Discussion -- Municipal Park Frates noted Nancy Casey, Landscape Architect, made changes based upon commissioner comments and presented a new design for review. General discussion occurred. Discussion -- Trail Plan Frates noted the changes to the draft trail plan and general discussion occurred. MOTION: Commissioner Beeson MOVED to recommend Council look at developing a property notification and public hearing process for Parks and Recreation projects, i. e. trails, so that the Commission had information based upon public input. Discussion -- FY2013 Draft Budget Frates reviewed the draft budget noting several upcoming project considerations and equipment needs. ITEM 8: REPORTS 8 -a. Commission Chair - No report. 8 -b. Director - Frates reported on snow removal at public buildings, Fur Rondy organizers were planning their third annual Small Communities Basketball Tournament, reviewed cost estimates for the Little League Field improvements, and PARKS AND RECREATION COMMISSION MEETING JANUARY 23, 2012 PAGE 2 noted the new full time operator would start late in February. 8 -c. City Council Liaison - Council Member Molloy reported on the tax credit ordinance on sprinkler systems for home owners. ITEM 9: NEXT MEETING ATTENDANCE NOTIFICATION 9 -a. Attached is a spreadsheet of City Parks. Please review the amenities and description of each park to ensure the information is correct, and provide comments to the Planning Department at your earliest convenience. If you have photographs that showcase the parks, a link can be included. Elson Rest Stop 1435 Chinook Court Picnic Table Park is located adjacent to the Unity Trail as a park /rest stop. Kenai Cemetery 840 First Avenue Gazebo, Benches, Off- Street Parking Community Cemetery. Kenai Sport Complex 13072 Kenai Spur Highway 4- Regulation Size Soccer Fields, Picnic Tables, BBQ Grills, Restrooms (seasonal), Parking. Sports Fields Beaver Creek Park 6031 Kenai Spur Highway Playground Equipment, Bench, Picnic Table, Shelter, BBQ Grill, Open Playfield, Basketball Court, Restroom, 0.5 trail to Creek, and Parking. Small neighborhood park located adjacent to the Kenai Spur Hwy. approximately mid -way between Kenai and Soldotna. Cunningham Park 2432 Beaver Loop Road Boardwalk, Picnic Table, Benches, Restroom, Kenai River Access, Parking. One of the few areas in the Lower Kenai River providing public access for bank fishing. Park is a popular designation particularly in the fall during the silver salmon season for both locals and tourists alike. This site provides a great example of a bank restoration project. No overnight camping and parking is limited. Daubenspeck Family Park 400 Marathon Road Beach /Swimming Area, Horseshoe Pit, Shelters, Picnic Tables, Trails, Dog Retrieval Area, Ramp to Water, Winter Ice Skating, Restroom, Parking. Community park centrally located on Marathon Road. Fourth Avenue Park 1108 Fourth Avenue Playground Equipment, Shelter, Picnic Table, BBQ Grill, Basketball Court, Open Playfield, Restroom (portable), Parking. This is a small neighborhood park. The park has a large open turf area suitable for throwing the Frisbee, playing baseball or other activities needing lots of space. This park is adjacent to a residential area so park users must display respect for nearby property owners. Page 1 of 5 2012 City Owned Parks Park Name Address Amenities Description Erik Hansen Scout Park 913 Mission Avenue Boy Scout Statue Memorial, Interpretive Displays, Dog Waste Station, Viewing Scope, Benches, Gardens, Off- Street Parking. This is a small community park and contains a bronze statue of a Boy Scout overlooking the Cook Inlet. A memorial plaque is attached to the base of the statue. Interpretive displays point out many physical features of the landscape. Park includes few trees, shrubs. flower gardens, and a gravel walkway leading to the bluffs edge. This is a great area just to sit, relax and enjoy the extensive views over the lower Cook Inlet, tidal lands, and mouth of the Kenai River. Leif Hansen Memorial Park 10959 Kenai Spur Highway Veteran's & Mariner's Memorial, Gazebo, Picnic Tables, Town Clock, Water Fountain, Drinking Fountain, 4 Gardens, Off- Street Parking. This is a community memorial park. Throughout the park are sidewalks containing memorial plaques and plantings, such as shrubs and trees. There are two monumental memorials within the park and a large circular water fountain in the middle and several flowerbeds throughout. The gazebo area has been a popular wedding location for many years. A large custom town clock was constructed utilizing local talent and installed in 2006. Old Town Park 816 Cook Avenue Playground, 1/2 court Basketball, Shelter, Picnic Table, BBQ Grill, Turf Area, Restroom (seasonal). This is a neighborhood playground park. Park is fenced in and provides some turf areas. Playground equipment is geared toward 2- 5 years of age. Bernie Huss Trail 120 Main Street Loop Road Foot Bridge, Par three 9 -hole Disc -Golf Course, Off- Street Parking. Wooded Natural Area with .4 mile trail. Kenai Golf Course 1500 Lawton Drive 18 -Hole Golf Course with Clubhouse, Parking. Property is leased by the City to be privately operated as a community golf course. Kenai Recreation Center 227 Caviar Street Gymnasium, Bleachers, Racquetball Courts, Weight Room, Teen Center, Parking. Facility is managed and operated by The Boys & Girls Club of the Kenai Peninsula. This is a community trail used for walking, cross - country skiing, and biking. Total distance is approximately 3/4 miles. The trailhead for the disc -golf course is at the end of Tinker Lane (Behind the Oilers ball field). Scenic Bluff Overlook 415 Frontage Road 2 Soccer Fields, Off - Street Parking. Property is used for soccer fields and open green space. Scenic Bluff Overlook 225 Spur View Drive Gazebo, Picnic Tables, Parking Property over looks the Cook Inlet. Kenai Municipal Park - Little League Fields 301 South Forest Drive 4- Baseball Fields, Score Clocks, Bleachers, Dugouts, Storage Units, Snack Shack, Drinking Fountains, Picnic Tables, Restrooms (seasonal), Parking. This community baseball park is home of the Kenai Little League. Is located in the northeast part of the Municipal Park. Accessible from South Spruce Street. Fields consist of: 1 major /minor softball, 2 major /minor baseball and 1 Senior League. Kenai Municipal Park 301 South Forest Drive Playground Area, Basketball Court, Dog waste Station, Sanded Volleyball Court, Open Turf Areas, Shelters, Picnic Tables, BBQ Grills, Benches, Handicap Accessible Trail and Picnic Sites, Covered Observation Deck, Drinking Fountains, Restroom, Handicap Restroom (seasonal), Beach Access 1.0 mile Trail System, Parking, This is a large neighborhood park. It is located next to the bluff overlooking the lower Cook Inlet. At the north entrance to the park is the playground area, small covered shelter, several picnic sites and a large green strip. The permanent restroom is located near the playground. Located at the south end of the park is a covered picnic shelter, basketball court and volleyball court. The Kenai Lions Club Handicap Trail and portable restroom are in the area leading to the bluff overlooking the Cook Inlet. A meandering trail leading throughout the park connects to the Kenai Beach access trail. The beach access trail follows a beautiful gulley before terminating onto the beach parking lot. This is a large downtown community park consisting of a large playground area and shelter, and permanent restrooms within an extensive green strip back dropped by 4 adult softball fields. The Community Garden Plots are located on the northeast corner of the strip. Kenai Park strip Skateboard /BMX Park 405 Coral Street Several ramps within a fenced area over a smooth asphalt surface, Parking. Outdoor skateboard /BMK park adjacent to the ball fields. Kenai River Bird Viewing Area 1571 Boat Launch Road Elevated Viewing Platform, Viewing Scope, Audio Interpretive, Off - Street Parking. Bird viewing platform. Kenai River Flats Viewing Area Bridge Access Road Boardwalk, Viewing Scope, Parking. This a community viewing area overlooking the Kenai River tidal flood plains. Many different birds, i.e., snow geese, cranes migrate here. Other wildlife is often spotted, such as caribou, coyote, moose and occasionally bear. One can view the surrounding mountains here, including the beautiful Mount Redoubt. North Kenai Beach 600 South Spruce Street Beach Access, Elevated Stairways, Post /Chain Protecting Dunes, Restrooms, 12 -Hour Parking. This is a community beachfront area providing access to the north beach of the Upper Cook Inlet. This area becomes one of the more popular destinations during the personal use fishery each July. There is a large parking area provided but parking is very limited during the personal use season and fees are accessed during this time. Vehicular traffic to the left of the beach access point is prohibited. Because the plan drives land use decisions for the City of Kenai, it is important to update the plan with current information and priorities. The Planning and Zoning Commission and the City Council implement the Comprehensive Plan through permit decisions and through amendments to the Title 14, Planning and Zoning, Kenai Municipal Code. How You Can Be involved Submit a Comment The Planning Team welcomes your ideas about planning for land use in the City of Kenai. It Iq» 2011 Planning Team City of Kenai Planner Marilyn Kebschull, AICP is heading up the Comprehensive Plan revision along with Nancy Carver, Planning Assistant. The City has retained consultants Glenn Gray of Glenn Gray and Associates and Eileen Bechtol, AICP of Bechtol Planning and Development to assist with the plan revision. Public Outreach The Planning Team has been conducting an extensive public outreach effort to gather input from the community. This information will be used to frame important issues and develop goals, objectives, and strategies to implement the plan. In addition to the April 23, 2011 public meeting, the Planning Team has met with City staff, members of the City's boards and commissions, and local organizations, includ- ing a meeting with the business community held on June 8. Contact Marilyn Kebschull to schedule a meeting with your group. Complete the Survey Kenai residents are encouraged to participate in an online survey to help shape the goals and objectives of the plan and to develop strategies to implement those goals and objectives. Next Steps The Planning and Zoning Commission review of the plan will occur in several stages. The Commission has completed a review of the proposed land use map which will be used to guide future changes to the zoning districts. In early February the Commission began review- ing a draft of the initial chapters of the plan that provide background information. After that, the Commission will review the goals, objectives, and strategies. Once the public review draft of the plan is complete, the Planning Department will initiate a formal comment period and hold a public meeting. After revising the draft to respond to public comments, the plan will be reviewed by the Commission and its recommendation will be forwarded to the City Council for review and adoption. After adoption, the City Council will forward the plan to the Kenai Peninsula Borough for adoption into the borough code. An on -line survey has been published as another avenue to obtain public input. If you haven't already done so, please complete the survey. The survey can be accessed by following link. http://www.surveymonkev.com/s/kenaicompplan When you are finished with the survey, you will be redirected to the City of Kenai website. The Planning and Zoning Commission has been holding work sessions and reviewing the background report for the Plan. After completing the review of the background report, the Commission will begin working on the goals and objectives included in the Implementation Plan. The Commission meets the 2nd and 4th Wednesday of the month. Work sessions have been planned at 6 p.m. before the 7 p.m. meeting.
