Pearson noted the theme this year would be "This Bloom's for You." General
discussion occurred.

Member Canady MOVED to suggest $75.00 for each barrel and Member Jung
SECONDED the motion. There were no objections. SO ORDERED.
6 -b. Discussion -- Leif Hansen Park Bed
Pearson noted the sign and pavers needed renovation and general discussion
occurred. It was suggested impatiens be replaced with something else.

Member Jung MOVED to approve renovations for the Leif Hansen Park beds and
Member Lovett SECONDED the motion. There were no objections. SO ORDERED.
6 -c. Discussion -- Design -- Sign Bed
General discussion occurred. It was suggested to remove the broad leaf plants.
MOTION:
Member Pierce MOVED to approve the design and Member Lovett SECONDED the
motion. There were no objections. SO ORDERED.
6 -d. Discussion -- Metal Fish
Pearson noted Parks and Recreation Director Frates had sent some of the metal fish to
be refurbished and general discussion occurred. It was decided to keep the fish the
same for one more year.

Pearson reported Volunteer Plant Day would be June 9, with a meeting for the
Beautification Committee at 9:30, and volunteers arriving at the fire station at 10:00
a.m. to begin work.

Introduction - Framework for the Future
Draft Goals, Objectives, Strategies and Implementation
The following tables list the critical plan elements of Inmate Kenai 2030 Comprehensive Plan.
Issues are also listed. These are areas of concern that were identified during the public
process, would benefit the City but may not fall within the purview of City: overnrnent, or
may be a long -term objective (over ten years) so would not be acted on during the strategic
plan for this Comprehensive plan.
The visions, goals, objectives and strategies were obtained from the public, business owners,
Native organizations, civic organizations, Planning Commissioners and City staff from April
2011 through April 2012.
The priority columns are designated as follows:
High priorities - these are objectives and strategies that the City a :f Kenai will focus on
first. These objectives and strategies are.the top priorities identified during the public
participation process and those that the City can start working on right away.
Median priorities - these are ongoing obj.ective5 and strategies that the City can start
working on within the next year to ten years but they.tnay involve other agency
collaboration or are outside financial resources at this time.
Low priorities - these..are issues that were identified during the public participation
process but are either not the City's responsibility or will not be worked on in the next
ten years. These issues are included in the front of each section.
Definitions
The key elements of the Kenai
Comprehensive Plan are its goals,
objectives and strategies.
Goals are broad statements
that describe long -term
desired outcomes.
Objectives provide more
specific information of what
can be done to achieve a goal.
Strategies describe specific
steps that will be taken to
reach an objective.
The lead department or agency columns are filled out with the lead City department or other local, state or federal agency
responsible for the task. The funding source columns list possible funding sources for the objectives and strategies.

Goal 1 — Quality of Life: Promote and encourage quality of life in Kenai.
Vision: Kenai is a healthy Community that provides for the emotional, physical, economic and spiritual well being of
all of its citizens, promotes the health and well being for all age groups, provides opportunities for lifelong learning,
and encourages arts and cultural activities.
Quality of life issues relate to the general well being of individuals and societies. Some inthcators of a community's quality of

Goal 3 — Land Use: Develop land use strategies to implement a forward - looking approach to community growth.

growth and development by establishment of
several different zoning districts that reflect the needs of each district; providing commercial, industrial, and
residential areas suited to current and probable future growth.
Use of land includes traditional and current activities of City
residents as well as resource development on public and
private lands. It also addresses how lands within Kenai
should be used to meet the needs of residents and allow for
community growth. The City has land management
regulations (Title 14 Planning and Zoning) that determine
how lands are zoned for different uses and how uses should
be managed. One of the purposes of the Comprehensive Plan .
is to guide how land management regulations are used and
revised.

Goal 5 - Transportation: Provide transportation systems that are efficient and adequate to serve the regional
needs of the community.
Vision: Kena r unlcipal Airport is a gateway to the Kenai Peninsula and West Cook inlet; the roads are designed,
constructed, and maintained for year-- round use; and the harbor functions as a vital facility for water connection to
other areas in the State.
Kenai is accessible by the Sterling Highway to Anchorage, Fairbanks, Canada and the lower 48 states. The City -owned Kenai
Municipal Airport provides a 7,575 -foot asphalt runway, a 2,000 -foot gravel strip, a floatplane strip, and helicopter service. A
fully staffed Flight Service Station is located in the City. The Kenai City Dock and boat ramp are located near the mouth of the
Kenai River. There are also a number of private commercial fish processing docks. Moorage is by buoys anchored in the Kenai
River.
Issues:

General Information:
The City of Kenai has received a building permit application to construct a 72 -foot x 48-
foot (3,024 square feet) building on this site. KMC 14.25 requires a landscape /site plan
for the project. The previous owner cleared the land. No further landscaping is planned
other than cleaning up the existing vegetation along the Bridge Access Road property
line which meets the requirements for the street right -of -way landscaping. The parking
lot is gravel. Paving is not required in the Heavy Industrial zone. The yard will be fenced
with an 8 -foot high chain length fence.
RECOMMENDATIONS
Because this property was cleared by the previous owner, and is located in the Heavy
Industrial zone, no additional landscaping will be required. However, the natural
vegetation along the Bridge Access Road must be retained. Any development or
excavation in this area that disturbs the vegetation in the 10 -foot area would require
replanting to meet the requirements of KMC 14.25.
Plan is approved as submitted with the following requirements:
1. Existing natural vegetation must be retained. Any removal of existing
vegetation will require an updated plan to provide the required 10 -foot
right -of -way landscaping.

ANALYSIS
General Information:
The City of Kenai has received a preliminary building permit application for the Dena'ina
Health & Wellness Clinic. Due to the size of this project, the preliminary submittal is
being reviewed. A foundation permit has been issued. As required in KMC 14.25, a
landscape /site plan has been submitted for the project.
The Kenaitze Indian Tribe is building a 52,000 mixed -use facility which will include
medical, dental, wellness activities, and behavioral health and substance abuse services.
The facility will also provide a location for the Kenaitze to gather for social and cultural
events including classrooms and a meditation /traditional healing area. The property is
located in the Townsite Historic zone which restricts buildings with a footprint over 5,000
square feet and certain types of uses. In October 2012, a Variance Permit for the
building size and a Conditional Use Permit for a medical clinic were approved for the
development.
Since the conception of the development, meetings have been held with the Tribe and
their architect, Mr. Klauder, to ensure that the development met the City's building and
zoning requirements. The collaboration is continuing with the Building Official and Fire
Marshal as they review the building plans.

A complete set of drawings for the landscape /site plan have been submitted and
reviewed. KMC 14.25 specifies the regulations for landscape /site plans within the City of
Kenai. Section 14.25.030 of that chapter details Landscaping /Site Plan submittal
requirements.
• Scientific or common name or type of planting materials to be used in the
project.
o Sheet L103 of Progress Set 1 provides a detailed list of planting
materials that will be included in the landscaping for the development.
The list includes trees, shrubs, perennial flowers, ferns, vegetative mat
and grass seed. Also included is other landscaping materials
including rocks, bounders, and driftwood.
• Typical planting details.
o Planting details are provided on Sheet L501 of Progress Set 1.
• Location of all planting areas and relationship to buildings, parking areas
and driveways.
o Due to the size of the development, several pages include these
details including Sheets L103, L104, L105, L106 and L107 (Progress
Set 1 — Revised on 7/13/12.) An overall marking and sign plan is
provided on Sheet C300 of Progress Set 2.
• Identification and location of existing vegetation to be retained.
o Due to the extensive site development, natural vegetation will not be
retained.
• Identification of on -site snow storage areas.
o Snow storage is identified on the drawings. In addition, a snow
storage easement has been provided for storage on the adjacent lot
which is also owned by the Tribe.
• Drainage patterns.
o Drainage is shown on several drawings. The Tribe is investing in
developing the site in hopes of receiving Leadership in Energy and
Environmental Design (LEEDS Certification). As part of that goal, the
intent is to recycle drainage water for use in the facility. The Public
Works Director will verify that drainage provided with the development
is contained on the site and does not affect other properties or the
City's drainage in the rights -of way in the area.
• Physical features of the property including location of all buildings, ingress
and egress, any unusual features of the property, which may restrict
development or drainage.
o The site plan provides all required information.
Section 14.25.040 of the code outlines the landscaping plan performance criteria.
• Perimeter /Buffer Landscaping — involves the land areas adjacent to the lot
lines within the property boundary and serves to separate and minimize
the impact between adjacent uses.
o The landscaping plan provides for extensive landscaping and meets
code requirements with two exceptions. An exception has been
requested along Overland Avenue wherein the plan provides a 9 -foot
landscaping bed with a 5 -foot sidewalk. The exception is for the 9 -foot
landscaping bed. The alternative would be to limit the sidewalk to 4
feet wide. The exception appears reasonable and minimal and has

been granted. Along the property line between the elder center and
this development, landscaping has not been included. There is a
sidewalk which abuts parking spaces. A snow storage area is located
directly adjacent to this sidewalk. It does not appear necessary to
provide landscaping in this area when this parcel is being included in
the development. (Even though it is a separate parcel.)
• Interior Landscaping — involves areas exclusive of the perimeter and
parking lot areas.
o The plans for this site provide extensive interior landscaping and the
hope is to create a park -like setting. In addition to the landscaping, an
amphitheater is included. Walking paths around and through the site
will encourage pedestrian movement.
• Parking Lot Landscaping — involves areas adjacent to or within parking
lots and access drives.
o Parking lot landscaping is included in the plans. Landscaping will be
used to separate parking spaces.
• Street - right -of -way Landscaping — intent to soften the impact of land uses
along rights -of -way but does not obscure land uses from sight.
o Street right -of -way landscaping is included throughout the plan.
The following are required in the site plan:
• Parking —
o The Dena'ina Wellness Center is 52,000 square feet and is
considered a care center (medical /dental clinic) requiring one (1)
parking space for every 250 square feet. Because the center is
considered a mixed -use facility, the required parking is reduced by
25 %. Required parking for the facility is 156 spaces.
o The site provides 139 spaces. (C300)
o To meet the required parking, a cross - parking agreement has been
executed with the adjoining lot, Lot 16A, Block 5, Townsite of Kenai
Kenaitze Addition. This is the location of the Tyotkas Elder's Center. This
center is 4,899 square feet and requires one parking space for every 500
square feet — 10 spaces. The elder center has 32 spaces available.

o With the parking agreement, the development has sufficient parking to
meet the required parking.
o The architects will be working with the building official to ensure that the
required ADA parking is available. There is sufficient space /parking to
meet the ADA requirements.
• Parking Lot.
o The parking must be paved. Because Lot 16A, Block 5, Townsite of
Kenai Kenaitze Addition parking lot is needed for overflow parking and
included in the site plan for this development, that parking lot must be
paved.
• Snow storage.
o Locations for snow storage are shown on the site plan. An easement
with Lot 16A, Block 5, Townsite of Kenai Kenaitze Addition provides
additional storage space. If locations provided are not sufficient, the plan
is to haul snow from the site.

• Dumpster.
o The dumpster location is shown on the site plan. The dumpster must
be screened with a sight- obscuring structure made of wood or
concrete.
RECOMMENDATIONS
The plan as submitted meets the intent of KMC 14.25. Plan is approved as submitted
with the following requirements:
1. All required landscaping as presented in the approved landscaping plan
must be installed within two (2) years of the approved landscaping plan.
2. One hundred percent (100 %) of ground cover of the landscaping beds
must be planted and maintained so that there is no exposed soil within
three years of the approved plan.
3. The parking lot must be paved within two (2) years of the Certificate of
Occupancy. This includes the overflow parking provided for in the parking
easement for Lot 16A, Block 5, Townsite of Kenai Kenaitze Addition. If
developer finds that on -site parking is sufficient for the use, a modification
may be requested as provided for in KMC 14.25.070.
4. Snow storage must be located on the lot and cannot be placed on
required parking spaces or the snow must be removed from the site.
Snow may be stored on the adjacent Lot 16A, Block 5, Townsite of Kenai
Kenaitze Addition as provided for in the snow storage easement and shown
on the site plan. No snow may be stored in such a manner that would
block visibility for ingress and egress to the lot.
5. The structure for the dumpster must be constructed of wood or concrete.
City administration may approve other materials prior to construction.
If the City finds that clients of the Center are parking in the right -of -way,
"No Parking" signs may be required in the rights -of -way around the
development.

sufficient direction to clients, additional signage on the site may be
required.
8. The wind turbine identified on the site plan will require separate permitting
including a zoning /building permit application as required in KMC
14.20.235. This will require an amendment to the landscape /site plan.
9. If construction of the project has not started within one year of the
approval of the landscaping /site plan, the approval may be revoked by the
Administrative Official after providing at least thirty (30) Day notice unless
extended for good cause.
