General discussion occurred.
MOTION:
Commissioner Zirul MOVED to recommend moving forward with the project using
blue and white glass and Commissioner Porter SECONDED the motion.
VOTE: MOTION PASSED UNANIMOUSLY.
6 -b. Review /Discussion -- Imagine 2030 Comprehensive Plan Update
Chair Knackstedt reviewed the update and general discussion occurred, noting
suggested corrections would be forwarded to the City Planner.
6 -c. Review /Discussion -- 2012/2013 Goals and Objectives
Bondurant reported on the status of the 1022/2012 goals and general discussion
occurred. Bondurant noted a draft would be brought to the August meeting for
review.

7 -b. Airport Manager -- Bondurant reported on the Air Fair, the Tree
Obstruction Project, and Asphalt Marking.

Introduction - Framework for the Future
Draft Goals, Objectives, Strategies and Implementation
The following tables list the critical plan elements of Intaame Kenai 2030 Comprehensive Plan.
Issues are also listed. These are areas of concern that were identified during the public
process, would benefit the City but may not fall within the purview of City government, or
may be a long -term objective (over ten years) so would not be acted on during the strategic
plan for this Comprehensive plan.
The visions, goals, objectives and strategies were obtained from the public, business owners,
Native organizations, civic organizations, Planning Commissioners and City staff from April
2011 through April 2012.
The priority columns are designated as follows:
High priorities - these are objectives and strategies that the City of Kenai will focus on
first. These objectives and strategies are the top priorities identified during the public
participation process and those that the City can start working on right away.
Median priorities - these are ongoing objectives and strategies that the City can start
working on within the next year to ten years but they may involve other agency
collaboration or are outside financial resources at this time.
Low priorities — these are issues that were identified during the public participation
process but are either not the City's responsibility or will not be worked on in the next
ten years. These issues are included in the front of each section.
The lead department or agency columns are filled out with the lead City department or other local, state or federal agency
responsible for the task. The funding source columns list possible funding sources for the objectives and strategies.
Definitions
The key elements of the Kenai
Comprehensive Plan are its goals,
objectives and strategies.
Goals are broad statements
that describe long -term
desired outcomes.
Objectives provide more
specific information of what
can be done to achieve a goal.
Strategies describe specific
steps that will be taken to

Vision; Kenai is a healthy community that provides for the emotional, physical, economic and spiritual well being of
all of its citizens, promotes the health and well being for all age groups, provides opportunities for lifelong learning,

Quality of life issues relate to the general well being of individuals and societies. Some indicators of a community's quality of

Goal 3 — Land Use: Develop land use strategies to implement a forward - looking approach to community growth.
Vision: Kenai implements a forward- looking approach to community growth and development by establishment of
several different zoning districts that reflect the needs of each district; providing commercial, industrial, and
residential areas suited to current and probable future growth.
Use of land includes traditional and current activities of City
residents as well as resource development on public and
private lands. It also addresses how lands within Kenai
should be used to meet the needs of residents and allow for
community growth. The City has land management
regulations (Title 14 Planning and Zoning) that determine
how lands are zoned for different uses and how uses should
be managed. One of the purposes of the Comprehensive Plan
is to guide how land management regulations are used and
revised.
Issues
• Make Kenai a "place to pause" for residents and
visitors by creating more attractive public areas.
• Research methods to protect property values and
citizens from adverse effects of noise.
• Ensure an adequate supply of land is available for

Goal 4 - Public Improvements and Services: Provide adequate public improvements and services in Kenai.
Vision: Kenai encourages public involvement in decision making; has well- planned public and institutional facilities
that meet the health, education, governmental and social service needs of all citizens; has an integrated efficient and
cost - effective network of utilities and public improvements and is a community where the public feels safe.
Kenai is a home rule city within the Kenai
Peninsula Borough. Public infrastructure
includes the City facilities such as water and
sewer systems, roads, airport, port, library,
parks and recreation facilities, and senior
center. Public services include public safety,
senior services, planning and zoning and
administrative services.

Goal 5 - Transportation: Provide transportation systems that are efficient and adequate to serve the regional
needs of the community.
Vision: Kenai Municipal Airport is a gateway to the Kenai Peninsula and West Cook Inlet; the roads are designed,
constructed, and maintained for year-round use; and the harbor functions as a vital facility for water connection to
other areas in the State.
Kenai is accessible by the Sterling Highway to Anchorage, Fairbanks, Canada and the lower 48 states. The City -owned Kenai
Municipal Airport provides a 7,575 -foot asphalt runway, a 2,000 -foot gravel strip, a floatplane strip, and helicopter service. A
fully staffed Flight Service Station is located in the City. The Kenai City Dock and boat ramp are located near the mouth of the
Kenai River. There are also a number of private commercial fish processing docks. Moorage is by buoys anchored in the Kenai
River.
Issues:

Goal 6 — Parks and Recreation: Ensure that Kenai has excellent parks and recreational facilities and
opportunities.
Kenai enhances the quality of life for all citizens through parks and recreational facilities, programs, and community
services.
The City provides a wide array of services, including seasonal recreation programs, a teen center, city parks, and beautification
of city streets and parks. Facilities include the Recreation Center, ten parks totaling over 180 acres, and two major trail
networks. The Parks and Recreation Department manages park and open spaces, including turf and sport field maintenance,
playground maintenance, trash removal, facility and trail
maintenance, management of volunteers, and stewardship of
undeveloped open space.
Issues:
• Construct a multipurpose facility for all age groups.
• Encourage inclusion of year -round walkable and bicycle -
safe trails in road construction projects.
• Promote optimization of green space for recreation.

Kenai River is a world - famous sportfishing destination, especially

diverse fish and wildlife.

Report
Master Plan — Phase 1 report which includes Existing Airport Conditions, Aviation
Activity Forecasts, Airport Sustainability, Terminal Building Surveys and the
Aeronautical Survey Plans is complete and has been submitted for final City review and
submittal to the FAA. Phase 2 has started which includes Facility Requirements,
Alternatives and Environmental Conditions and Impacts. Phase 2 is expected to be
ready for review in the fall.
Tree Obstruction Clearing Project: The project continues to be advertised through July
15 with the bid opening on July 17, 2012.
Runway Safety Action Meeting: The Kenai Air Traffic Management and the FAA
Runway Safety Action Team held the annual meeting on May 30, 2012. The meeting
was well attended and discussions led to only two recommendations for operational
safety; addition of one sign at the Golf, Alpha, and Foxtrot intersection to reduce the
possibility of confusion as pilots approach TW Golf, and repair the gaps in the fence line
in the TW Golf Golf area (this has already been repaired).
In -house Projects:
Airfield maintenance: Runway & taxiway pavement cracksealing, mowing, gate & fence
repair, & screening of sand.
Beautification projects: KENAI sign project, replace vinyl on stairs to terminal 2nd floor,
replace terminal entrance doors, & asphalt repair in parking lots.

Think About It August 1, 2012
Have you noticed that our summers on the Kenai seem to go faster and faster every year? Our
summer days are long, our nights non - existent or very short, so one would think that summers
would seem to go slow. Yeah right!
It must be because we have so much to get done and we seem to never slow down....we've gotta
go, go, go. Catch those fish and put them up. Harvest our crops in the garden. Bar -B -Ques,
summer parties, entertain relatives and friends from outside, building and remodeling projects,
and a jillion other things. Run, run, run. No wonder our summers on the Kenai seem to go so
fast.
Sometimes, we need to slow down and "smell the roses" and take time to relax. It's hard to do
but it is healthy and refreshing when we stop and put our minds and legs to rest.
Our Kenai Peninsula is one of a kind....a truly great place to live and all we have to do is slow
down, stop and think about this special place we love. When we do it's very easy to see why
people all over the world want to come and enjoy the Kenai Peninsula themselves. And it's no
wonder every year many of them stay, just like we all did at one time. Staying because our Kenai
Peninsula is simply one of the best places in the world to live, raise and enjoy our families.
It's the little things that make a really great community and an enjoyable place to live.
This summer one of the things that really stand out is the beautification projects in both cities,
Kenai and Soldotna. On that note, one of the things you'll want to enjoy is the flowers. And if
you haven't had a chance to visit the Kenai Airport, you should really make it a point to do so.
Those big flower pots are all over town but the display of flowers at the Kenai Airport is simply
outstanding. What a beautiful statement to make to all our visitors.
Speaking of flowers... special koo -doos to Soldotna for their downtown perennial flower
garden. It's right next to the spacious grassy riverside city park. The effort it takes to keep all
those flowers beautiful all summer long is much appreciated.
One of the outstanding places on the Peninsula is the Soldotna airport itself. The next time you
have the opportunity to land or take off from Soldotna airport, this summer, you'll see for
yourself. Acres and acres of green grass surrounding a wide accommodating runway and
taxiways makes the airport one of our crown jewels of the Peninsula. The Kenai airport is the air
commuter hub of commerce but Soldotna is our beautiful center of small aircraft activity, and
best of all there is no FAA Control Tower at Soldotna. No wonder pilots and aircraft owners love
it.
Take time to slow down this summer and enjoy the little things that make our Kenai Peninsula so
great. You'll realize once again why you chose to live in this Alaska paradise we call home and
why we would never want to call any other place home. Think About It! JCD 8 -1 -12
