KENAI CITY COUNCIL CHAMBERS MAYOR PAT PORTER, PRESIDING MINUTES ITEM A: CALL TO ORDER A Special Meeting of the Kenai City Council was held on March 20, 2012, in City Hall Council Chambers, Kenai, AK. Mayor Porter called the meeting to order at 6:00 p.m. A -1. Pledge of Allegiance Mayor Porter led those assembled in the Pledge of Allegiance. A -2. Roll Call There were present: Pat Porter, Mayor Ryan Marquis, Vice -Mayor Terry Bookey Robert Molloy Mike Boyle (arrived at 6:15 p.m.) Tim Navarre Brian Gabriel comprising a quorum of the Council. Also in attendance were: Rick Koch, City Manager Krista Stearns, City Attorney Sandra Modigh, City Clerk A -3. Agenda Approval MOTION: Council Member Bookey MOVED to approve the agenda and requested UNANMIOUS CONSENT. Council Member Molloy SECONDED the motion. VOTE: There being no objections, SO ORDERED. ITEM B: UNSCHEDULED PUBLIC COMMENTS None ITEM C: EXECUTIVE SESSION KENAI CITY COUNCIL MEETING March 20, 2012 Page 2 of 3 MOTION: Council Member Navarre MOVED to enter into executive session regarding subjects that tend to prejudice the reputation and character of any person, provided the person may request a public discussion - City Manager Annual Evaluation [AS44.62.310(c)(2)], and requested attendance of the City Manager. Vice -Mayor Marquis SECONDED the motion. VOTE: YEA: NAY: Bookey, Boyle, Gabriel, Marquis, Molloy, Navarre, Porter MOTION PASSED UNANIMOUSLY. Council entered executive session at 6:05 p.m. Council Member Boyle entered the meeting at 6:15 p.m. Council reconvened in open session at approximately 9:40 p.m. Council Member Navarre advised the City Manager Koch received a favorable evaluation by Council. MOTION: Council Member Navarre MOVED to approve a 5% merit increase for the city manager to be effective July 1, 2012 (Budgetary Fiscal Year 2013). Vice -Mayor Marquis SECONDED the motion. VOTE: YEA: NAY: Bookey, Boyle, Gabriel, Marquis, Molloy, Navarre, Porter MOTION PASSED UNANIMOUSLY. ITEM D: ADJOURNMENT There being no further business before the Council, the meeting was adjourned at approximately 9:46 p.m. KENAI CITY COUNCIL.
