This tract was originally set aside by BLM as a Recreation Site. It was suggested that it show on City Planning Map as a park. It was suggested that a letter be written to the State of Alasko asking them to submit a preliminary plan of E- U1U development for section 36 so that the city can plan for s future utilities in that area. This request should be qualified statttlg that the State must adhere to the street planning map anti zoning regulations of the city. DISCUSSION ON THE AIRPORT SUBDIVISION.Discussion revolved around Kenai Spur road frontage by the desirability of having screening easement in this area. Coyle moved that we approve preliminary plat of the Gusty Subdivision subject to a 15 ft screening easement along the Kenai Spur road. Seconded by Fisher. Motion passed unanimously. DISCUSSION OF POWER PROBLEMS. Mr. Bergt's talk centered around the purchase of 8 gas turbine engines, the cost being approximately $15,000 per month for 10 years. Knackstedt motioned that the city administration draft letters asking for proposals from the following list of electrical producers: CUL, KU.SCO, PHILLIPS, Oil and gas companies in the area, HEA, CHUGACH, TYONEK, ANCHORAGE CITY, UNION OIL, and any others that may be deemed important. Mrs. Coyle seconded the motion. Motion passed unanimously. Commission requested Mr. Bergt and Mr. Robbins to work on the forgoing motion. Mr. Norene mentioned that he had not received any information on Post Office location as requested of Mr. Jack Thompson. Motion by Coyle to ask the City Manager to review the Post Office file and to contact Jack Thompson and the Post Office Department on the status of the new Post Office in Kenai. The Planning Commission would like to have copies of all this correspondence. Knackstedt seconded it. Motion passed unanimously. Cannieries many years in existence have not come up witha. solu- tion to their problem of disposing of waste. Fish waste is not really defined as pollution. The real health hazards are in human waste The beaches used by the public in_Kediakare only a few feet from where sewage enters the water. At the present time the City does not have a health officer, but could possibly Enforce the ordinances of the City of Kenai. The Kenai Peninsula Borough depends.on the State to enforce the laws regarding any health hazard matter. The City could put up signs on the beaches where there is a defi- nite health hazard. Mr. Keiser feels he has had excellent cooperation with past and present City Manager's of Kenai in Kenai's problems. Mr. Bob Wells of the Economic Development District discussed small boat harbors. He advised that there are funds available for small' boat harbors if it can be econ6mically justified. There should be matching funds available from the primary source such as municipA,-1- governments. Priorities are established on the basis of availabili- ty,and desirability. It is possible that the people who would use the small boat harbor would put up some of the matching funds. . The Kenai feasibility study, acdordiM to Mr. Wells, is the EDD's responsibility and at this time it is not very active. He suggested that the Planning Commission and EDD could serve the same purpose - either approach people or local EDU Committee. The Committee should approach the Mayors and City Manager's of Kenai and Soldotna and not let the,Corps of Engineers rest. Mr. Wells advised that EDA Grant money is in 60% range where the job# created are justified. Mr. Norene suggested that meetings be set up with related industries - which -might use the facility. There seemed to be a split of authority on this among the respective cities and among representatives from the cities on the Assembly. The Borough Chaimman suggested that the cities come up with recommendations if this is what they desire. This matter has been discussed at some length previously. We would like you to present this document at the Kenai City Advisory Planning Commission meeting. T ' he history on this road dates back to when Mr.Harrison was city manager and he had given us a verbal promise that the road would be put through and completed. As you know, the area is ready for completion except for some gravel fill which I believe the estimate for completion is approximately $3,500.00. We feel that the completion of this road would benefit the people coming to and from the shopping center. We do not feel that there would be any double frontage involved as the Nc-tional Bank of Alaska and the service stations on the south portion of the road would have no access because of the curbing now in place. The access on the north, to the Royal Redoubt exists at this time as somewhat of a road and would therefore not creat any new problems. We feel that there is a significant amount of traffic along the Royal Redoubt parking area which should be funneled onto a city road to provide safety and ease of access in that area. The question was partially prompted by reason of a reference to the federal social security act. It was my interpretation that the reference to the Social Security Act was only used to augment the definition of disability if the person claiming was at least 62 years of age and disabled. I have given you this interpretation without researching the particular point in the federal statutes in any depth.
