation access as quickly and economically as possible,
beginning with Level I or 2 (wood chip) trails and upgrading to higher level (gravel or paved) trails in the
future, as needed to meet the needs of trail users.
During the design process, the trail design engineer or architect will determine appropriate trail
construction methods and select the most cost - effective route to achieve the access and experience
objectives for each trail segment. Trail routes and typical sections provided in this Trails Plan are
for planning purposes and general reference only and shall NOT be used for construction .
Crossing of creeks and wetlands area my require the construction of specialized boardwalks or other
crossing methods. Where soils are soft or wet, but not considered "wetlands ", trail construction will
include additional sub -grade preparation as illustrated in the typical section for a Level 2 Trail.
Most trail corridors occur on City of Kenai property, however, full continuity on a few trails may
require crossing private property. In these instances, the design process will include discussion and
negotiations with private landowners prior to moving forward with trail construction.
Trail Lengths - Approximate trail lengths are provided for trail planning and budgeting purposes only.
Actual lengths of trail segments are determined during the trail design process by the design engineer or
architect and are based on the conditions of the area. Boardwalk lengths are especially unpredictable
and are subject to results of the permitting process. Wetland regulations will determine the need for
boardwalk construction.

clearing to the intersection of 2nd and North Spruce

east and west sides of Municipal Park on
the north end of the ravine. Starting at
South Forest Drive, trail crosses the small
drainage and runs east and then north,
meandering and gradually traversing the
slope to the creek level near Kenai Spur
Highway. Trail crosses the creek as a
boardwalk and meanders back up the east
side of the ravine to connect with the trail
at the NW corner of the ball fields.
Spur option: Trail spur to the pedestrian
walkway along South Forest Street.

Long term goal - Construct a tunnel
under Kenai Spur Highway to provide an

Location & Description: Trail begins at the parking lot
on the north side of the existing ball fields, follows the
western edge of the ball fields, meandering within the
wooded area at the top of the ravine, and turns east
toward the parking lot, following the fenced corridor
between the southernmost ball fields. Trail branches
from the SW corner of the ball fields southward through
the wooded area along the top of the ravine and gradually
descend to the creek drainage area. Construct
boardwalk to cross the drainage. Follow the western
edge of the drainage and connect with the existing trail.
Amenities: Benches and directional signage at trail
intersections. Provide a widened overlook space along
the boardwalk with educational and interpretive
information.
Issues / Opportunities: Wetlands areas may require
boardwalk construction. Due to topographic constraints,
public access through private property is necessary for
the implementation of this trail segment.
Existing Conditions: A very deep creek ravine with
steep wooded side slopes above a wide creek corridor
and wetland area. Topography flattens out toward the
mouth of the creek.

nai, following the east side of S. Spruce,
crossing the creek, and following the
abandoned road corridor that traverses
the slope to the top of the bluff. Con-
nect to Petersen Way via public access
through private property.
Issues / Opportunities: Public
access through private property may be
necessary prior to design and construc-
tion of this trail segment. Permitting is
required prior to construction in wet-
land areas.
Amenities: Directional and inter-
pretive signage at trail ends.
Existing Conditions: The lower
portion is a flat, wide wetland area. The
hill traverse is an abandoned road bed
with low vegetation. The top of the
bluff is wooded. Beyond that is the cop
of the bluff and Old Town Kenai which
is developed; a mix of structures, lawns,
fences, parking, etc.

Issues / Opportunities - Pedestrian
crossings, such as striping and signage, are
needed to provide safe crossing of Granite
Point Street. Permitting is required prior to
construction in creek and wetland areas.
Existing Conditions - This is a heavily
wooded stretch of Ryan's Creek with a few
informal foot - paths. Either side of the creek
could support a trail. A small drainage flows
into the creek from the west requiring a
culvert or small bridge crossing. There is
evidence of recent camps in the SE area and a
possible native cache /storage pit on the
northwest side of the creek. The NE corner
of this corridor is the least pleasant and
offers the least amount of space for the trail.

Memorial Park at this location. Existing
topography precludes construction of a
tunnel. A pedestrian crossing, such as
striping and signage, is needed for safe

Existing Conditions - Ryan's (Kili Betnu)
Creek runs southward through a ravine with
steep vegetated slopes until the mouth where
it widens and has steep, sandy, eroding banks
as it reaches the Kenai River. It has a level
wooded area on the west side, adequate for
trail construction. There are informal trails
and evidence of recent camps and possible
archeological sites. There are views of the
Kenai River and Cook Inlet from the bluff, but
no pedestrian access to the beach due to the
steep and unstable bluff.

Construct trail within the Tern Avenue pedestrian
access ROW until it meets the greenbelt. Turn trail
southward, meandering through woods and descending
toward the creek until the trail enters the private
parcel. Cross Shk'ituk'tnu Creek and continue along
the lower edge of the hill toward the east property
boundary. Turn trail south, following the east edge of
the private parcel and the Erwin Street ROW to Bridge
Access Road.
Amenities: Directional signage at Bridge Access Road
entrance. Trail identification signage at the trail ends
and intersections. Creek identification signage.
Issues / Opportunities: Obtain public access
easement to cross private property. Permitting is

Trail Width & Shoulders. 8- 12 foot wide paved trail with 2 foot wide gravel shoulders.
– 8 foot Trail - for routes with lower volumes of traffic, few recreational users, or space limitations.
– 10 foot wide trail sections are the standard.
– 12 foot wide trails are recommended where traffic volumes are high, bicycles and in -line skates are common, near
intersections with other trails or streets, as the trail approaches a bridge, where grades exceed 5% and handrails are
provided, or near points of interest along the trail.
– ALTERNATE TRAIL DESIGN - Where trail is highly recreational, with bicycles, equestrians, joggers, an alternative
design of 6 foot wide paved trail with 4 foot shoulders on each side or a trail with one 2 foot and one 6 foot wide

Attached are the FY12 Operating budgets for Recreation, Parks, and Beautification. Please
review and make any recommendations for the upcoming FY13 budget.
One of my priorities for the upcoming budget will be irrigation for the soccer park. I am
estimating $75,000 for the project but scope and costs will need to be better defined as we
move ahead in the budget process. Interpretive signage for Municipal Park, Meeks Trail, and
Erik Hansen Scout Park (Estimated $10,000) should also be included, Other projects of interest
will be addressing the Memorial Park Veteran's Wall and sidewalk and possibly the purchase of
a wood chipper.
At looking at our mowing fleet, a couple pieces have extremely high hours and getting aged. I
will be working with Randy Parrish (Shop Foreman) for possible replacements, in addition to,
possibly a used pick up truck.

2. CAUTION: There are existing underground irrigation lines in the project area. Existing line locations are Identified on plans. however it is the contractor's responsibility to dig carefully, avoid damage to existing inigation lines, and repair any lines damaged during construction. It is also
