MEMO:
TO: Parks & Recreation Commission
FROM: I Robert J. Frates, Parks & Recreation Director
DATE: June 13, 2013
SUBJECT: Trail Construction Prioritization
The purpose of this correspondence is to request your review and comment on prioritization of
this summer's trail construction. This was last discussed at the April 4th meeting, however,
since that time there has been some additional trail sections that should be considered.
The additional trail sections for review include a continuation of Ryan's Creek (extending from
Airport Way and continuing behind Homer Electric's office and the Youth Detention Center).
Although not originally listed in the proposed Trail Plan, completion of this section would
provide a better linkage to Daubenspeck Park. Secondly, I'd like to take another look at how
best to provide access from Fourth Avenue to Fifth Avenue (Woodland Subdivision). There may
be an alternative to the originally proposed Shqui Tsatnu Creek Trail.
I think the best way to accomplish this work is to do a site visit at the above - mentioned
locations (Work Session) and then reconvene for discussion (Special Meeting).
SHQUI TSATNU CREEK TRAILS
Segment 2 - 5th Avenue to 4th Avenue
Rank Trail Tyne Length Cost Estimate
Medium Level 2: Semi Improved Trail 750 11. $8,500
Recommended Trail Location &
Description: Design trail to connect 5th
Avenue to 4th Avenue along the west upper edge
of Shqui Tsatnu Creek, generally following the
existing informal trail route through the woods
and staying within public property boundaries.
Amenities: Directional signage.
Existing Conditions - A deep wooded ravine
with a wide wetland at the southern end. Steep
slopes and adjacent residential development
restrict trail development on the SE corner of
this section. An existing informal trail along the
west side of the creek corridor travels along on a
level section of upland forest.
