CHAIRMAN CARL GLICK, PRESIDING MINUTES ITEM 1: CALL TO ORDER Chairman Glick called the meeting to order at 7:00 p.m. 1-a. Swearing in of Commissioner Jackman Administrative Assistant Marilyn Kebschull administered the Oath of Office to Commissioner Amy Jackman. 1-b. Roll Call Members Present: Carl Glick, Phil Bryson, Ron Goecke, Robert Newbry, Amy Jackman Members Absent: Barb Nord, Don Erwin Others Present: Administrative Assistant Marilyn Kebschull, Contract Secretary Barbara Roper, Councilman Duane Bannock (arrived at 7:05) 1-c. Agenda Approval MOTION: Goecke MOVED to approve the agenda requesting the item handed out (memorandum from Borough regarding audio training) prior to the meeting be added and asked for UNANIMOUS CONSENT. Motion SECONDED by Bryson. Agenda was approved as presented. 1-d. Approval of Minutes -- October 13, 1999 Bryson MOVED to approve the Minutes of October 13, 1999. Goecke SECONDED the Motion and asked for UNANIMOUS CONSENT. Minutes of October 13, 1999 were approved as written. 1-e. PZ99-36-Landscape Site Plan for the property described as Lot 2-C, Block 1, Spur Sub No. 6 (412 Frontage Road), Kenai, Alaska. Proposed Livestock Ordinance (Postponed from September 22, 1999 meeting pending work session.) ITEM 8: CODE ENFORCEMENT -None ITEM 9: REPORTS 9-a. City Council Because Councilman Bannock was absent, Councilman Frazer was present and reported the City Council had approved the- sale of the property in front of the Senior Center. Councilman Bannock arrived at 7:05 p.m. 9-b. Borough Planning Bryson reported the Borough Planning Commission met on Monday, November 8 and all items on the consent agenda were approved. Item F-1 was approved. Item F-2 was recommended for approval by the Borough Assembly. Item F-3 was continued to the next meeting and Item F-4, the appeal was denied. Items G-1, H-1 and H-2 were approved. Item J-1 was postponed by the applicant until problems could be worked out with staff. Item J-2 was denied and all other items were approved. 9-c. Administration Kebschull reported that the Coastal Trail Committee would be meeting again on December 7, 1999 and all Commissioners should receive notice. PLANNING 8v ZONING COMMISSION MEETING MINUTES NOVEMBER 10, 1999 PAGE 2 Kebschull also reported the Kenai Peninsula Borough Planning Department would be holding three training sessions and if anyone was interested in attending, they could just show up as no registration would be required. Kebschull reported she would attend this training. Kebschull noted she attended the AML planning session and it was very interesting. Kebschull asked the Commission if they wanted to cancel the November 24, 1999 meeting since no public hearings, etc. would be coming forward on the agenda. She noted the request for cancellation had to be approved by City Council. All Commissioners agreed to cancel the meeting. Kebschull stated she would notify the City Clerk in order to get it on the next City Council agenda. ITEM 10: PERSONS PRESENT NOT SCHEDULED -None ITEM 11: INFORMATION ITEMS 11-a. "Zoning Bulletin" -October 10, 1999 ITEM 12: COMMISSION COMMENTS 8s QUESTIONS Commissioner Goecke asked for a status update on PZ99-36. Kebschull answered she had contacted Mellish again and he indicated he was still waiting for an as-built. She added, if he didn't have anything by the next scheduled Planning and Zoning meeting, Mellish should withdraw his request and reapply when all the necessary information was available. Goecke welcomed Commissioner Jackman to the Planning and Zoning Commission. ITEM 13: ADJOURNMENT Bryson MOVED to adjourn. Applicant advises that she will be sewing nursing uniforms in her home. Most orders will be taken over the phone. Applicant plans to make sample uniforms that clients can use for sizing. The plan is to have the samples available at the hospital so clients can have access to them and then call in their orders. Based on this, the applicant does not believe there will be many clients actually coming to the residence. KMC 14.20.230 specifically lists dressmaking as an allowed use for a home occupation. 99-38 Comment RECOMMENDATIONS Page 2 Recommend approval. INTRODUCTION The Kenai Coastal Trail is a proposed multi-purpose trail that will run for approximately 1 mile along the base of the Kenai bluffs. The trail will begin at the Kenai Dunes Park, at the mouth of the Kenai River, and progress up the riverbank to a new trailhead and parking area located just off Bridge Access Road. The trail will provide a scenic walkway within the City of Kenai with easy, safe beach access down the bluff at several locations. A scenic estuary area will be crossed with a bridge, and periodic ramps and rest areas along the trail will provide handicapped accessibility and oppor- tunities for wildlife viewing and for fishing. In addition to its recreational benefits, the trail will provide needed relief to the City from ongoing erosion of the bluff and associated property losses. 2. SCHEMATIC DESIGN Peratrovich, Nottingham & Drage, Inc. (PN&D) has prepared aschematic-level design of the project for the City of Kenai. This report is provided as a companion to the design drawings, to discuss important components, considerations and conclu- sions regarding the trail design. 2.1 TRAIL ROUTE Beach Dunes (West) Trailhead: The west end of the trail begins at the Kenai Dunes park, taking advantage of the existing access and parking at this location. From the parking area, an exist- ing gravel road (Kenai Avenue) continues about 2000 feet east along the beach, before terminating at a small turnaround area. Access is limited to passenger cars and trucks (without trailers), and only for loading/unloading, due to the limited size of the turnaround area. The turnaround area is where the new coastal trail would begin. Estuary Crossing: From the beach dunes area, the trail almost immediately crosses the estuary area with a 200-ft-long cable- strand bridge. The trail alignment across the estuary area provides protection of Beach and bluffs at estuary area, October 1999. DRAFT both the estuary area, and the east end of the beach dunes by directing Kenai River flood flows away. even though parking for these larger vehicles is not-to avoid trapping them. Coastal Trail: Beyond the estuary area, the trail follows the existing bluff-line for about 3300 feet to a point near Pacific Star Seafoods, where it begins to climb the bluffs to the east trail head. The rock armor itself continues another 850 feet along the beach from this point to its logical terminus at the existing sheet pile wall at Pacific Star Seafoods. Bridge Access Rd. (East) Trailhead: The east trailhead will require construc- tion of a new parking area, which is accessed from Bridge Access Road. A small parking area is proposed in the schematic design to minimize the project footprint. A turnaround designed for large recreational vehicles is provided- Frontage Rd. (Ryan's Ch.) Trailhead: A spur trail up the west side of Ryan's Creek will provide access from the Frontage Road, near the Seniors Citizens Center. This spur trail will be approxi- mately 1,250 feet long to keep grades below 5 percent. The trail alignment is designed to avoid any fill in the Ryan Creek ravine. Additional Trailheads: PN&D investi- gated several additional spur trails to provide access down to the coastal trail from Erik Hansen Park, Riverview, Kenai Joe's or Harbor View. These routes, while feasible, all result in very long ramps down the bluff face or switchback configu- rations to conform to ADA maximum grades of 5 percent. The resulting align- Kenai Coastal Trail & Erosion Control Project 2 DRAFT ments for these access trails require either large cuts at the top of the bluff, with additional property losses, or large fills at the base of the bluff, and higher project costs. Another option for these access routes is to construct one or more of them at steeper grades, in the range of 7 to 10 percent, or to use stairs. Stairs have a natural rise over run ratio of 1.5 to 1, which exactly matches the proposed slopes above the trail section. This configuration fits much better, mini- mizing property losses and property costs, although it would not conform to ADA accessibility guidelines. Another access trail, the existing Meek's trail, crosses the estuary area with a small bridge and links to Kenai Avenue outside the limits of the proposed new trail. Potential improvements to the Meek's trail would not affect the new trail construction and would be an essentially separate project. in the sand soils, is at about a 1%2:1 horizontal to vertical (H:~ slope. Direct shear testing performed by PN&D indicates an angle of internal friction of 35° to 40° for these sands. The cohesive silt/clay soils approach nearly vertical slopes on the bluff face, where they are not saturated by tides. Cut and Fill Slopes: All trail slopes, in both cut and fill sections, will be con- structed at 11/2:1 (Fi:~, or about 34°. This is the steepest slope that can be constructed without using engineered fill or retaining structures. It is desirable to construct the trail slopes as steep as possible to minimize the need for property "takes" at the top of the bluff, fill volumes, and resulting project costs. Most of the cut (excavated) material in the schematic design comes from the upper, sand strata. Cuts in the silt/clay soil-which is less suitable for trail construction-is minimized. 2.2 TRAIL GEOMETRY Existing Conditions: The Kenai bluffs are 55 to 70 feet high in the area of the proposed coastal trail, and are made up of poorly-graded sands overlying hard, over- consolidated silt and clay. The location of the interface between the sand and silt/clay strata is uniform along the bluff, approximately halfway up the face. The existing bluff profile above the interface, A 10-ft-wide, flat-bottomed ditch will be constructed between the toe of the re- contoured bluff slope and the coastal trail to collect soil eroded from the bluff, small slumps, and runoff. This ditch acts as a buffer between the long bluff slopes and the trail, and is especially important during the first few years after trail construction, before slope vegetation has firmly taken hold. Trail Surface: The proposed main trail is 12 feet wide, with an 8-ft-wide, 1%2- inches thick asphalt pavement surface. These dimensions are the minimum recommended in current trail standards to provide sufficient room for trail users, and allow occasional maintenance or emergency vehicle access. The trail will be underlain by a minimum of 1-ft of well- graded gravel base material plus an additional 3-ft of non-frost susceptible fill. Ideally, trail construction should be scheduled to complete the trail before winter and then wait until early in the Kenai Coastal Trail & Erosion Control Project 3 DRAFT following summer to perform final grading and paving. This would allow any initial settlement and consolidation in the trail fill to occur prior to paving. 2.3 SHORE PROTECTION General Description: Erosion of the bluffs presently occurs as a result of waves and currents undermining the bluffs, carrying away sloughed material at the base of the bluffs, which is replaced by new slope failures and sloughing from the bluff. The trail will prevent further bluff erosion by stabilizing the base of the bluffs to prevent further undermining. To accomplish this, the river side of the trail will be protected against erosion by a thick layer of armor rock, underlain by a thin layer of smaller filter rock. Sheet piling is the primary alternative to rock armor in this case, but was rejected due to its significantly higher cost and other factors. To minimize the amount of earth fill and armor rock required to construct the trail, its alignment follows closely along the base of the bluffs. This results in the toe of the armor intersecting the beach at elevations in the range of 10 to 15 feet MLLW. In addition to requiring less armor rock, this configuration allows easy inspection and repair of the armor when it goes dry during low tide. An armor scour apron, essentially consisting of extra armor rock placed at the toe of the armor slope, provides additional scour protection for up to 8 feet of river scour. Armor Design: PN&D has analyzed river currents, ice conditions, and wind/wave conditions in the project area in developing the design for the armor along the coastal trail. Ice and wave conditions are found to govern the armor design. Ice forces are resisted by providing armor stones of sufficient size that ice cannot move them. Armor sizing and the height to which armor is placed was determined by analysis of wave heights at the site. The design wave used for the schematic design has a significant wave height of almost 8 feet at the mouth of the river. During high tide, the resulting wave run- up reaches to elevation 33 ft MLLW at the river mouth. The significant wave height decreases as the waves travel up the river, enabling the trail grade to be lowered from a high of 33.0 ft MLLW at the mouth to 30.0 ft MLLW at the upstream end of the armor protection. The armor layer will consist of individual stones ranging from 500 to 10000 pounds, with at least half of the stones weighing a minimum of 2500 pounds. This equates to armor stone diameters of about 2-5 feet, with a median diameter of 3 feet. The thickness of the armor blanket, 5 feet, is a function of the armor size. Filter Design: Due to the fine-grained soils making up the existing bluff and beach, a filter layer is necessary to prevent erosion of these soils through the large void spaces present in the armor rock layer. The filter layer will consist of a layer of geotextile fabric, overlain by a 1-ft-thick layer of 6- to 12-inch sized filter rock. Kenai Coastal Trail & Erosion Control Project 4 Armor Shore Protection, Anchorage Coastal Trail DRAFT Scour Protection: The Kenai River drains approximately 2000 square miles and has a maximum known flood of about 34,000 cubic feet per second. At the project location, however, the river level and current velocities are controlled primarily by Cook Inlet tides, which range from an extreme low of about ~ ft MLLW, to an extreme high of about +26. Maximum river currents occur during the ebb tide, and may reach about 6 feet per second during this period. Based on analysis of maximum current velocities, the consistency of the beach/river bed soil materials, observed scour conditions at other existing structures (such as the sheet pile wall in front of Pacific Star Seafoods), and the location of the proposed trail far up the beach, we believe that only minimal scour, less than 5 feet, will occur. PN&D has conservatively designed the armor scour apron to provide up to 8 feet of scour protection. 2.4 SLOPE STABILIZATION Runoff Controls: The bluff face is subject to erosion from high winds, surface runoff and ground water seepage from the bluff face. Ground water seepage occurs along the bluff at the interface between sandy and silt/clay soil layers. To intercept this seepage, the bluff will be re-contoured and a 10-ft-wide bench will be constructed on the slope at the level of the seepage to prevent uncontrolled flow down the bluff face. This bench will spread out the seepage to allow greater evaporation and plant absorption rates, and will provide a means for directing excess seepage to pipe downdrains. The bench will also help prevent icing problems on the face of the slope, instead allowing the glaciering to occur on the flat bench surface. Surface drainage from the top of the bluff will be collected and routed to pipe downdrains, where necessary, to prevent flows down the bluff face. Biostabilization: Final stabilization of all final slopes will be achieved by seeding with a combination of drought resistant and moisture tolerant grass species, including ocean spray (salt) tolerant species. Wildflower species may be added to the mix in some areas to provide visual appeal. After the mass grading has been completed, it is recommended that a thin layer of topsoil (2-inches-thick) be spread on the slopes by a tracked vehicle, running perpendicular to the slope. Then, in areas of ground water seepage, a durable mesh-matting material would be placed prior to application of seed. At the base of the slope, just upland of the ditch next to the trail, one-foot squares of Willow and Bluejoint Grass will be planted, in a continuous meandering pattern, also prior to seeding. These would provide a root network for stabilizing the base of the slope and a mechanical trap for silts that run off the slope. Kenai Coastal Trail & Erosion Control Project 5 DRAFT Seeding of seepage areas and areas near the base of the slopes with moisture and salt tolerant species would proceed next- followed by seeding of remaining areas with drought resistant species. All seed- ing would be executed by hydromulching. Mixtures would contain fertilizers, limestone, seed, water, mulch fiber, dye, and tackifying agents to secure the mixtures to the slopes. Maintenance watering will be necessary at periodic intervals during the first growing season. Following are recommended lists for seed mixes and planting: • Moisture-tolerant species: Beach Wild Rye Grass, Bering Hair Grass, Creeping Bent Grass, Nootka Lupine, Nuggett Blue Grass, Sedge, Slough Grass and Tufted Hair Grass • Drought-resistant species: Annual Rye Grass, Arctared Fescue, Boreal Red Fescue, Bering Hair Grass, Nuggett Blue Grass and White Dutch Clover • Wild f Zower species: Blue Flax, Columbine, Forget-Me-Not, Icelandic Poppy, Nootka Lupine, Ox-Eye Daisy and Beach Fleabane • Slope toe stabilization: Felt-Leaf Willow/ Bluejoint Grass squares 2.5 PULLOUTS & BEACH RAMPS Pullouts would be constructed at selected locations along the trail as both rest areas, and scenic observation/viewing platforms. Benches, informational signs, and bike racks could be provided at these locations. Ramps will be constructed at regular intervals from the trail down to the beach. These beach ramps provide a safe alternative to scrambling down the armored slopes along the trail route. The ramps will be constructed with a 10 percent maximum grade, and would have gravel surfacing. 2.6 DRAINAGE STRUCTURES Bridge: A 200-ft-long cable-strand bridge will be used to minimize the trail footprint across the estuary area. This bridge type allows long spans for trail bridges, eliminating mid-span founda- tions, and resulting in relatively low bridge costs. Ryan's Creek Drainage: Ryan's Creek is a small drainage, which can be conveyed through a single 4-ft-diameter pipe. Slope Drainage: Surface runoff and ground water seepage will be intercepted, before it flows onto the steep slopes above the trail, and brought to the base of the slope in pipe downdrains. Approximately 10 to 20 downdrains, consisting of 10- inch-diameter culvert pipe, will be neces- sary to provide adequate runoff control. Kenai Coastal Trail & Erosion Control Project 6 PN&D-designed Cable-Strand Bridge, Anchorage DRAFT 2.7 ADA ACCESSIBILITY The coastal trail and primary access routes can all be constructed with a maximum grade of 5 percent, and in conformance with ADA requirements. Handrails and level rest areas would be provided along the access routes down the bluff face. 3. RIGHT-OF WAY PROPERTY PN&D has evaluated right-of--way property impacts resulting from the proposed trail, and included separate plan sheets in the schematic design drawings showing these areas. In general, proper- ties along the top of the bluff would lose about 20 feet or less when the bluffs are re-contoured. The exception to this is where spur trails to the Frontage Road Trailhead and Bridge Access Road (East) Trailhead ascend the bluffs. 4. PROJECT QUANTITIES AND COST ESTIMATE Using new aerial topographic mapping, PN&D has been able to perform a relatively detailed design with which estimate construction quantities. A summary of the project quantities, and a project cost estimate are presented in Tables 1 and 2. The total estimated project cost, including administrative, engineering and contingency costs, is $?.1 million. Costs for right-of--way property acquisition is not included in this cost estimate. The one-time property losses resulting from the trail construction would be offset by the stabilization of the bluff and the security gained from further, ongoing losses. In a few areas where existing structures are extremely close to the existing bluff, the trail has been moved out from the bluff to avoid any property loss. This is done at the expense of addi- tional fill material, however, and may not be the best economic decision, depending on the value of these structures. The predominance of the trail right-of way property lies on the existing bluff face and on the beach below. A relatively small portion comes from uplands.
