Kenai River Special Management Area Advisory Board Meeting Minutes Gilman River Center Thursday, February 9, 2012, 5:30 p.m. CALL TO ORDER A. Members Present: Jack Sinclair, Joe Connors, David Carey, Sean Wedemeyer, Robert Begich, Terri Carter, Andy Szczesny, Andy Loranger, Bruce King, Peter Micciche, Tim Stevens, George Heim, Janet Schmidt, Carol Padgett, and Ricky Gease. B. The Minutes from the January 12, 2012 were approved as written. C. Agenda was approved as written. 11. Public Comments /Presentations 111. REPORTS A. Agency and Government Reports a. State Parks, Jack Sinclair, maintenance guys are working on dock repair, should have a new dock at Funny River this year. Jacques has been keeping tabs on the Pillars dock at Kenai welding. Director Ben Ellis is in Juneau this week attending meetings. b. DEC,Tim Stevens, ACWA(Alaska Clean Water Act) grant closes on February 21, 2012. c. ADF &G, Robert Begich, Stormy Lake public comment period for environmental assessment are online. On March 22nd we will launch a public outreach and meetings concerning pike in the Mackey Lake area. d. USF &WS, Janet Schmidt, promoting up coming Bird Festival in May. This year's guest speaker is Bill Thompson III, who is the editor of Bird Watchers Digest, and his wife Julie Zickefoose who is an artist, photographer and naturalist. e. USFS /Chugach, Bobbie Jo Kolodziejski, was not present. f. City of Kenai, Sean Wedemeyer, replaced bridge at No -Name creek in Kenai. g. City of Soldotna, Peter Micciche, the City of Soldotna approved the installation of a new fish cleaning station at Centennial Park. On our project list last night, we added what we plan to do in the future for carrying capacity on the Kenai River. The City of Soldotna sent a letter to the commissioner regarding the State Parks Ranger position. h. Kenai Peninsula Borough, Brent Johnson, was not present. B. Committee Reports a. President's Report: Committee system is working really. well. Encouraged everyone to participate. b. Guide Advisory, Joe Connors: We invited Rick Johnston from the USF &WS who gave a presentation over their intention for dealing with the middle river. Started into ethics today, we were asked to table until next Guide Advisory meeting. We talked about the stipulation process for change and the process for providing input into the suspension process. c. Habitat, Bruce King, met today and continued discussion of turbidity issue. Trying to get the overall view of what turbidity means and our goal is to have something to the board by this spring. d. River Use, George Heim, met today at 3:00 pm. Discussed user fee concepts. Ricky Gease brought us up to speed on the sockeye salmon stamp proposal. Talked about Bing's Landing revision and alternative ideas to mitigate lack of parking. Also discussed was the Jim's Landing take out and issues and difficulties that go on there. e. Legislative /Government Activities, Dave Carey, mentioned the two letters to the commissioner regarding the ranger position. OLD BUSINESS V. NEW BUSINESS HB 301 Boating Law Regulation, Jack Sinclair stated that House Bill 301 repeals the sunset dates of the Statewide Boating Safety and Education Program. VI. CORRESPONDENCE There were two letters sent to the Commissioner regarding the ranger position, both letters were included in the board packets. One letter was from the City of Soldotna, the other from the KRSMA board. VII. PUBLIC COMMENT VIII. ADJOURNMENT A. Board Comments Jack Sinclair will be at the Planning meeting for Kachemak Bay Humpy Creek bridge project on Monday, February 13, 2012. Deborah Burwen with Alaska Department of Fish and Game will be down in May to do a presentation over the new DIDSON Sonar for enumeration of sockeye salmon. Bruce King, board development looking at the comprehensive plan. B.
