Chair Twait called the meeting to order at approximately 7:00 p.m.

4. CONSIDERATION OF PLATS
a. PZ12 -36 - Preliminary Plat - Lot 2A, Cinderella Subdivision 2012 Replat (A
replat of Lots 2 & 5 Cinderella Subdivision) . Plat submitted by Integrity
Surveys, Inc., 43335 K -Beach Road, Suite 10, Soldotna, Alaska.
City Planner Kebschull reviewed the staff report included in the packet, recommending
approval with the following requirement:
• If the easement is not vacated, easement must be shown on the final
plat.
MOTION:
Commissioner Knackstedt MOVED to approve PZ12 -36 with staff recommendations
and Commissioner Arness SECONDED the motion.
Twait opened the meeting to public hearing. There being no one wishing to speak, the
public hearing was closed.
The utility easement was discussed by the commission.
VOTE: MOTION PASSED UNANIMOUSLY.

a. City Council -- Council Member Gabriel reviewed the October 17 Action Agenda
included in the packet, noting certification of the municipal election, reelection

of Marquis as Vice - Mayor, and resolutions supporting Kenai Central High and
Soldotna High School's bid to host the State of Alaska High School Hockey
Tournament and Track and Field Championships 2014 -2016.
b. Borough Planning -- Commissioner Bryson reviewed the October 22 Borough
Planning Commission meeting.
c. Administration -- Kebschull noted travel arrangements for commissioners to
attend the AK Planning Conference in November were completed and advised
the Planning Department will be attending the National Preservation Conference
in Washington October 31- November 3.
10. PERSONS PRESENT NOT SCHEDULED
Kristine Schmidt, 513 Ash Avenue spoke in favor of the commission extending the
comment period of the draft comprehensive plan for an additional 30 days and spoke
in opposition to the plan review process related to community input.
Jim Richardson, Angler Drive spoke in favor of extending the comment period of the
draft comprehensive plan.

Clarification on modifying the schedule related to the comprehensive plan comment
period was requested and discussed. City Planner Kebschull advised the schedule
was tentative according to dates set by the commission and may be revised by the
commission.

Commission Discussion — Imagine Kenai 2030 — Public Review Draft — Review of
Comments
*Public Participation: Public comments will be allowed on a limited basis throughout the
review.
The Commission began reviewing the 33 -pages of comments. Changes made were
noted and the consultant will note the changes on the document and will incorporate them
into the Plan. Several changes were made to the Future Land Use Map. The Commission
worked through Page 19 of the comments. The work session will resume on November 14tH
Members of the public participated throughout the review and the Commission
considered public input when considering the written comments.

The work session adjourned at approximately 9:20 p.m.

3rd Status Report Submittal
Dear Mr. Buzby:
CINGSA hereby submits its Third Status Report, including recent project photographs, in
accordance with Requirement No. 4 of the approval for the subject Plan of Operations. This
report covers activities occurring during the six -month period from May 1, 2012 to November 1,
2012. During this time, compression injection began and facility construction was completed.
Well Pad
Additional well cleanout and perforation were conducted on all five wells between June 11 and
August 18, and all wells returned to injection service.
All piping and electrical work on the well pad was complete by late -July. Paint and other
coatings were then applied, followed by heat trace and insulation work. These tasks were
finished by early - September.
In June, the well pad was fenced. Finish grading work began at this time and was completed by
early- September. The driveway and a portion of the pad were paved the first week of
September.
Compressor Plant Site
Subsequent to the CINGSA Second Status Report piping, electrical, and gas compression
systems were completed, along with the facility pad grounding grid. Testing and commissioning
of compressor Unit B was completed by April 28, 2012. Unit A was commissioned on May 18.
The communication tower was erected in mid -May, followed by the installation of
telecommunication equipment and electrical service.

Construction of the facility warehouse began in late May and was completed in late - August. The
interiors of the Office and Auxiliary buildings were completed and equipment was installed in
the Auxiliary building. In addition, painting, coating, heat trace, and insulation work occurred
on the site throughout the summer, and facility lighting was installed.
Finish grading work began in July and was completed by September. The on -site septic system
was completed by early - August. Connections to the City of Kenai water mains, which had
begun in late -2011, were completed by mid- August. This included installation of the remaining
fire hydrants. Gas service to the facility was installed in late - August. The perimeter fence
around the facility site was complete by mid- October.
Tree seedlings were planted on the landscape berm in May. From early -July through August, as
work was completed on the water lines and fire hydrants in the rights -of -way of Beaver Loop
and Bridge Access Roads, the areas were seeded for soil stabilization. Following paving in
early- September, the area north of the entrance road was seeded for stabilization, and larger trees
were planted near Beaver Loop Road.
Permitting
A list of permits and their current (October 20, 2012) status is enclosed with this report.

emissions testing for 02, NOX, CO, and VOC was conducted on the two compressor units and on
the standby generator. The report of the test results was submitted to the Environmental
Protection Agency on October 19, 2012 in accordance with 40 CFR 60.
The construction area was stabilized by late - September and a Notice of Termination was
submitted to the Alaska Department of Conservation to terminate CINGSA c overage under the
Alaska Construction General Permit.
