Roll Call Members Present: Bryson, Goecke, Morse, Jackman, Erwin (7:05 p.m.) Members Absent: Glick, Nord Others Present: Kebschull, Roper 1-b. ITEM 2: APPROVAL OF MINUTES -- August 22, 2001 Approved by consent agenda. ITEM 3: SCHEDULED PUBLIC COMMENT -- None ITEM 4: CONSIDERATION OF PLATS -- None ITEM 5: PUBLIC HEARINGS 5-a. Public hearing was opened, however there were no comments. The public hearing was closed and staff had nothing additional. Commissioner Bryson asked if the issue was a bay window and Kebschull confirmed that it was, however the Building Official stated it was living space. Commissioner Erwin arrived at 7:05 p.m. There was no further discussion on the issue and Kebschull stated it would be scheduled for a public hearing. Borough Plaaaiag -- Commissioner Bryson gave a brief report on the August 27 and September 10 Borough Planning meetings. Both agendas were included in the packet. PLANNING 8s ZONING COMMISSION SEPTEMBER 12, 2001 PAGE 2 10-c. Administration - Kebschull stated the background report for the Comprehensive Plan could be available in two weeks for review. The strategic meeting was still scheduled for October 27ei and Council and Commission members would participate in the meeting as citizens. (6} Allowed as a conditional use, subject to "Mobile Homes" section and provided that any mobile home park meets the minimum Federal Housing Authority requirements. (7) See "Planned Unit Residential Development" section. (8) Allowed as a conditional use, provided that the proposed location and the characteristics of the site will not destroy the residential character of the neighborhood. (9) Allowed as a conditional use, provided that all applicable safety and fire reguiations are met. (10) Provided that no part of any building is located nearer than thirty (3Q) feet to any adjoining street or property line. (11) Allowed as a conditional use, provided that no part of any building is located nearer than thirty (30) feet to any adjoining street or property line and provided further that the proposed location and characteristics of the use will not adversely affect the commercial development of the zone. (12}Allowed as a conditional use, provided that the following conditions are met: (a} The proposed location of the use and the size and characteristic of the site will maximize its benefit to the public; {b) Exits and entrances and off-street parking for the use are located to prevent traffic hazards on public streets. (13}Allowed as a conditional use, provided that setbacks, buffer strips, and other provisions are adequate to assure that the use will not be a nuisance to surrounding properties. The Commission shall specify the conditions necessary to fulfill this requirement. {14}Allowed as a conditional use, provided that no indication of said use is evident from the exterior of the mortuary. (15) Allowed, provided that the following conditions are met: (a) An uncleared buffer strip of at least thirty (30) feet shat! be provided between said use and any adjoining property in a residential zone. {b) Exits and entrances and off-street parking for the use shall be located to prevent traffic hazards on the public streets. The Planning Commission needs to determine if the intended use complies with the zoning ordinance and comprehensive plan of the City. This property is located in the Light Industrial zone. Hotels, motels and lodges are permitted uses in this zone. This property is identified on the Airport Land Use map in the City's comprehensive plan. This property is located on Trading Bay Road, adjacent to the Hertz Rental Car property. Ms. Latta is currently leasing Lot 4, Block 2 (facing Willow Street) and plans to remodel the building for a future lodge. She has initiated the process to purchase this leased lot. She wishes to lease Lot 8, Block 2 for future expansion of the lodge. Once the lease is obtained she intends to proceed with the vacation of the right-of--way that is between the lots. Both lots are shown on the attached lease application. The property is Airport Land. Prior to leasing the site an appraisal must performed and be reviewed and approved by the Federal Aviation Administration. When subdividing large acreage remainder parcels such as this, which was not included in the original preliminary design, and which is now in different ownership, staff has not required the subdivision of the reminder parcel to carry the same plat name forward. The plat will provide five smaller lots fronting on Beaver Loop Road, and a 23-acre Tract A which fronts by way of a panhandle across the section line easement. An engineer's soils report wilE be provided for Lats 1-5 and an engineer will sign the plat. Staff is not requesting dedication of the section line easement since it accesses a large wetland complex and is not required far dedicated access to any adjacent parcels. The easement will remain in place for pubtic access. Satellite imagery from June 2000 indicates ponding on #his property. If these are not temporary tidal produced ponds, staff recommends they be shown and labeled on the plat.
