MOTION:
Commissioner Porter MOVED to approve the agenda as presented and Commissioner

Discussion - FY13 Airport Budget - City Manager & Finance Director
City Manager Koch and Finance Director Eubank gave a presentation on the FY2012
Airport budget. General discussion followed.
6 -b. Discussion /Recommendation -- Lease Renewal Russ Winger (Aero
Maintenance)
Bielefeld noted a request from the lessee for a 10 year lease, noted he provided a much
needed service, would like to make improvements and sell the business and that a
longer lease would be more appealing to a potential buyer.
City Manager Koch noted the term was determined by code and while this could be
changed, it was not an option at this time
MOTION:
Commissioner Porter MOVED to recommend a five year lease with the stipulation a
longer term be considered with a change in the code. Commissioner Zirul SECONDED
the motion. There were no objections. SO ORDERED.
6 -c. Discussion /Recommendation -- Proposal for Office Space Kathy
Chircop (Alaska Realty Group, Inc.)
Bondurant noted the Alaska Realty Group would like a second area.
MOTION:
Commissioner Zirul MOVED to recommend a lease to Alaska Realty Group, Inc. and
Commissioner Porter SECONDED the motion. There were no objections. SO
ORDERED.

Commissioners Zirul and Porter requested excused absences from the May 10, 2012
meeting.

Bielefeld noted there were bumps and dips in the taxiways and requested they be
looked at. He also spoke about FAA setting up "zones" for communication.

Subject: Artworks Alaska — Request for terminal space
Ms. Bunny Swan - Gease, Artworks Alaska, is requesting space for a fine arts gallery and cultural
information center in the airport terminal. Ms. Swan -Gease is interested in the terminal space
previously leased to the Hertz Corporation which consists of 115 square feet.
Artworks Alaska will pay the terminal square footage lease rate plus a percentage of gross sales.
Wrth Commission's recommendation a concession agreement will be drawn up for five years.
Does Commission wish to recommend to Council that the City Manager enter into a
concession agreement with Artworks Alaska?

Dear Mary,
am writing to you in regards to the current availability of a concession space in the
Kenai Municipal Airport. I am interested in securing this area for the purpose of a fine
arts gallery and cultural information center.
I am owner of Artworks Alaska, a successful mufti-media arts service for over twenty
years. A visual artist as well as a performing artist, and Culture Bearer for the Dena'ina
Athabascan traditions of Alaska, i take pride in representing our homeland.
It is my intent to transform the space into a gallery, offering travelers an artful and
engaging experience, while passing through the airport. Our friends and visitor's will
have the opportunity to view and learn, as well as purchase works of art.
The Kenai Municipal Airport is an important hub for our community and B would be proud
to be a part of this, B will continue sharing my skills as an artist and help bring beauty to
those who seek and appreciate it's timelessness.

The Balchen / Post Award
At the 4611 Annual International Aviation Snow Symposium on April 18°', 2012 in
Buffalo, NY; awards were presented to the "Snow Crews" of the airports in the
Snow Belt for their dedicated efforts in maintaining their airports in safe and
operational status during the 2011 — 2012 winter season. This is the 36'x' consecutive
year that such awards have been presented. All categories of airports — Commercial,
General Aviation and Military - compete for these awards.
Applications are submitted by the airport operators on behalf of the local work force
in recognition of their efforts in keeping the airports operationally safe at all times.
Recommendations for selection may come from the users of airports, airlines,
pilots, general aviation, the military and the entire aviation community. In addition,
the members of the Awards Selection Committee provide feedback from their own
organizations as to the performance of competing airports.
The 2011 — 2012 awards were presented to the following airports:

Report
Apron Rehabilitation: The closeout documents have been sent to the FAA for final
Master Plan — Chapters 1, 2, 3, & 4 are being printed for review by the Technical Advisory
Committee; after approval the document will be forwarded to the FAA for their review and
approval.
Obstruction Clearing EA - The Environmental Assessment was approved and signed by the
FAA on March 20, 2012. The bid documents and clearing specs were approved by City
Administration. The bid document is being prepared in anticipation of a grant in May 2012.
Airport Manager is currently working with property owners on individual scopes of work for each
property.
Float Plane Basin EA & Design: The closeout documents are complete and sent to the FM for
final and will be bid ready should grant funds become available. The FAA stated that there is an
overall cut in Airport Improvement Program funding by 7% and a major cutback in discretionary
funds nationwide. This project did not qualify for discretionary funds by 1 point this year and the
entitlement funds have already been committed to the Tree Obstruction Removal, Aero Nautical
Survey, Airfield Marking, and Security Camera projects.
Spring Clean -Up: The airport crew is busy with ground maintenance and the sweeping of the
parking lots with sand pickup. Please excuse the dust.
Lease Lot Inspections: Once again, the City and Airport Staff will be conducting the annual
lease lot inspections within the airport reserve. The purpose of the inspections is to ensure that
all tenants are in compliance with the terms of their respective agreements. Lease lot
inspections are a required component of FAR Part 139.
12th Annual KPAF: The event is fast approaching and we are still looking for a platinum
sponsor for the t -shirt or a gold sponsor, and a tent, so if you know of anyone who might be
interested in helping us out, please contact Erica at 283 -7951.
Great Alaska Aviation Gathering: (aka Alaska Airmen's /Fed Ex Tradeshow) The Airport
Manager and Administrative Assistant will be in Anchorage May 4, 5, & 6`" attending this event.
This is a great opportunity to promote the airport and the 12`^ Annual Kenai Peninsula Air Fair.
Out of Town: The Airport Manager and Operations Supervisor will be out of state April 16 -19,
2012 to attend the International Aviation Symposium in Buffalo, New York.
