City Planner Kebschull reviewed the staff report included in the packet, noting a house

recommending approval.
Twait opened the meeting to public hearing. There being no one wishing to speak, the
public hearing was closed.

ANALYSIS
This preliminary plat subdivides two, 2.5 acre parcels and dedicates a 33 -foot section line
along the Davidson Drive right -of -way. The plat removes acreage from the northern
parcel and adds acreage to the southern parcel. The property is zoned Suburban
Residential. The resulting lots meet the minimum lot size for the zone. Davidson Drive
is a developed right -of -way. City water and sewer serve Lot 2. Lot 1 will be served with
on -site water and sewer. An installation agreement is not required.
There are two structures on Lot 2. The surveyor provided an as -built showing the
distances from lot lines for these structures. This information verifies no encroachments
will be created by the subdivision.
Building Official:
No building code issues.
RECOMMENDATIONS
Recommend approval with no contingencies.

ANALYSIS
This preliminary plat combines two parcels to create three parcels. The area is zoned
Suburban Residential.
One of the parcels included in this subdivision was land planned for a future phase of
Windhaven Estates. When Windhaven Estates was subdivided, a future street, Brandi
Loop was identified; however, the street was never dedicated. This land will now be used
as access for Lots 1 and 3. The access area is approximately 60 -feet wide meeting the
minimum lot width for the Suburban Residential zone. Lot 2 will be accessed off
Equinox Way. The access area was a lot in Inlet Woods Subdivision and is 80 -feet wide
exceeding the minimum lot width for the Suburban Residential zone.
The three lots that are created as result of this subdivision range in size from 1.9 to 2.5
acres. The lots exceed the minimum lot size for the Suburban Residential zone.
The subdivision is served by Julie Anna Drive, Equinox Way, and Backwood Avenue, all
developed rights -of -way. City water and sewer are available to serve the subdivision. An
installation agreement is not required.

ANALYSIS
This preliminary plat combines two parcels to create one larger parcel. The area is zoned
Townsite Historic. The resulting parcel meets the development requirements for the
Townsite Historic zoning district. The property is accessed off Upland Street, a
developed right -of -way. The property is served by City water and sewer. An installation
agreement is not required.
A multi - family dwelling is located on the current Lot 13. The preliminary plat does not
show the setbacks for the structure. However, because this plat increases the lot size, an
encroachment will not be created by the platting action.
Building Official:
No building code issues.
RECOMMENDATIONS
Recommend approval with no contingencies.

WHEREAS, the attached plat Original Townsite of Kenai— Smith Replat was referred to the
City of Kenai Planning and Zoning Commission onApril 17, 2012, and received from Segesser
Surveys.
WHEREAS, the City of Kenai Planning and Zoning Commission finds:
1. Plat area is zoned TSH — Townsite Historic and therefore subject to said zone conditions.
2. Water and sewer: Available.
3. Plat does not subdivide property within a public improvement district subject to special
assessments. There is not a delinquency amount owed to the City of Kenai for the referenced
property.
4. Installation agreement or construction of improvements is not required.
5. Status of surrounding land is shown.
6. Utility easements, if required, shall be shown.
7. Plat shall verify that no encroachments exist If an encroachment exists; plat does not create
nor increase the encroachment.
