CALL TO ORDER: Chair Twait called the meeting to order at approximately 7:02 p.m. 1 -a. Pledge of Allegiance Chair Twait led those assembled in the Pledge of Allegiance. 1 -b. Roll Call Roll was confirmed as follows: Commissioners present: Commissioners absent: Staff/ Council Liaison present: 1 -c. MOTION: Agenda Approval Chair J. Twait, P. Bryson, J. Rowell, H. Knackstedt, K. Koester, J. Peterson C. Smith (excused) City Planner M. Kebschull, Planning Assistant N. Carver, Council Member T. Navarre, Deputy City Clerk C. Hall Commissioner Bryson MOVED to approve the agenda as presented and Commissioner Knackstedt SECONDED the motion. There were no objections. SO ORDERED. 1 -d. Consent Agenda MOTION: Commissioner Knackstedt MOVED to approve the consent agenda and Commissioner Peterson SECONDED the motion. There were no objections. SO ORDERED. 1 -e. *Excused Absences • Clifford Smith Approved by consent agenda. *All items listed with an asterisk ( *) are considered to be routine and non- controversial by the Commission and will be approved by one motion. There will be no separate discussion of these items unless a Commission Member so requests, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda as part of the General Orders. 2. *APPROVAL OF MINUTES: 2 -a. *May 23, 2012 Approved by consent agenda. 2 -b. May 23, 2012 Work Session Summary (Information Only) 2 -c. June 13, 2012 Work Session Summary (Information Only) 3. SCHEDULED PUBLIC COMMENT -- None 4. CONSIDERATION OF PLATS 4 -a. PZ12 -17 -- Baron Park 2012 Addition - A resubdivision of Tracts A -1 -A, A -1 -B Baron Park Subdivision Fire Addition (KN97 -57), Tract lA - Baron Park 2008 Replat KN2008 -32, The vacation of a portion of Magic Avenue and associated utility easements located within the W1/2 Sec. 33, T6N, R 11 W, SM, AK - 74.004 Acres. Plat submitted by Whitford Surveying, P.O. Box 4032, Soldotna, Alaska. MOTION: Commissioner Knackstedt MOVED to approve PZ12 -17 and Commissioner Bryson SECONDED the motion. City Planner Kebschull reviewed the staff report included in the packet, recommending approval with no contingencies. Twait opened the meeting to public comment. There being no one wishing to speak, the public hearing was closed. General discussion occurred. VOTE: MOTION PASSED UNANIMOUSLY. 5. PUBLIC HEARINGS 5 -a. PZ12 -16 -- An application to rezone Baron Park Subdivision Fire Addition Lots A -1 -A, A -1 -B, and A -1 -B That Portion being Utilized for a Fire Industrial/ Structural Training School (400 86450 Marathon Road and 355 Magic Avenue) from ED - Education to IL - Light Industrial. Application submitted by Rick Koch, City Manager, City of Kenai, 210 Fidalgo Avenue, Kenai, Alaska. PLANNING AND ZONING COMMISSION MEETING JUNE 27, 2012 PAGE 2 MOTION: Commissioner Knackstedt MOVED to approve PZ12 -16 and Commissioner Peterson SECONDED the motion. Twait opened the meeting to public comment. Kristine Schmidt, 513 Ash Avenue -- requested postponing the item because she did not feel it had been initiated legally. There being no one else wishing to speak, the public hearing was closed. Bryson asked Administration to explain the status of petitions. Kebschull noted city land rezones had always been initiated by the City Manager. VOTE: MOTION PASSED UNANIMOUSLY. 6. UNFINISHED BUSINESS -- None. 7. NEW BUSINESS -- None. 8. PENDING ITEMS: 8 -a. Ordinance No. 2597 -2011 - Amending Kenai Municipal Code 14.22.010, Land Use Table, to Make Comprehensive Changes to the Uses Allowed in the Suburban Residential (RS), Suburban Residential 1 (RS1), Suburban Residential 2 (RS2), Rural Residential (RR), Rural Residential 1 (RR -1) and the Urban Residential (RU) Zoning Districts. (At its November 16, 2011 meeting, the council postponed Ordinance No. 2597 -2011 to the August 1, 2012 meeting and the ordinance was referred back to the Planning and Zoning Commission so the Commission could continue to consider the changes proposed in this work product during the Comprehensive Plan Process.) 9. REPORTS 9 -a. meeting. City Council -- Council Member Navarre reviewed the June 20 Council 9 -b. Borough Planning -- Commissioner Bryson reviewed the June 11 and 25 Borough Planning Commission meetings. 9 -c. Administration -- Kebschull noted information in the packet regarding the Planning conference in Anchorage in November and asked if any commissioners would be interested in attending. INFORMATION ITEMS Email dated 5/21/12 from Laura Sievert. Email dated 5/31/12 from Commissioner Smith. Kenai River Center Permit for River Signage. 12. NEXT MEETING ATTENDANCE NOTIFICATION 12 -a. July 11, 2012 No commissioners requested an excused absence from the July 11 meeting. 13. COMMISSION COMMENTS & QUESTIONS -- None. 14. ADJOURNMENT MOTION: Commissioner Bryson MOVED to adjourn and Commissioner Peterson SECONDED the motion. There were no objections. SO ORDERED.
