KENAI CITY COUNCIL CHAMBERS MAYOR PAT PORTER, PRESIDING NOTES Mayor P. Porter, R. Molloy, M. Boyle, R. Marquis, B. Gabriel, T. Navarre T. Bookey City Manager R. Koch, City Clerk S. Modigh, City Attorney K. Sterns, Airport Director M. Bondurant, and C. Madden of Wince Corthell Bryson. Mayor Porter began the work session at approximately 6:00 p.m. City Manager Koch provided an introduction to the Kenai Municipal Airport Tree Obstruction Removal Project, a result of a "Letter of Correction" by the Federal Aviation Administration (FAA) dated January 14, 2011, stating the City was not in compliance with regulations pertaining to: 1) Maintenance of Runway Marking and Lighting, and 2) Obstructions (specifically trees). The City Manager advised administration's position to comply with the FAA's proposed action and requirements by topping /removing necessary trees and planting replacement trees of a specific species of which will not grow as tall eliminating similar future issues. Casey Madden provided an overview of FAA's regulations and requirements, possible solutions, and action provided to date pertaining to the project. Alternative measures to tree removal were discussed specifically relating to environmental commitments and mitigation outlined in the Final Environmental Assessment. Mayor Porter opened the floor for public comments. The following residents spoke in opposition of the project: Mike Wiles Les Bradley Virginia Shook The following residents spoke in favor of tree toping as an alternative to removal: Susan Bradley (recommended relocation of airport) Keith Shaffer Marion Shaffer Council and administration discussed comments made regarding extending or relocating the airport; neither of which is being considered. KENAI CITY COUNCIL WORK SESSION February 21, 2011 PAGE 2 Council and administration discussed consequences of non compliance with the FAA's regulations and possible penalties. City Manger Koch reviewed the City's plan for topping the trees and planting new vegetation. Council concurred to hold another work session identifying the scope of work and present the plan for public comment. Administration will review the timeline and recommend a work session date.
