Agenda Approval MOTION: Commissioner Glick MOVED to approve the agenda and requested UNANIMOUS CONSENT and Commissioner Bryson SECONDED the motion. There were no objections. SO ORDERED. 1-c. ITEM 2: APPROVAL OF MINUTES -- April 24, 2002 Approved by consent agenda. ITEM 3: SCHEDULED PUBLIC COMMENT -- None ITEM 4: CONSIDERATION OF PLATS -- None ITEM 5: PUBLIC HEARINGS 5-a. Commissioner Bryson noted, these variances are normally approved far the footprint of the existing structure only and requested this be included in the motion. PZQ2-21 -- A Resolution of the Planning and Zoning Commission of the City of Kenai, Alaska, recommending to the Council that Title 14 be amended to establish an Education Zone and changing several sections of the Kenai Municipal Code to include the new Education Zone. MOTION: Commissioner Glick MOVED to approve PZ02-21 and Commissioner Osborne SECONDED the motion. Chairman Goecke opened public hearing. There were no public comments and the public hearing was closed. Kebschull drew attention to the fax from Commissioner Nord expressing her support for an educational zone. Kebschull also reported she discussed this with the school district and they are in favor of an educational zone and potential changes as this would assist in obtaining permits if needed. Commissioner Bryson asked if all school property was discussed and Kebschull replied they discussed individual schools and specifically Sears Elementary which is operating without a conditional use permit. She noted, that requirement would be eliminated with the new educational zone. Chairman Goecke indicated he had the same concern discussed at the last meeting and reiterated he'd like to see ali educational facilities rezoned. Bryson noted the creation of the educational zone would not automatically change the zone. City Council -- Councilman Bannock reported the Board of Adjustment met regarding the sign far the Challenger Learning Center and noted a ruling would be made within the week. Bannock provided a report based on action taken at the May 1 meeting. 10-b. Borough Planning -- No report as there was no meeting held since the last P&Z meeting. 10-c. Administration -- Kebschull provided a report on various projects within the City of Kenai, including the Norville property that was reviewed in 1997. Kebschull stated they were very busy with building permits. Discussion also took place on code enforcement items the City is currently investigating. The plat proposes to vacate three feet of right of way to eliminate an existing encroachment at 601 Candlelight Drive, The property is zoned general commercial and suburban residential and meets minimum lot size requirements for those zones. East Aliak Street is incorrect and should be changed to Afiak Street. When researching this plat, it was discovered that water and sewer had been extended from one service to the other lots. It appears city water serves all three structures and sewer serves two of the three structures. The City is researching this and there may be amounts owed for past services. City Engineer, Recommend minimum vacation to eliminate the building encroachment. 0223 Comment.doc Page 2 Building Official: This replat would resolve the fuel storage structure's building code issues. Fire Marshall: The Fire Marshall made a site visit with the owner of the parcels. The fuel storage building, as noted on the plat, is now used far fabrication. James Baisden, Fire Marshall, made the #ollowing comments, "By vacating this lot line, it will put the South wall of the fuel storage building greater than 20 feet from the property fines. By using the centerline of Candlelight Street the Fast exterior wall would exceed 20 feet from any property that could be built upon. The plan eliminates a lot line and creates one lot, Lot 7A. The property is zoned heavy industrial and meets minimum lot size requirements for that zone. A petition has been filed with the Kenai Peninsula Borough to vacate the 40-foot frontage road right-of-way and a portion of the 33-foot section line easement. At this time, the City has not received a request for comments from the Borough on this petition. This right-of--way runs from North Willow Street to the airport proper. Attached is a borough parcel sheet showing the area and a satellite photo that gives an aerial view of the unnamed right-of--way. There is one parcel, Lot 1, affected by this unnamed right-of--way in that we cannot address a parcel without naming the street. The Airport Commission discussed possible names for this right-of-way at their April meeting. We ran the list of possible names through the Borough's MSAG, to alleviate names that were already in use. At their May 9'~' meeting, the Commission voted to have the unnamed ROW be officially named "Gee Bee Road". KMC 14.15.010 (b)(1}notes the naming convention that must be followed: All through east and west streets shall carry the designation "avenue, "and all through or potentially through north and south streets shall carry the designation "street. " With this in mind, we would recommend that the name be Gee Bee Avenue, since it runs east/west. If the Planning and Zoning Commission approves the recommendation of naming this ROW, a resolution will be drafted for your next meeting. Councilwoman Jackman provided the Commission with a recent •Xerox survey for use as a guide. Cronkhite stated she would compile the additional questions provided and would prepare another draft. Jackman stated she would appreciate a copy of the draft to be further reviewed by Council. 5-b. Discussion -- Post Card Mail Out Cronkhite reported the Post Card mail out would be sent out next week and requested the Commission provide her with any additional addresses by Monday. 5-c. Discussion -- Unnamed Right-of-Way The Commission discussed the memo regarding renaming of streets {included in the packet). The memo stated, "...careful consideration to new or changed names is required to prevent duplication of names and to maintain continuity." Cronkhite explained the Commission could recommend a name for the unnamed right-of--way discussed at last month's meeting. Bielefeld suggested Gee Bee as this is the name of an old model plane short in length, much like the road. MOTION: Commissioner Holloway MOVED to recommend the unnamed right-of-way in question be named Gee Bee Road. Commissioner Kleidon SECONDED the motion. There were no objections. SO ORDERED. The Comrnission agreed future naming of unnamed right-of--ways would be considered after a complete list of those ROW's is determined. ITEM b: NEW BUSINESS 6-a. Discussion -- Air Fair 2002' Cronkhite and Knackstedt reported the following: • The Air Fair is scheduled for June 8, 2002. • Breakfast and pilot sign-in will be at the Soldotna Airport from 8- I 1 a.m. • The Kenai ARF-SRE BBQ will be from 1:30-4:00 p.m. • Tokens will be obtained from each destination. After all tokens have been gathered, a card hand can be played at the Kenai ARF-SRE. Winning hands will be awarded prizes which are yet to be determined. The pathway is proposed to begin at Kalifornsky Beach Road and end at the Kenai Spur Highway, a distance of approximately 3.3 mites. The pathway would connect existing pathways at each end of the project. Over the past year, the project design team of Wince-Corthell-Bryson, assisted by Bristol Environmental & Engineering Services and URS Corporation, provided project scoping, met with resource agencies and the public, responded to comments, and prepared a Scoping Summary Report. The Scoping Summary Report, a compilation of alternatives presented, issues raised, and comments received, is available for review at any of the following locations: • Office ofWince-Corthell-Bryson 609 Marine Street Kenai, Alaska • City of Kenai Library Main Street Loop Kenai, Alaska • Office of ADOT&PF 4111 Aviation Avenue Anchorage, Alaska Currently the project design team is conducting an environmental assessment to evaluate the potential impacts which might be expected to occur as a result of the proposed pathway.
