MINUTES
1. CALL TO ORDER
Chair Twait called the meeting to order at approximately 7:00 p.m.
1 -a. Pledge of Allegiance
Chair Twait led those assembled in the Pledge of Allegiance.

MOTION:

Commissioner Peterson MOVED to approve the agenda as presented and
Commissioner Rowell SECONDED the motion. There were no objections. SO
ORDERED.
1 -d. Consent Agenda
MOTION:
Commissioner Koester MOVED to approve the consent agenda and Commissioner
Knackstedt SECONDED the motion. There were no objections. SO ORDERED.
1 -e. *Excused Absences
Approved by consent agenda.
*All items listed with an asterisk ( *) are considered to be routine and non-
controversial by the Commission and will be approved by one motion. There will be
no separate discussion of these items unless a Commission Member so requests, in
which case the item will be removed from the Consent Agenda and considered in
its normal sequence on the agenda as part of the General Orders.
2. *APPROVAL OF MINUTES

7. NEW BUSINESS
7 -a. Discussion /Set Public Hearing -- PZ12 -19 -- A resolution of the Kenai
Planning and Zoning Commission recommending Kenai City Council
amend Kenai Municipal Code Section 14.22.010, "Land Use Table," for
all zones by amending three uses, add language to Footnote 13 to provide
consistency between Title 14 and Title 3, and deleting three uses.
Kebschull reviewed the staff report included in the packet.
MOTION:
Commissioner Knackstedt MOVED to hold a public hearing at the August 8, 2012
meeting and Commissioner Koester SECONDED the motion.
VOTE: MOTION PASSED UNANIMOUSLY.
7 -b. Discussion /Set Public Hearing -- PZ12 -23 -- A resolution of the Kenai
Planning and Zoning Commission recommending Kenai City Council
amend Section 14.20.230, "Home Occupations," to clarify that appeals
regarding Home Occupation Permits shall be made in accordance with
KMC 14.20.290, "Appeals -Board of Adjustment," and to make other
technical changes to provide uniformity with the Kenai Zoning Code,
KMC Chapter 14.20.
Kebschull reviewed the staff report included in the packet.

Commissioner Rowell MOVED to hold a public hearing at the August 8, 2012 meeting
and Commissioner Koester SECONDED the motion.
VOTE: MOTION PASSED UNANIMOUSLY.
8. PENDING ITEMS -- None.
9. REPORTS
9 -a. City Council -- Council Member Navarre reviewed the July 18, 2012 City
Council meeting.
9.b. Borough Planning -- No report.
9 -c. Administration -- Kebschull noted the draft implementation plan of the
Comprehensive Plan had been sent to commissions and committees for their
comment, the landscape site plan for the Denaina Health Clinic had been approved
and the foundation permit would be issued, and City administration met with FEMA
regarding the national flood insurance program.
10. PERSONS PRESENT NOT SCHEDULED -- None
11. INFORMATION ITEMS -- None.
12. NEXT MEETING ATTENDANCE NOTIFICATION -- August 8, 2012
No commissioners requested an excused absence from the August 8, 2012 meeting.
13. COMMISSION COMMENTS & QUESTIONS -- None.
14. ADJOURNMENT
There being no further business before the Commission, the meeting was adjourned at
approximately 7:21 p.m.
