Frates, Parks & Recreation Director DATE: May 7, 2013 SUBJECT: Community Gardens Purpose of this correspondence is to provide a conceptual layout for the expansion of the Kenai Community Gardens. A few key elements of this project include: • Relocating the existing fence line along Main Street Loop. Purpose of relocating fence line would be to: 1) Allow for a consistent greenstrip (right -of -way area) similar to other areas along Main Street Loop. 2) Creates an area for a possible aircraft (jet) display or other future use. This would be a future project. • Adds 17 garden spaces to be utilized by gardeners. Thirty -one plots total. • Adds 9 raised beds with space for future expansion as needed. • Adds a children's sandbox. Possible future project. • Dedicates a space for a community demonstration plot (raised bed) to be installed and maintained through the Cooperative Extension Service (pending them receiving a grant). • Adds compost bins. • Adds 2 communal raised beds to be shared among users. Future addition. We will also need to discuss an appropriate fee to charge for the seasonal use of the raised beds. Fee for use of a 15' x 20' garden plot is $20 plus 6% tax. Considering the cooler temperatures we have been experiencing, I think we would be at some risk planting any sooner. As always, we will secure use of the Fire Department facility for the appreciation BBQ and solicit help from fire personnel. I'm thinking a 10:OOAM start -time would be appropriate and going until 2:30PM at the latest. Box 2829 Kenai, AK 99611 Requested Action: Landscape /Site Plan — Charis Place Assisted Living Facility Legal Description: Tract 37, Killen Estates Subdivision Addition No. 1 Street Address: 701 N. Forest Drive KPB Parcel No.: 04321015 Existing Zoning: RS — Suburban Residential Current Land Use: Vacant Land Use Plan: Neighborhood Residential ANALYSIS General Information: The City of Kenai has received a building permit application for the Charis Place Assisted Living Facility. As required in KMC 14.25, a landscape /site plan has been submitted for the project. The applicant is in the process of replatting Tract 37 of Killen Estates and Tract C of Northgate Subdivision to combine the parcels into one tract. Tract 37 is approximately 2 acres and located off North Forest Drive. Tract C ofNorthgate Subdivision No. 1 lies to the south of Tract 37. Tract C is a long, narrow strip of land 30 -feet wide containing approximately .4 acres. This results in almost 2.5 acres for the development of the assisted living facility. The Commission approved a Conditional Use Permit for the facility on August 8, 2012. KMC 14.25 specifies the regulations for landscape /site plans within the City of Kenai. Section 14.25.030 of that chapter details Landscaping /Site Plan submittal requirements. Scientific or common name or type of planting materials to be used in the project. o Plans show grass areas will be a mixture of: Cadge Mix, Rye -Blue & Fescue. Green Spruce and existing Birch will be used as barriers. Typical planting details. o Planting details are not included in the plan. However, the plan identifies locations of landscaping and types of materials that will be PZ12 -34 Comments used on the site. Page 2 • Location of all planting areas and relationship to buildings, parking areas and driveways. • Plan shows location of natural vegetation that is being retained. The area between existing developments to the north and south will be landscaped using trees and grass to provide separation. • Identification and location of existing vegetation to be retained. o Natural vegetation is retained on the back part of the parcel and along Forest Drive. • Identification of on -site snow storage areas. o Snow storage areas are identified. • Drainage patterns. o Drainage patterns are shown on the plan. Elevations are not included. The plan includes a storm water collector. It is assumed the plan is to connect to the City's storm water drainage system. Final approval for connection must be obtained from the City's Public Works Director. • Physical features of the property including location of all buildings, ingress and egress, any unusual features of the property, which may restrict development or drainage. o The site plan provides all required information. Section 14.25.040 of the code outlines the landscaping plan performance criteria. • Perimeter/Buffer Landscaping — involves the land areas adjacent to the lot lines within the property boundary and serves to separate and minimize the impact between adjacent uses. • The plan provides natural vegetation along Forest Drive and the back of the property. Landscaped areas are shown along the property line adjacent to the Church to the south and adjacent to the property line to the north. • Interior Landscaping — involves areas exclusive of the perimeter and parking lot areas. o The plan includes grassed areas, raised landscaping beds, and hanging potted plants. • Parking Lot Landscaping— involves areas adjacent to or within parking lots and access drives. o Areas around the driveway are landscaped with grass. The parking lot is limited to parking in front of the building and the layout is not conducive to landscaping within the lot. • Street - right -of -way Landscaping — intent to soften the impact of land uses along rights -of -way but does not obscure land uses from sight. o Street right -of -way landscaping is provided by natural vegetation along Forest Drive. The following are required in the site plan: Parking — PZ12 -34 Comments Page 3 • The Charis Place is a 14,164 square feet Assisted Living Facility with 21 rooms. Parking requirements for an Assisted Living Facility is one (1) space for every two (2) beds. Based on this requirement a minimum of 11 parking spaces is required. The plan shows 14 parking spaces. • The architects will be working with the building official to ensure that the required ADA parking is available. There is sufficient space /parking to meet the ADA requirements. Parking Lot. o The parking must be paved. Snow storage. o Identified on the plan and appears sufficient for the site. Dumpster. o No dumpster is shown on plans RECOMMENDATIONS The plan as submitted meets the intent of KMC 14.25. Plan is approved as submitted with the following requirements: 7. All required landscaping as presented in the approved landscaping plan must be installed within two (2) years of the approved landscaping plan. 2. One hundred percent (100 %) of ground cover of the landscaping beds must be planted and maintained so that there is no exposed soil within three years of the approved plan. 3. The parking lot must be paved within two (2) years of the Certificate of Occupancy. 4. Snow storage must be located on the lot and cannot be placed on required parking spaces or the snow must be removed from the site. No snow may be stored in such a manner that would block visibility for ingress and egress to the lot. 5. No dumpster is shown on the site plan. If a dumpster is placed on the site, the location must be approved prior to placement and dumpster screening must be constructed of wood or concrete. City administration may approve other materials prior to construction. 6. Approval from the City of Kenai's Public Works Manager must be received prior to connecting to the City's storm drain system. 7. If construction of the project has not started within one year of the approval of the landscaping /site plan, the approval may be revoked by the Administrative Official after providing at least thirty (30) Day notice unless extended for good cause. Baker Hughes operates at a facility located off the Kenai Spur Highway. The aging facility will be demolished and a new facility constructed to meet the business needs and to meet fire and building codes for the industrial uses at the facility. Baker Hughes has been researching options for their business for some time which included repair /renovation of existing facilities, moving from the current location and rebuilding, or as submitted with this project the demolition of the existing facility and rebuilding at their current site. As part of this development, Baker /Hughes plans to construct Seward Avenue to provide efficient ingress and egress for their delivery trucks. The company will also extend the City's water main to the facility. The City's water service ends at approximately Lilac Lane. The construction of Seward Avenue and extension of the water main will require engineered designs and approval of the project(s) by the City. The extension of the City's water main must also be approved by the State of Alaska, Department of Environmental Conservation. The City will require excavation permits to work in the City's right -of -ways and any permits required by the State to work in the Kenai Spur Highway right -of -way must be obtained. This analysis will address the requirements of KMC 14.25, landscape /site plans. The plan, as submitted, should be amended to include any items required by the City's code PZ13 -18 Comments Page 2 that are not included with this submittal. The updated plan can be included when the building permit is submitted. Because of the time constraints placed on land clearing by the Migratory Bird Act, the plan was submitted for review and approval so required clearing could be accomplished prior to May Vt. On April 2ntl, the property owner and contractor were given verbal approval to begin clearing the site. KMC 14.25 specifies the regulations for landscape /site plans within the City of Kenai. Section 14.25.030 of that chapter details Landscaping /Site Plan submittal requirements. • Scientific or common name or type of planting materials to be used in the project. o Preliminary plan does not include planting materials. • Typical planting details. o Not included in the preliminary plan. • Location of all planting areas and relationship to buildings, parking areas and driveways. o Site plan provides basic information but no landscaping detail. • Identification and location of existing vegetation to be retained. o It appears that the intent is to remove all existing natural vegetation. • Identification of on -site snow storage areas. o Snow storage areas are identified as "snow piles." • Drainage patterns. o It appears that drainage is provided for on the site. • Physical features of the property including location of all buildings, ingress and egress, any unusual features of the property, which may restrict development or drainage. o There do not appear to be any unusual physical features of this property. However, the site includes four separate parcels in the development. The owner /applicant has been informed that the development will require replatting to create one large parcel or cross parking agreement and access easements. If the property is not replatted, an easement must be recorded to bring the water service line to Tract D. If the properties are not replatted into one large parcel, a variance for an off - premise sign will be required. Section 14.25.040 of the code outlines the landscaping plan performance criteria. The following are required in the site plan: • Parking — o This is a mixed use facility. The Site plan identifies areas of the building as "workshop" and "office." The "workshop" is later identified as a "warehouse." • The "workshop" or "warehouse" is 22,400 square feet. KMC 14.20.250 requires 1 parking space for every 2,000 square feet. The warehouse area requires 12 parking spaces. • The office area is 5,500 square feet. KMC 14.20.250 requires 1 parking space per 400 square feet. The office area requires 14 spaces. • The site plan provides for 31 total parking spaces; 25 "unsecured vehicles," and 6 "secured truck" parking spaces. ■ Two (2) of the spaces in the "unsecured vehicle' area are identified as accessible parking spaces which meets the code requirement for accessible parking spaces. RECOMMENDATIONS This plan is being submitted and reviewed as a preliminary plan to meet the requirements of KMC 14.25.015 so that the developer can clear the site prior to the May Vt deadline of the Migratory Bird Act. The site plan meets the requirements of the Kenai Municipal Code. The landscaping plan must be updated to include details for planting areas, types of planting materials to be included, and to provide the minimum landscaping as required in the Code. This review /approval addresses the landscape /site plan requirements. Other approvals /reviews that must be completed in conjunction with this project include but are not limited to: 1. Seward Avenue Construction: • Prior to clearing in the Seward Avenue right -of -way, the developer must submit a clearing plan to the Public Works Department for review and approval. • Design for and construction of Seward Avenue must be approved by the City prior to construction. • Contractors working in the City's rights -of -way must have a current City of Kenai annual excavation permit. • An individual project permit for working in the City's rights -of -way must be submitted and approved prior to beginning the project. 2.
