Kids In Motion 120871 TuffRiders Airplane, 2-Seat 51.1 TH STN Sheet 1 of 2 Document #17085100 JULY 10, 2012 COUNCIL WORK SESSION REQUESTED ADDITIONS /CHANGES TO THE PACKET AGENDA REQUESTED BY: ADD TO: ITEM D -2: Municipal Park Playground Improvements City Clerk Letter from Kristine Schmidt 513 Ash Avenue Kenai, Alaska 99611 (907) 283-7102 July 10, 2012 Dear Kenai City Council Members: Please consider the following points with respect to the Council's Work Session on Municipal Park Playground Improvements, and the 7/10/12 Council Agenda, Item D -2. The City Administration proposes to replace the cunrent Municipal Park playground, which is a large grassy area with minimal equipment, surrounded by woods, with a manufactured play area, featuring numerous items of equipment. Apparently all of the existing trees and other vegetation will be removed. I. Please consider another location for this equipment. The massive improvements planned will heavily impact the Redoubt Terrace neighborhood, especially the large new aspalt parking area, which will be the first thing people see in Municipal Park. This neighborhood is already suffering heavy impacts every dip net season, and doesn't need more traffic. If the plan is to attract a lot of people to Kenai to use the new playground equipment, Municipal Park is not the place. Please consider another location such as Daubenspeck Park or Beaver Creek Park, that is not as heavily used already, and spread the traffic and parking impacts around town more. 2. Please keep the existing_parking, leave the new parking lot out of the plan, and get rid of the ball wall. Currently there are 14 parking spaces as you enter the Park's circular driveway, and this has always been plenty of parking for the playground and pavilion. The new plan calls for all except 3 of these parking spaces to be blocked off, the circular driveway to be blocked off as well (which makes no sense), and a large ugly new parking lot with 20 spaces. In addition, the old parking lot will be essentially empty space, unless the "ball watt" is being used -- and how much additional noise will that add to the neighborhood? When I was at the Parks & Recreation Commission meeting, Redoubt Terrace residents testifed of their concern that the large new parking lot would increase the impact on their neighborhood by encouraging more dip net users and beach users to park in their neighborhood. The new parking lot is too much, and it will destroy the park look with a bunch of asphalt, not to mention all the additional noise from the ball wall. 3. Please keep the existing vegetation. There is no reason to cut down the large spruce and birch trees on the perimeter of the existing playground. The City has already cut down hundreds of trees in Municipal Park, which used to be a much more natural forest park. Please leave these mature trees to provide shade and beauty in the area, instead of replacing them with asphalt and the typical introduced landscaping vegetation that requires more maintenance. The trend is for municipalities to keep or plan native vegetation that does not need maintenance, and the City should start practicing this common sense and cost effective approach as well. I feel like this project has been on a runaway train, and is being shoved down the throats of local residents, including the nearby neighbors who don't want it. I don't understand why the many pleas for an alternative location and smaller footprint parking lot (at the Parks & Recreation Conunission) have been disregarded by the City so far. Please take the time to really look at this project and its impacts on the surrounding neighborhood, and put the playground equipment somewhere where it won't have such a high impact.
