KENAI CITY COUNCIL CHAMBERS, 210 FIDALGO AVENUE, KENAI, ALASKA, 99611 http: / /www.ci.kenai.ak.us MINUTES CALL TO ORDER Mayor Porter called the meeting to order at approximately 6:00 p.m. 1. Pledge of Allegiance Mayor Porter led those assembled in the Pledge of Allegiance. 2. Roll Call There were present: Pat Porter, Mayor Terry Bookey Tim Navarre (arrived at 6:03 p.m.) Mike Boyle comprising a quorum of the Council. Absent: Brian Gabriel Also in attendance were: Rick Koch, City Manager Krista Stearns, City Attorney Sandra Modigh, City Clerk 3. Agenda Approval MOTION: Ryan Marquis, Vice -Mayor Robert Molloy Vice -Mayor Marquis MOVED to approve the agenda as presented and requested UNANIMOUS CONSENT. Council Member Bookey SECONDED the motion. There were no objections, SO ORDERED. City of Kenai Meeting Minutes Page 1 of 3 August 7,2012 PUBLIC COMMENTS There was no one in attendance wishing to speak. NEW BUSINESS 1. Review of Application(s) Submitted for City Attorney Position Vacancy Mayor Porter requested each councilmember present give their opinion of the applications received and rank their top three candidates. Majority of Council agreed their top three candidates were: Scott Bloom, Theresa Hillhouse, and Robert Owens. Council Member Boyle expressed concern of reducing the selection of candidates to only three and eliminating other quality candidates so early in the recruitment process. It was noted that the interviewing process could be reopened if needed at a later date. City Attorney Sterns agreed with Council's top candidates and in moving forward with the recruiting process by scheduling interviews. MOTION: Council Member Bookey MOVED to direct the City Attorney to move forward in the recruitment process by setting up interviews with Scott Bloom, Theresa Hillhouse, and Robert Owens. Council Member Navarre SECONDED the motion. VOTE: YEA: NAY: Bookey, Boyle, Marquis, Molloy, Navarre, Porter City Attorney Sterns noted the travel for candidates to interview would be funded from Legislative Transportation. Council concurred to schedule a special meeting on Monday, August 27, 2012, beginning at 5:30 p.m., for the purpose of interviewing the top three candidates selected (Scott Bloom, Theresa Hillhouse, and Robert Owens), providing an hour per interview. An additional special meeting on Wednesday, August 29th was scheduled to continue the interviews and /or deliberation if needed. City of Kenai Meeting Minutes August7, 2012 Page 2 of 3 The City Attorney was requested to provide an update to Council at the August 15th meeting on the availability of the applicants for the scheduled interviews. Attorney Sterns further advised she would provide introductions to administration and a brief City tour for candidates while in town for interviews. EXECUTIVE SESSION 1. Regarding Subjects That Tend to Prejudice the Reputation and Character of Any Person - Review of Application(s) Submitted for City Attorney Position Vacancy [AS44.62.310]c)]2)] Council did not enter into executive session.
